A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM URGING THE BOARD OF SUPERVISORS OF
THE COUNTY OF ORANGE TO CLARIFY THEIR POSITION
IN CONNECTION WITH RESOLUTION 76-275 AND RE-
QUESTING RECONSIDERATION OF THE BOARD OF SUPER
VISORS' ORDER TO HOLD IN ABEYANCE THE DESIGN AND
CONSTRUCTION OF SERRANO AVENUE AS A TWO-LANE
COLLECTOR ROAD.
WHEREAS, on March 2, 1976, the Board of Supervisors
of Orange County took an action directing the Environmental
Management Agency to hold in abeyance any further action on
the Serrano Avenue extension project until after completion of
the Northeast Orange County Circulation Study; and
WHEREAS, it is believed by -the City of Anaheim that
this action recommended by the Board of Supervisors takes into
consideration the concerns and follows the recommendations of
those citizens who petitioned the Board to delay further action
at this time on the extension of Serrano Avenue; and
WHEREAS, it appears that the request to the Board of
Supervisors does not call for an elimination of Serrano Avenue
but rather a request to hold in abeyance the construction of
said Avenue as an arterial street; and
WHEREAS, it is believed that it is in the best inter-
ests of the Cities of Anaheim, Orange, Villa Park, the County
of- Orange--and—the -,Orange -Unified School District that Serrano
Avenue be constructed as'a two-lane collector road.
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Anaheim requests the Board of Supervisors of
Orange County to reconsider Resolution 76-275 and order the se-
lection of a specific alignment of Serrano Avenue from Loma
Avenue easterly to approximately 2.6 miles to existing Serrano
Avenue, and proceed with a design of a two-lane collector road
to service not only development in the City of Orange but future
development to the east including the elementary school site of
the Orange Unified School District at Serrano and Nohl Ranch
Road and prepare and submit to the Board of Supervisors a con-
struction schedule for the completion of that limited roadway.
BE IT FURTHER RESOLVED that consideration of the
expansion of that segment of Serrano Avenue as an arterial road-
way be deferred until the completion of the Northeast Orange
County Circulation Study in accordance with the request of the
City Council of Villa Park and the petitions presented to the
Board of Supervisors by citizens of Orange and Villa Park.
