COMMISSIONERS PRESENT: Chairman Manes, Vice Chairman Brennan and Commissioners Navarro, Levy, Jensen, and
Farrow
COMMISSIONERS ABSENT: Commissioner Anderson
STAFF PRESENT: Sjany Larson -Cash — Community Services Manager, Wendy Solorio, Community Services Supervisor,
Larry Pasco — Parks Manager, Eleanor Granflor — Sr. Secretary
CALL TO ORDER — Chairman Manes called the meeting to order at 5:33 p.m.
PLEDGE OF ALLEGIANCE — Chairman Manes led the Pledge of Allegiance.
INTRODUCTION OF VISITORS AND COMMUNICATION FROM OTHERS
A. Written Communication — None.
B. Unscheduled Oral Communication from the Public — Chad Christensen introduced himself — an Anaheim resident
representing a neighborhood adjacent to Twila Reid Park. Mr. Christensen stated that shutting off the water and
electricity in the picnic areas is helping with the problems of possible overnight stays at the park by homeless, but there is
still a problem of homeless around the park area overnight; Larry Pasco stated electricity is only turned on by permit and
water is also shut off at night. Sjany Larson -Cash stated Park Rangers advise patrons nightly of park curfew at 10:30 p.m.
The City has a contract with a non-profit organization named City Net that meets twice a month regarding homeless
issues and provides outreach services in an effort to assist homeless in getting off the streets. Mr. Christensen then
reported the following complaints: park users are still on the premises after the 10:30 p.m. curfew and play frisbee golf;
vehicles are parked in the parking lot after 10:30 p.m.; and the zipline on the new playground is being used after curfew.
Sjany Larson -Cash advised Mr. Christensen that she would notify the Park Rangers of the reported concerns for
increased patrols and informed him that he can also report any illegal activities occurring at the park after 10:30 p.m. to
the Police Department. Mr. Christensen questioned the status of no smoking in public parks ordinance. Larry Pasco
stated the draft ordinance was approved by the Commission and will go to the City Council as an informational item for
discussion in July. A subsequent decision will be made by the City Council on the potential adoption of a no smoking
ordinance. Mr. Christensen questioned if there is an ordinance regarding no bicycle riding on park property. Larry Pasco
stated bicycles cannot be ridden on park property for safety reasons, but can be walked across the park.
NEW BUSINESS
A. FY 2015-2016 Proposed Budget Summary — Larry Pasco presented the staff report and answered questions regarding
the net draw from the General Fund.
Vice Chairman Brennan stated the proposed budget was very complex and due to the Commission's trust that the
professional staff have characterized and presented, to the best of their abilities, the budget information accurately to the
Commission. Vice Chairman Brennan made a motion to accept the FY2015/2016 Proposed Budget in support of the
Department/City, seconded by Commissioner Levy. Motion passed.
B. New Commission Appointments — Chairman Manes introduced the new Commissioner, Craig Farrow. Commissioner
Farrow shared some of his City experiences with the Commission. Larry Pasco stated a new Vice Chair will be voted on
at the next Commission meeting.
APPROVAL OF THE MINUTES — Chairman Manes presented the April 22, 2015 Minutes to the Commissioners for changes
or corrections. Vice Chairman Brennan made a motion to accept the minutes, seconded by Commissioner Jensen. There
being no further additions or corrections, Chairman Manes accepted the Minutes.

A. Parks Activity Report-March/April — Larry Pasco presented the report and highlighted vandalism at parks, no parking
signs, the removal of shrubs to help with decrease the amount of illegal activities, KaBOOM! at Twila Reid Park, and the
new contractors will begin June 1St.
B. Park Ranger Patrol Statistics Report — April: Sjany Larson -Cash presented the report and highlighted the high number of
patrols completed in April; 3,229 patrols were made, Park Rangers made contact with over 25,000 people, amount of
curfew notifications decreased from last month, and vendor activity has increased.
C. Parks Capital Project Progress Report — Larry Pasco presented the report and provided updates on the following projects:
• Little Peoples Park — Construction contract will be awarded by City Council next week.
• Olive Hills Dog Park — Plans are currently being reviewed and awaiting approval; construction will begin this summer.
• Ponderosa Skate Park — 50% of construction documents are completed; skate park will begin construction this year
and will be complete next spring 2016.
• Sage Park — Playground has been renovated and upgraded; and new restroom building is now open.
D. Senior Citizen Sub -Committee Report — None.
INFORMATIONAL ITEMS — Chairman Manes reported Cinco de Mayo Festival and the Children's Festival were well
attended. Chairman Manes questioned the status of the Sally White drought resistant garden and Larry Pasco stated staff is
looking into possibly moving it to another location and updating the plaque. Chairman Manes reported a run sponsored by
Northgate will be on June 131h; fireworks will be sold at the Honda Center starting on June 291h and can only be used on a
residential driveway on July 41h.
Sjany Larson -Cash added the WAND BBQ was held on May 91h and reported Flag Day will be on June 141h.
