Crescent Avenue, Anaheim, California April 22, 2015 MINUTES COMMISSIONERS PRESENT: Chairman Manes, Vice Chairman Brennan and Commissioners Navarro, Levy, Anderson, and Jensen COMMISSIONERS ABSENT: Commissioner Lappin STAFF PRESENT: Sjany Larson -Cash — Community Services Manager, Wendy Solorio, Community Services Supervisor, Larry Pasco — Parks Manager, Pamela Galera — Principal Project Planner, Eleanor Granflor —Sr. Secretary CALL TO ORDER — Vice Chairman Brennan called the meeting to order at 5:37 p.m. PLEDGE OF ALLEGIANCE — Vice Chairman Brennan led the Pledge of Allegiance. INTRODUCTION OF VISITORS AND COMMUNICATION FROM OTHERS —Vice Chairman Brennan introduced Janell Ramos, a student from Loara High School, who will be observing the meeting for her Civics class and is currently completing a project to improve City parks. A. Written Communication — None. B. Unscheduled Oral Communication from the Public— None. APPROVAL OF THE MINUTES — Chairman Manes presented the February 25, 2015 Minutes to the Commissioners for changes or corrections. Commissioner Jensen made a motion to accept the minutes, seconded by Commissioner Navarro. There being no further additions or corrections, Chairman Manes accepted the Minutes with one abstention. REPORTS A. Parks Activity Report - January /February — Larry Pasco presented the report and highlighted the renovations of Dee Fee Field, Boysen and Brookhurst baseball field. The current park maintenance contractors have chosen to not renew their contracts and staff is going out to bid for new contractors who will begin July 15t. Interviews were completed on April 20 and the top three firms have been picked. Larry Pasco also reported the current drought will cause the Parks Division to cut 20 percent of water usage based on 2013 reports starting on June 1 st. Questions were answered regarding the new La Palma Dog Park, the Aquaponics project at the Urban Forestry yard, and Miraloma Park. Recreation & Human Services Activity Report - February /March — Sjany Larson -Cash presented the report and highlighted the East Anaheim Gymnasium youth basketball and volleyball programs; the Eco -Fun Faire / Spring Fling event held at Oak Canyon Nature Center which was funded through a grant received from Disney; the Fun on Wheels program will continue to outreach the Eco -Fun Faire into neighborhoods; staff will host a Summer Preview Day at Brookhurst, Downtown Anaheim, and the East Anaheim Community Centers to present information regarding summer activities and residents will receive a 10 percent discount if they sign up for summer classes early; the Miraloma Park and Community Center dedication was held on April 11 th and was very well attended; and Youth in Government Day was held on April 22nd and 100 students attended. Sjany Larson -Cash reported the upcoming events: Anaheim Community Resource Fair on April 25 1 h, South District Neighborhood Council meeting on April 23rd, Annual Cinco de Mayo Fiesta April 30 -May 3rd, WAND BBQ on May 9 1 h and the Anaheim Arts Council will be sponsoring the Children's Festival on May 16 1 h. C. Park Ranger Patrol Statistics Report — March: Sjany Larson -Cash presented the report and highlighted the high number of patrols completed in March; saw over 146,000 patrons; Park Rangers made contact with over 26,000 people; and starting last January, there has been an increase in the number of patrons at parks, curfew notifications, and dogs off leashes. Sjany Larson -Cash highlighted a Park Ranger who was on foot patrol during the red flag warning watch and caught a teenager light a cigarette and debris at Pelanconi Park and quickly put out the small fire and then contacted the Fire Department. Parks and Recreation Commission Minutes April 22, 2015 D. Parks Capital Project Progress Report — Pamela Galera presented the report, provided updates and reported on the following projects and answered questions regarding the Cactus Garden at Pearson Park and the Downtown Anaheim Community Center exercise equipment: • Anaheim Coves Northern Extension — Design consultant, MIG, will be awarded the design contract in May. • Edison Park — A community meeting was held on 04/28. The walking path will be extended, exercise stations will be installed and the volleyball court will be re- located. • Little Peoples Park — Project will go out to bid. • Manzanita Community Center — Project will go to bid. The Community Center will be the future home of the Boys and Girls Club. • Miraloma Park The dedication was held on 04/11. • Ponderosa Park — A community meeting was held on 04/16 for the skatepark. The community endorsed the concept plan and construction documents will move forward. The consultant has completed 50% of the construction documents for the building and the rest of the park. • Sage Park — Project is almost complete. The restrooms and playground were replaced. • Stoddard Park — Project was awarded on 04/21. The restroom will be replaced. • Twila Reid Park — The KaBOOM! Build Day is on 05/02. The horseshoe pits and disc golf will be improved, and pickleball courts will be installed. E. Senior Citizen Sub - Committee Report — Commissioner Jensen shared an article in the Anaheim Bulletin regarding better signage for the disabled at ARTIC. Commissioner Jensen reported the project for installation of exercise equipment at the Downtown Anaheim Community Center is moving along and thanked Wendy Solorio for providing the overall report for the left turn signal request from the previous Commission meeting. Commission Jensen reported the senior citizens participated in a fashion show last March. Commission Levy shared there will be a Senior Rally in Sacramento next month to pass bills pertaining to senior citizens. NEW BUSINESS A. Recreation and Human Services Fees for FY2015/16 — Sjany Larson -Cash presented the staff report. Vice Chairman Brennan made a motion to approve the FY2015/2016 Recreation and Human Services Fees as presented. Seconded by Commissioner Jensen. Motion passed. B. No Smoking in Public Parks Ordinance — Larry Pasco presented the proposed No Smoking Ordinance in public parks within the City. Commissioner Levy made a motion to approve the Ordinance as presented. Seconded by Commissioner Anderson. Motion passed with one abstention. INFORMATIONAL ITEMS — Chairman Manes reminded the Commission of the following upcoming events: Children's Festival on May 16 Greek Festival on May 15 -17; and the Mother Colony Section Open House and potluck on April 23rd Larry Pasco reported Commissioner Lappin has moved out of the City and will be resigning from the Commission. ADJOURNMENT — Chairman Manes adjourned the meeting at 6:40 p.m.
