Anaheim Blvd., Anaheim CA 92805 TIME April 16, 2015 6:30 p.m. COMMISSIONERS PRESENT Chris Maya, Chair Bradley Pettigrew, Vice Chair Patricia Adelekan Alfonso Rodriguez Ernesto Medrano Konstantinos Roditis COMMISSONERS ABSENT (Excused) Rida Hamida STAFF PRESENT Janis Heckel, Community Services Superintendent Jane Newell, Heritage Services Manager Martha Billingsley, Senior Secretary GUEST PRESENT Alone Larsen AGENDA ACTION TAKEN CALL TO ORDER: Chair Maya called the meeting of the Cultural and Heritage Commission to order at 6:40 p.m. 2. SCHEDULED COMMUNICATION: Alone Larsen reported on the ARTIC public art project that began four years ago. Alone stated that the search for an artist began in June 2011 and approximately 200 submitted applications. In September 2011, ten finalists were chosen and given a thousand dollars to create a mock -up of their proposed art piece to be presented to the selection committee. Alone noted by that in February 2012, Mikyoung Kim from Boston, Mass was selected. Mikyoung Kim created lenticular glass panels that will reflect different images throughout the day on the main staircase of ARTIC. Alone noted that the art project was placed on hold in August of 2012 due to unexpected construction costs. Alone and Chair Maya attended a meeting January 2014 and was informed that the City could not afford the art piece that was selected and that other options were being pursued. Alone then stated that later the City was able to reinstate the art piece with a budget of $600,000. Chair Maya and Alone Larsen had a meeting with Mayor Tait and he asked Alone to be the ARTIC art project liaison between the City and the artist. Alone stated that a notice to proceed was received on April 8, 2015 with construction to begin on September 15, 2015 and installation is tentatively planned to be completed by November 6, 2015. Chair Maya asked Alone for input on her recent experience as a public art liaison and what requirements she thought were important. Alone stated that the person should be compensated for their services; some knowledge of the legal aspect and a strong public art background. 3. UNSCHEDULED PUBLIC COMMUNICATION: None 4. CORRESPONDENCE: Chair Maya shared an invitation to the WAND Western Barbeque, Saturday, May 9 1h at Twila Reid Park, from 10:00 a.m. to 4:00 p.m. and encouraged everyone to attend. 5. APPROVAL OF THE MINUTES: Vice Chair Pettigrew made a motion to approve the minutes for the February 19, 2015 meeting; Commissioner Roditis made a second and the motion passed with one abstention by Commissioner Adelekan. 6. OLD BUSINESS: A. City Public Arts Projects The Commissioners discussed the proposed recommendation that the City Council support a public art liaison for any City Public Art projects. Chair Maya asked if the liaison should be a paid position and if this should be included in the recommendation; the commissioners agreed that it should be a paid position. Commissioner Roditis stated that at the last meeting Commissioner Pettigrew suggested that the liaison should have an architectural background. Janis clarified that last meeting Commissioner Pettigrew stated "the liaison selected should be reflective of the expertise of the piece." She also stated that Commissioner Pettigrew said "the scope should be broad enough to open yourself to people who weren't strictly in the sense of the word artist." Jane Newell stated that a decision was made that the recommendation should be on a project- by- project basis. Commissioner Adelekan suggested that the liaison should have some exposure to the legal aspect of the art world. Commissioner Roditis suggested that the recommendation could say "that the liaison would have access to the City Attorney's office should the need arise." Janis stated that if this recommendation is successful, the City Attorney would create the agreement and any necessary Cultural and Heritage Commission 4/16/2015 Page 2 AGENDA ACTION TAKEN legal language would be included. Commissioner Roditis submitted his ideas for the recommendation and Chair Maya asked if he could present it at the next meeting. Commissioner Roditis agreed. B. ARTIC Public Arts Opportunities: Janis reported that at the last meeting Commissioner Hamida asked staff to explore additional opportunities for public art at the ARTIC. The City has approved a monitor to promote art & culture in Anaheim and it will be placed on a wall next to the Anaheim Library Book Vending machine. She also informed the commissioners that they must adhere to the policy and procedure of promotions in ARTIC space provided for the monitor. Janis stated that a video will be produced by the City of Anaheim and will feature the Anaheim Ballet, OC Symphony, MUZEO, Pearson Park Amphitheatre and the Chance Theatre. 