RES-2015-196RESOLUTION NO. 2015- 19 6 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM ESTABLISHING RATES OF COMPENSATION AND PAY POLICIES FOR CLASSIFICATIONS DESIGNATED AS FIRE SAFETY MANAGEMENT AND SUPERSEDING RESOLUTION NO. 2000-129 AND AMENDMENTS THERETO WHEREAS, the Human Resources Director has recommended in a staff report dated June 16, 2015, that the rates of compensation and pay policies for classifications designated as Fire Safety Management be established; and WHEREAS, as a result thereof, the need exists to supersede Resolution No. 2000- 129 and amendments thereto pertaining to rates of compensation and pay policies for Fire Safety Management classifications; and WHEREAS, the City Council of the City of Anaheim does find that establishing new rates of compensation and pay policies for Fire Safety Management classifications is in the best interest of the City of Anaheim. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Anaheim as follows: Section 1 That, the basic compensation plan for all officers and employees of the City of Anaheim who are now employed, or will in the future be employed in any of the job classifications listed below, shall be allocated to the following salary ranges: Classification Salary Range Fire Division Chief XF I FR40 Section 2 For purposes of benefits and application of pay guidelines, and Personnel Rules, classifications listed in Section 1 of this Resolution shall be assigned to the following Units: Classification Unit of Representation Fire Division Chief Administrative Management 112 CFrtinn I That, effective June 19, 2015, the basic compensation plan for all officers and employees of the City of Anaheim who are now employed or will in the future be employed in any of the classifications listed above shall be allocated to the salary ranges according to the structure listed below: Ranize Minimum Market Control FR00 $82,867 $103,584 $113,942 FR05 $92,002 $115,003 $126,503 FR10 $92,279 $115,349 $126,884 FR15 $106,121 $132,651 $145,916 FR20 $120,626 $150,783 $165,861 FR30 $126,658 $158,322 $174,154 FR40 $141,736 $177,170 $194,887 That, effective July 3, 2015, the basic compensation plan for all officers and employees of the City of Anaheim who are now employed or will in the future be employed in the classification of Fire Division Chief listed above shall be allocated to the following salary range: Effective July 3, 2015 Range Minimum Market Control FR40 $145,988 $182,485 $200,734 Section 4 Effective July 3, 2015, Fire Division Chiefs who are now employed or will in the future be employed by the City of Anaheim, with three percent at fifty (3.0% @ 50) benefit plan, shall contribute twelve percent (12%) towards Ca1PERS pension benefits. Section 5 Pursuant to the California Public Employees' Pension Reform Act of 2013, new employees, working in the classifications set forth in this Resolution, hired on or after January 1, 2013, shall be enrolled in the Public Employee's Retirement defined benefit plan of 2.7% @ 57 with a final compensation measurement period of the average of three (3) consecutive years and the employee paying at least fifty percent (50%) of normal costs, rounded to the nearest of one percent (M). HASF6133_Fire Safety Mgmt PERS Resolution.doc Section 6 Employees hired to work on a part time basis in any of classifications listed in Section 1 of this Resolution shall be compensated at the rate of pay established for the full time classification, and shall pay the same PERS employee contribution rate as established for the full time classification. Section 7 The letter "X" preceding a salary range number indicates that employees working in that job class are exempt from overtime provisions as provided in Personnel Rule 6, Premium Pay. The letter "F" preceding a salary range indicates that employees upgraded to that job class shall be paid premium pay as provided in Personnel Rule 6, Premium Pay and the Management Pay Policies, Temporary Upgrades. Section 8 The regular hourly rate of pay for employees working in job classes listed in this Resolution shall be computed as provided in Personnel Rule 5, Hours of Work and Pay Day. Section 9 The provisions of the Resolution shall supersede Resolution No. 2000-129 and amendments thereto. BE IT FURTHER RESOLVED that the effective date of this Resolution is June 19, 2015.
