Crescent Avenue, Anaheim, California July 22, 2015 MINUTES COMMISSIONERS PRESENT: Chairman Manes, Vice Chairman Navarro and Commissioners Levy, Jensen, Farrow and Adams COMMISSIONERS ABSENT: Commissioner Anderson STAFF PRESENT: Sjany Larson -Cash — Community Services Manager, Wendy Solorio, Community Services Supervisor, Larry Pasco — Parks Manager, Pamela Galera — Principal Project Planner, Eleanor Granflor — Sr. Secretary CALL TO ORDER — Chairman Manes called the meeting to order at 5:34 p.m. PLEDGE OF ALLEGIANCE — Chairman Manes led the Pledge of Allegiance. INTRODUCTION OF VISITORS AND COMMUNICATION FROM OTHERS — Commissioner Jensen introduced Sr. Citizen Sub -Committee member Frank Taylor. A. Written Communication — None. B. Unscheduled Oral Communication from the Public — None. APPROVAL OF THE MINUTES — Chairman Manes presented the June 24, 2015 Minutes to the Commissioners for changes or corrections. Commissioner Levy made a motion to accept the minutes, seconded by Commissioner Jensen. There being no further additions or corrections, Chairman Manes accepted the Minutes with 3 abstentions. REPORTS A. Parks Activity Report— May/June —Larry Pasco presented the report and highlighted the Miraloma Park splashpad, the field at Glover Stadium, the KaB00M! event held at Twila Reid Park, and the reduction of water consumption in the Parks Division. Chairman Manes requested a status on the frisbee golf at Twila Reid Park. Lary Pasco stated the all of the goals were replaced. B. Park Ranger Patrol Statistics Report — June — Sjany Larson -Cash presented the report and highlighted the number of patrols completed, the increase of 5,000 more park patrons than in May, the increase in curfew activity, the decrease in alcohol activity, and the common illegal vendor activity for summer months. Commissioner Farrow questioned why Park Rangers do not cite patrons for municipal code violations. Sjany Larson - Cash stated the Park Rangers patrol the parks and facilities to communicate the rules to patrons and to provide customer service rather than to issue citations. Park Rangers have direct contact with the Police Department to report any illegal activity and needed enforcement. Commissioner Levy questioned what defines a disturbance. Sjany Larson -Cash stated she will look into it and clarify at the next Commission meeting. C. Parks Capital Project Progress Report — Pamela Galera presented the report and provided updates on the following projects: • Circle Park — project currently out to bid and will begin construction soon. • Coral Tree Park — construction documents will be revised with new code requirements by the consultant. • Downtown Anaheim Community Center Exercise Equipment — bid was awarded at the July 21St City Council meeting. • Manzanita Park — the park and community center will begin construction soon. ITEM NO. 01 Parks and Recreation Commission Minutes July 22, 2015 • Miraloma Park— project is complete. • Olive Hills Doq Park — project is currently out to bid. • Pelanconi Park — project is currently out to bid. • Sage Park — project is complete. • Stoddard Park Restroom — currently under construction. D. Senior Citizen Sub -Committee Report —Commissioner Jensen reported she has received the final report of the request for the left -tum signal light at Center Street which states a left -turn signal light will not be installed. Commissioner Jensen also stated a request was made at the last Commission meeting to have the curb height adjusted in front of the DACC. Wendy Solorio stated the Public Works Department inspected the curb and found the standard height is met. A previous request was received from the Sr. Sub -Committee approximately four years ago to have a cut-out crosswalk installed between the parking structure on Center Street and the DACC. The crosswalk was installed and this has helped patrons walking onto the sidewalk. Wendy Solorio also stated a report for the request to adjust the curb height will be emailed to Commissioner Jensen. INFORMATIONAL ITEMS — Commissioner Farrow requested a splash amenity for dogs. Pamela Galera stated Olive Hills Dog Park will have agility amenities and stated that staff will conduct additional research for future water amenities for dog parks. ADJOURNMENT — Chairman Manes adjourned the meeting at 6:18 p.m.
