land use entitlements: a reclassification to rezone the property
from the Industrial (I) zone to the General Commercial (C-G) zone; a conditional use permit to permit the construction of a
new service station, convenience market and the sale of beer
and wine for off-premises consumption; a variance to allow
reduced front setbacks and less parking spaces than required by code; and an associated determination of public
convenience or necessity to permit the sale of beer and wine
for off-premises consumption in the convenience market.
Environmental Determination: The Planning Commission
will consider whether to find the project to be Categorically

Request: The following land use entitlements are

story attached single family residential project: reclassify
the subject properties from the T (MHP) (Transition,
Mobile Home Park Overlay) and C-G (General Commercial) Zones to the RM-4 (Multiple Family
Residential) Zone; a conditional use permit to allow an
attached single-family residential development with
modified development standards; a variance to allow a
six-foot height fence within the front yard setback; and a tentative tract map to create a 120-unit residential
subdivision.
Environmental Determination: The Planning Commission
will consider whether a Mitigated Negative Declaration is
the appropriate environmental documentation for this
request under the California Environmental Quality Act.

provided by the property owner regarding the relocation process.

A motion was offered by Commissioner Henninger, seconded by Commissioner
Caldwell, to approve the project per staff’s recommendations in the staff report; and per the modifications made
to the draft resolutions by staff at the public hearing, and adding a condition
of approval requiring the applicant to
submit a traffic signal warrant analysis.

DISCUSSION: Jonathan Borrego indicated that a workshop on staff’s research related to
Parking Standards will be scheduled on the February 8, 2016 Planning
Commission Agenda.

Chairman Lieberman and Commissioner Seymour relayed some inadequacies
with reviewing the Planning Commission packet material via Apple iPads, and asked that staff look into the issues.
Mr. Borrego indicated that staff will table the matter for discussion on the February 8, 2016 Planning Commission Agenda.
