ORDINANCE NO. 4921
AN ORDINANCE OF THE CITY OF ANAHEIM AMENDING
CERTAIN SECTIONS OF CHAPTER 15.16 OF TITLE 15
OF THE ANAHEIM MUNICIPAL CODE TO ADOPT THE
1987 EDITION OF THE NATIONAL ELECTRICAL CODE
AND CERTAIN AMENDMENTS THERETO.
THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN AS
SECTION 1.
That Section 15.16.001 through and including Section
15.16.110 and Sections 15.16.270 and 15.16.350 of Chapter 15.16 of
Title 15 of the Anaheim Municipal Code be, and they are hereby,
repealed.
SECTION 2.
That Chapter 15.16 of Title 15 of the Anaheim Municipal
Code be, and the same is hereby, amended by adding thereto the
following sections to read as follows:
"SECTION 15.16.001 Approval of Code.
The City Council does find and
determine, as a result of study and investigation
conducted by the City and its building officials, that
the National Electrical Code, 1987 Edition, is an
approved Code for adoption by reference within the
meaning of Section 50022.1 of the Government Code of
the State of California.
SECTION 15.16.010 Adoption of National Electrical
Code, 1987 Edition.
Pursuant to the provisions of
Section 50022.1 to 50022.8, inclusive, of the
Government Code of the State of California, the City
Council of the City of Anaheim does hereby adopt, by
reference, the National Electrical Code, 1987 Edition
(hereinafter in this Chapter referred to as the
'National Electrical Code' or 'Code'), with amendments
thereto as set forth in this Chapter. At least three
(3) copies of the Code shall be filed in the Office of
the City Clerk and shall be kept there for public
inspection. The City Clerk shall at all times
maintain a reasonable supply of copies of the Code for
purchase by the public at a moderate price not to
exceed the actual cost thereof to the City of Anaheim.
SECTION 15.16.020 Continuous Special Inspections -
Det ine .
Article 100 of Chapter 1 of the
National Electrical Code is hereby amended to add the
definition of 'Continuous Special Inspections' between
the definitions of 'Continuous Load' and 'Control
Circuit.'
Continuous Special Inspections: an installation
requiring an on-site qualified inspector to be present
at all times when such installations are being made.
SECTION 15.16.030 Conductors.
Section 110-5 of Article 110 of
the National Electrical Code is hereby amended to read
as follows:
110-5 Conductors. Conductors normally used to carry
current shall be of copper unless otherwise provided
in this Code. Where the conductor material is not
specified the size given in this Code shall apply to
copper conductors. Where other materials are used,
the size shall be changed accordingly. Aluminum
conductors smaller than #6 A.W.G. may be used only
when the method of connection is approved in advance,
in writing, by the Building Official and the
installation is made under continuous special
inspection.
SECTION 15.16.040 Electrical Connections.
Section 110-14 of Article 110 of
the National Electrical Code is hereby amended by
adding thereto a subparagraph (c) to read as follows:
(c) Terminations. All conductor terminations at
circuit breakers, disconnect switches, buss bars,
appliance receptacles, and all other such terminal
devices, shall be torqued as required by the
manufacturer's installation instructions or the U.L.
listing or labelling. The installer shall furnish
written certification to the City of compliance with
this provision.
SECTION 15.16.050 Scope.
Section 210-1 of Article 210 of
the National Electrical Code is hereby amended to read
as follows:

Section 210-1. The provisions of this Article apply
to branch circuits supplying lighting or appliance
loads or combinations of both. Where motors or
motor -operated appliances are connected to any branch
circuit that also supplies lighting or other appliance
loads, the provisions of both this Article and Article
430 shall apply. Article 430 shall apply where a
branch circuit supplies motor loads only. Exception:
See Section 668-3(c), Exceptions No. 1 thru No. 4 for
electrolytic cells.
(a) Accessory uses or other buildings, signs, etc.,
separately located on the same lot or premises shall
have connecting conductors run underground.
(Agricultural areas excepted.)
(b) Where spare circuit protective devices are
provided or space for future circuit protective
devices is provided on the buss in any flush or
semiflush mounted panel, then raceways of sufficient
capacity to permit utilization of such space or spaces
shall be provided to an approved accessible location.
Such accessible location is normally defined as
follows: where sufficient attic space is available or
underfloor space is available, a raceway shall
terminate conveniently for future use in each such
space. Where this condition does not exist or other
factors govern, then such terminations shall be
approved by the electrical inspector.
SECTION 15.16.060 Dwelling Unit Receptacle Outlets.
Subsection (5) of Section 210-8 of
Article 210 of the National Electrical Code is hereby
amended to read as follows:
(5) All 125 volt single phase 15 and 20 ampere
receptacles required by Section 210-52(b) installed
within six (6) feet (1.83 mi) of any sink for counter
top use shall have ground -fault circuit -interruption
protection for personnel.
SECTION 15.16.070 Lighting Outlets Required.
Section 210-70 of Article 210 of
the National Electric Code is hereby amended by
amending the first sentence of subsection (a) and
adding subsections (c) and (d) to read as follows:
Interior Lighting. (a) Dwelling Unit(s). At least
one (1) wall switch -controlled lighting outlet shall
be installed in every habitable room; in bathrooms,
hallways, stairways, closets, garages, and enclosed
patios.

