I.CALL TO ORDER:
Commissioner Dorado called the meeting to order at 5:15 p.m.
II.PUBLIC COMMENTS:
No public comments.
III.APPROVAL OF MINUTES:
Commissioner Powell motioned for approval of the meeting minutes as drafted March 19,
2014. Commissioner Kurtz seconded the motion. Motion carried (4-0).
The September 17, 2014 meeting minutes were tabled for approval until the next scheduled
meeting due to lack of quorum.
IV.ACTION ITEMS:
Kerrin Cardwell requested that the members of the Anaheim Housing and Community
Development Commission review and approve the revisions to the Section 8 Housing
Choice Voucher (HCV) Administration Plan. Ms. Cardwell informed the Commission that
the Anaheim Housing Authority (AHA) currently conducts annual inspections of units for

all tenants participating in the HCV program. She also stated that on July 1, 2014 the
Department of Housing and Urban Development changed the regulatory requirement from
annual inspections to biennial inspections as a means of budgetary relief. She further
stated AHA is proposing to implement biennial inspections effective January of 2015.
Ms. Cardwell also explained that prior to proposing the change, a thorough analysis was
conducted to identify the number of failed inspections as well as the most common causes
for failed inspections to maintain the current level of housing quality. In addition, she
explained that AHA, along with the change to biennial inspections, has included policy
changes to allow more frequent inspections for properties that may require more frequent
monitoring.
Commissioner Kurtz motioned for approval of the revisions to the Administrative Plan for
the Section 8 Housing Choice Voucher Program. Commissioner Powell seconded the
motion. Motion carried (4-0).
Grace Stepter presented the HCD Commission Meeting dates for 2015; the first and third
Wednesday of every month at 5:00 p.m. Commissioner Gatti motioned for approval of the
2015 HCD Meeting calendar. Commissioner Kurtz seconded the motion. Motion carried
(4-0).
V.INFORMATIONAL ITEMS:
Grace Stepter provided an update on the status of Miracle Terrace.
Andy Nogal provided an update on Senate Bill 341.
VI.STAFF COMMENTS:
Grace Stepter introduced Alma Huerta, Housing Coordinator.
VII.COMMISSIONER REPORTS AND COMMENTS:
None.
VIII.ADJOURNMENT:
Commissioner Dorado adjourned the meeting at 6:10 p.m.