7. GALLERIES SUB - COMMITTEE: Chair Maya gave a brief overview to Commissioner Adelekan on the Center Gallery and the Sub - Committee. Commissioner Adelekan asked what type of art is displayed at the Center Gallery; Chair Maya stated that they have a broad spectrum of art that is presented at the Center Gallery. 8. INFORMATION ITEMS: A. Chair Maya: Chair Maya was disappointed that Commissioner Hamida was not present so he could acknowledge her in person for the wonderful article that was featured about her in the Anaheim Bulletin. Janis reported that Commissioner Adelekan was featured in the Anaheim Bulletin this week. B. Vice Chair Pettigrew Vice Chair Pettigrew invited the Commissioners to the Muzeo on Monday, April 20 at 4:40 p.m. to see the exhibit featuring artwork created by AUHSD students. Anaheim High School did really well and students he taught received 1 and 2 nd place. The exhibit will be held for one week. C. Commissioner Rodriquez Commissioner Rodriguez announced that he went to Paris, France with students on spring break to visit art museums and history museums. D. Commissioner Roditis Commissioner Roditis stated he will email Janis a draft of the recommendation for City Council for public art projects when he revises it. E. Commissioner Medrano Commissioner Medrano presented a book called "At Work: The Art of California Labor" to the Commissioners and staff. F. Commissioner Hamida: Absent G. Commissioner Adelekan: Commissioner Adelekan shared her background and interests with the Commission. She also mentioned the Open House for Youth on the Move, and the International Educators' Hall of Fame. Commissioner Adelekan stated that it will be held at the Legacy Museum and Learning Center on Saturday, April 18, 2015 from 1:00 p.m. to 4:00 p.m., at 1850 E. 17` Street in Santa Ana. H. Staff Janis Heckel reported that the Miraloma Park and Family Resource Center Dedication Ceremony was held on April 11` and that the event was very well attended. Janis also mentioned that the Inaugural Scared Arts Festival was held with over 125 participating. Janis stated this event was a recommendation in the Anaheim Cultural & Heritage Plan. Jane Newell noted that Heritage Services contributed the article about the first five church buildings constructed and the art facility founded in 1885 promoting Anaheim. Janis announced the next Center Gallery exhibit featuring William Galvez will be installed next week. She stated that the Commissioners' should have received their invitations for the May 7` exhibit. Janis reported that Pearson Park Amphitheatre is gearing up for their Summer Nights Under the Stars series with the very popular family series on Friday nights and announced that the Fab Four is coming back. Janis mentioned they will have two free concerts this year. Janis stated that one of the programs will be" Battle of the Bands." Janis noted that it will be for Anaheim -based bands and they must be Anaheim residents' only or attending middle school or high school. Janis stated that there will be professional musicians evaluating the submissions; video's, YouTube, etc. Chair Maya suggested that a Commissioner should be on the judge's panel. Janis stated that she will add it to the agenda for the next meeting and provide a date to make sure the Commissioners is available. Janis thanked everyone for attending the meeting at the Anaheim Packing House and suggested that they would like to view the public art displayed there. Jane Newell reported that the MUZEO has a new exhibit: Cougars & Grizzlies Sharing Their Path opening April 18` Jane also mentioned the Open House at Founders' Park on Saturday, May 2 "d from 9:00 a.m. to 12:00 p.m.; the Wet Plate Photography Day group will be there. She stated the first 10 individuals will receive their tintypes free. Cultural and Heritage Commission 4/16/2015 Page 3 AGENDA ACTION TAKEN Jane also mentioned the Canyon Hills Library will be hosting a young adult author, Jessi Kirby, who wrote "Things we know by Heart" on Saturday, April 25` at 2:00 p.m. Jane reported that on Sunday, April 12th she hosted a tea at the Woelke Stoffel House for the Muzeo docents and gave them a tour of the Cottage House. Chair Maya requested approval of a thank you letter to Brad Hobson and John Woodhead for their efforts to have the "Exchanger Fountain" created by Buster Simpson repaired. Commissioner Medrano motioned to send the letter and Commissioner Adelekan made a second and the motion passed. NEXT MEETING: The next meeting will be held on Thursday, May 21, 2015, at 6:30 p.m. at the Downtown Anaheim Community Center, 250 Center St., Anaheim CA 92805. 9.
