06/30/2015 ANAHEIM CITY COUNCIL SPECIAL MEETING
OF JUNE 30, 2015
The special meeting of June 30, 2015 was called to order by Mayor Pro Tern Kring at 12:04
P.M. in the chambers of Anaheim City Hall, located at 200 S. Anaheim Boulevard.
The meeting notice, agenda and related materials were duly posted on June 24, 2015.
PRESENT: Mayor Pro Tern Kring and Council Members Jordan Brandman, Kris Murray and
James Vanderbilt. Mayor Tom Tait joined the meeting at 12:06 P.M.
STAFF PRESENT: Interim City Manager Paul Emery, City Attorney Michael Houston and City
Clerk Linda Andal.
ADDITIONS/DELETIONS TO CLOSED SESSION: None
PUBLIC COMMENTS ON CLOSED SESSION ITEMS: (The City Clerk announced public
comments could only be heard on the subject matter of the special meeting, closed session
item).
Greg Diamond, speaking to closed session Item No. 1, urged Council to consider a city
manager who was well informed and knowledgeable of the city budget and understood the
impacts of revenue projections on any proposed development for the city. He questioned staff's
recommendations regarding impacts to the community and its residents. He cited examples to
support his recommendation; i.e., the process for sale of fireworks in the city and ARTIC
operational expenses versus revenues.
Cynthia Ward, resident, recommended Council consider a city manager who respected the
office of the Mayor as the elected head of the city and who did not arbitrarily accept staff's
recommendations but evaluated and questioned reports, keeping in mind financial and other
impacts to the citizens of Anaheim. In addition, she wanted the city manager to ensure
information was made available to the public regarding items on the agenda, specifically
requesting that the 1996 agreement concerning Entertainment Tax Reimbursement to Disney
be made available.
Council Member Brandman requested the 1996 agreement be made publicly available and that
citizens had ready and easy access to it. The City Clerk responded it was recently made
available online the day prior and she would ensure it was highlighted for the public and would
provide a copy to Ms. Ward.
Brian Chuchua, resident, recommended Council select a reasonable city administrator willing to
work well with elected officials and to make well-informed decisions based on evaluation of facts
rather than an automatic acceptance of staffs recommendations.
At 12:12 P.M., Mayor Tait recessed the meeting to the Office of the City Manager, 7th floor of
city hall, for consideration of the following closed session item, noting Council would reconvene
the meeting on the 7th floor to record any report from closed session and council
communications.
