RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM
MAKING CERTAIN FINDINGS IN CONNECTION WITH THE CITY'S
SUBMITTAL OF A SUSTAINABLE COMMUNITIES GRANT AND
LOAN PROGRAM APPLICATION TO THE CALIFORNIA POLLUTION
CONTROL FINANCING AUTHORITY FOR FUNDING ASSISTANCE
RELATED TO REMEDIATION AND REDEVELOPMENT OF THE
KWIKSET PROPERTY LOCATED AT 516 EAST SANTA ANA STREET
IN THE CITY OF ANAHEIM, COUNTY OF ORANGE, STATE OF
CALIFORNIA
WHEREAS, the City of Anaheim ("City") is a municipal corporation and charter city of
the State of California, authorized and empowered to conduct the municipal affairs of thc City;
WHEREAS, the City Council of the City of Anaheim ("City Council") is the legislative
and governing body of the City;
WHEREAS, the Anaheim Redevelopment Agency ("Agency"), a public body corporate
and politic, is a community redevelopment agency organized, existing and exercising its powers
pursuant to the California Community Redevelopment Law, Health and Safety Code Section
33000, et seq. (the "CRL");
WHEREAS, the Commercial/Industrial Redevelopment Plan ("Redevelopment Plan")
and the Commercial/Industrial Redevelopment Project Area boundaries were duly established
and adopted in accordance with the CRL;
WHEREAS, the Agency is vested with the power to implement the Redevelopment Plan
in order to carry out its adopted goals and objectives;
WHEREAS, in specific implementation of the Redevelopment Plan, the Agency and the
City are desirous of undertaking redevelopment of a vacant and idle sixteen (16) acres of real
property located at 516 East Santa Ana Street in the City of Anaheim, California (the "Kwikset
Property");
WHEREAS, the Agency has entered into a contract to purchase the Kwikset Property in
an effort to redevelop the vacant industrial property as new residential housing, including market-
rate for-sale, rental, and assisted affordable rental housing;
WHEREAS, the Kwikset Property was formally occupied by the Kwikset Corporation
and used for metal fabrication and related activities associated with manufacturing security
devices such as household locks, deadbolts and keys;

WHEREAS, environmental assessments and reports have determined that soil
contamination of various hazardous materials and substances exists on the Kwikset Property and
that remediation of such contamination is necessary in order to redevelop the property for
residential uses;
WHEREAS, the Community Development Department of the City has submitted an
application to the California Pollution Control Financing Authority for a Sustainable
Communities Grant and Loan Program in order to secure financial assistance in remediating the
environmentally contaminated conditions existing on the Kwikset Property;
WHEREAS, remediation and redevelopment of the Kwikset Property from a vacant and
under-utilized industrial property to new residential housing meets all eligibility requirements of
California Pollution Control Financing Authonty's Sustainable Communities Grant and Loan
Program, in that:
a) the project will remediate soil contaminatmn found on the Kwikset Property
and thereby reduce the pollution hazards and degradation of the environment at the site
and the surrounding neighborhood;
b) the project will assist in the revitalization and economic development of the
surrounding neighborhood;
c) the project promotes infill development by redeveloping the vacant and under
utilized industrial property into new residential housing that will be designed and
developed to promote a mixture of housing opportunities from market-rate tbr-sale and
rental to affordable housing; and
d) the Kwikset Property is part of an overall one hundred twenty (120) acres
"Downtown Industrial Reuse Area" fbr which thc City has initiated a General Plan
Amendment and reuse study to redevelop and revitalize the existing depilated physical
and environmental conditions.
NOW THEREFORE, the City Council of the City of Anaheim does hereby resolve as
follows:
lt. The City Council finds the foregoing Recitals are true and correct and are hereby
made a substantive part of this Resolution.
The City Council certifies that the City meets the criteria fbr the Sustainable
Communities Grant and Loan Program and respectfully requests the Califbmia Pollution Control
Financing Authority accept the application for review and approval.
3. The City Council certifies that the City has the authority to carry out the work
included in the Sustainable Communities Grant and Loan Program conducted by the California
Pollution Control Financing Authority.