(c) Carport(s). At least one (1) lighting outlet
shall be installed in each carport. Switch -controlled
lighting outlets in carport(s) are prohibited.
(d) Exterior Lighting. Dwelling units -at least one
(1) interior wall mounted switch -controlled exterior
lighting fixture is required at each exterior exit
SECTION 15.16.080 Feeder Conductors.
Article 215 of the National
Electrical Code is hereby amended by adding new
Subsection 215-10 thereto, to read as follows:
215-10 Feeder Conductors. All feeder conductors to
sub -panels shall be installed in an approved raceway.
SECTION 15.16.090 Wiring Methods for 600 Volts or
Less.
Section 230-43 of Article 230 of
the National Electrical Code is hereby amended to read
as follows:
Section 230-43. Wiring methods of 600 volts, nominal
or less. Service -entrance conductors shall be
installed in accordance with the applicable
requirements of this Code covering the type of wiring
methods used and limited to the following methods:
(1) rigid metal conduit; (2) wireways; (3) busways;
(4) auxiliary gutters or (5) rigid nonmetallic conduit
(underground installations only).
Approved cable tray systems shall be permitted to
support cables approved for use as service -entrance
conductors. See Article 318.
SECTION 15.16.100 Maximum Number of Disconnects.
Section 230-71(a) of Article 230
of the National Electrical Code is hereby amended by
amending the first paragraph thereof, to read as
follows:
(a) General. The service disconnecting means for
each service permitted by Section 230-2 or for each
set of service entrance conductors permitted by
Section 230 -40 -Exception No. 1 - shall consist of a
single fusable switch or automatic circuit breaker to
disconnect all ungrounded conductors supplying each
separately metered occupancy. There shall be no more
than six (6) service disconnects grouped in any one
(1) location without a main disconnect.

SECTION 15.16.110 Conductors for General Wiring.
Article 310 of the National
Electric Code is hereby amended by deleting Tables
310-22, 310-23, 310-24, 310-25, 310-26, 310-27,
310-281 310-29, 310-30 and 310-31 therefrom.
SECTION 15.16.120 Uses Permitted or Not Permitted.
Section 336-3 of Article 336 of
the National Electrical Code is hereby amended to read
as follows:
336-3 Uses Permitted or Not Permitted. Nonmetallic
sheathed cable shall not be used for exposed wiring
and shall only be used for concealed wiring in one (1)
and two (2) family dwellings or multi -family dwellings
not exceeding three (3) floors above grade.
(a) Type NM. This type of nonmetallic sheathed cable
may be installed for concealed work in normally dry
locations. It may be installed or fished in air voids
in masonry block or tile walls where such walls are
not exposed or subject to excessive moisture or
dampness. TYPE NM cable shall not be installed where
exposed to corrosive fumes or vapors, nor shall it be
embedded in masonry or concrete, nor covered with
plaster or similar finish.

Types NM and NMC cables shall not be used: (1) in
commercial garages, (2) in theaters and similar
locations, except as provided in Article 518, Places
of Assembly, (3) in motion picture studios, (4) in
storage battery rooms, (5) in hoist -ways, (6) in any
hazardous (classified) locations, or (7) embedded in
poured cement, concrete or aggregate.
SECTION 15.16.270 Certificates of Competency.
Section 15.16.270 of the Anaheim
Municipal Code is hereby amended to read as follows:
A Certificate of Competency issued
under this Chapter shall be valid, unless suspended or
revoked, for the term of the fiscal year of its
issuance, and shall expire on the thirtieth (30th) day
of June following issuance. All license fees shall be

paid in advance of issuance of the certificate. The
annual fee for the certificate shall be established,
from time to time, by resolution of the City Council.
SECTION 15.16.350 Penalty For Violations.
Section 15.16.350 of the Anaheim
Municipal Code is hereby amended to read as follows:
Any person, firm or corporation,
whether as principal, agent, employee or otherwise,
violating any of the provisions of this Chapter shall
be guilty of a misdemeanor, and upon conviction
thereof shall be punishable by a fine of not more than
One Thousand Dollars ($1,000.00), or by imprisonment
for a period not exceeding six (6) months, or by both
such fine and imprisonment. Such person, firm or
corporation shall be deemed guilty of a separate
offense for each and every day during any portion of
which any violation of this Chapter is committed,
continued or permitted by such person, firm or
corporation and shall be punishable as herein provided.
In addition to the penalties
hereinabove provided, any condition caused or
permitted to exist in violation of any of the
provisions of this Chapter shall be deemed a public
nuisance and may be summarily abated as such, and each
day such condition continues shall be regarded as a
new and separate offense. The cost of the
investigation and prosecution of such an abatement
proceeding, including attorneys fees, shall be imposed
upon the person, firm, or corporation violating this
Chapter."
SECTION 3. SAVINGS CLAUSE
Neither the adoption of this ordinance nor the
repeal hereby of any other ordinance of this City shall in
any manner affect the prosecution for violations of
ordinances, which violations were committed prior to the
effective date hereof, nor be construed as a waiver of any
license or penalty or the penal provisions applicable to
any violation thereof. The provisions of this ordinance,
insofar as they are substantially the same as ordinance
provisions previously adopted by the City relating to the
same subject matter, shall be construed as restatements
and continuations, and not as new enactments.
SECTION 4. SEVERABILITY
The City Council of the City of Anaheim hereby
declares that should any section, paragraph, sentence or
word of this ordinance, hereby adopted, be declared for
any reason to be invalid, it is the intent of the Council
that it would have passed all other portions of this
ordinance independent of the elimination herefrom of any
such portion as may be declared invalid.
THE FOREGOING ORDINANCE is approved and adopted
by the City Council of the City of Anaheim this 10th day of May, 1988.
