A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM AUTHORIZING THE ANAHEIM DIRECTOR OF
PUBLIC WORKS OR HER DESIGNEE TO SUBMIT A GRANT
APPLICATION ON BEHALF OF THE CITY OF ANAHEIM TO
OCTA FOR MEASURE M2 PROJECT V (COMMUNITY-
BASED TRANSIT/CIRCULATORS PROGRAM) FUNDING
AND IF AWARDED, AUTHORIZING THE ACCEPTANCE OF
SUCH FUNDING ON BEHALF OF THE CITY AND
AMENDING THE BUDGET ACCORDINGLY
WHEREAS, Measure M2 Project V (Community -Based Transit/Circulators) is a
competitive transit program (the "Program") to provide funding for local agencies to develop
community based local transit services that complement regional transit services, and meet needs
in areas not adequately serviced by regional transit; and
WHEREAS, projects must meet specific criteria in order to compete for funding through
this Program; and
WHEREAS, on November 23, 2015 the Orange County Transportation Authority
("OCTA") Board of Directors approved the Measure M2 Project V Community -Based
Transit/Circulators Call for Projects Guidelines which establishes the procedures and criteria for
reviewing proposals; and
WHEREAS, the OCTA Board of Directors directed staff to issue the 2016 Project V
Community -Based Transit/Circulators Call for Projects and return with programming
recommendations (the "Grant"); and
WHEREAS, the City of Anaheim desires to submit an application for the Grant
("Application") for the proposed new Anaheim Regional Transportation Intermodal Center
("ARTIC") to Downtown Center City Anaheim bus circulator route (approximate 4 mile route
with Monday -Friday commuter service and evening service on Fridays and Saturdays using two
buses, with stops along State College Boulevard, Vermont Avenue, Anaheim Boulevard and
Center Street Promenade at Center City Anaheim; and
WHEREAS, the City proposes the Anaheim Transportation Network ("ATN") serve as
the grant sub -recipient and the operator of the service outlined in the Application; and
WHEREAS, the City of Anaheim believes it meets the criteria set forth by OCTA
Measure M2 Project V Community -Based Transit/Circulators Guidelines to receive funding
under this Program; and
WHEREAS, the City of Anaheim has the ability to provide the eleven percent (I I%)
local match requirement as required by the Orange County Project V Community -Based
Transit/Circulators and Program Guidelines; and
WHEREAS, the local match requirement outlined in the Funding Plan in the Application
is anticipated to be funded from the Anaheim Tourism Improvement District ("ATID")
transportation funds and AB2766 funds; and
WHEREAS, the Application includes a seven-year Funding Plan showing that the
Operations and Maintenance costs would be funded from a combination of ATN Metrolink
Reimbursement funds, AB2766 funds, ATID funds and reimbursement from OCTA for up to
90% of the net (excluding the ATN Metrolink Reimbursement funds) Operating and
Maintenance costs; and
WHEREAS, the City is willing and able to conform to each of the terms, conditions and
limitations imposed upon any such Grant awarded to the City; and
WHEREAS, the City of Anaheim has determined that the services described in the
Application fall within California Environmental Quality Act (CEQA) Section 21080(b)(10) of
the California Public Resources Code, as these services involve passenger transportation service
on existing streets, and therefore the services described in the Application are exempt from the
requirement to prepare additional environmental documentation; and
WHEREAS, the City desires to accept any such Grant which may be awarded to the City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim as
follows:
1. That the Anaheim Director of Public Works or her designee is hereby authorized
to submit the Grant Application for and on behalf of the City of Anaheim, a public entity
established under the laws of the State of California, and that the Anaheim Director of
Public Works or her designee is authorized to execute any actions necessary for the
purpose of obtaining the assistance provided by the Orange County Transportation
Authority, including any extensions and amendments thereof.
2. The City Council of the City of Anaheim hereby agrees to, and by this resolution,
does accept any such Grant so awarded to the City of Anaheim without further action of
the City Council being required therefore and further agrees to provide the minimum
eleven percent (11 %) matching funds by the Measure M2 Project V Community -Based
Transit/Circulators Guidelines.
3. The City of Anaheim hereby agrees to comply with each and all of the terms,
conditions and limitations imposed by OCTA upon said Grant, and the Anaheim
Director of Public Works or her designee is hereby authorized and directed to execute
any agreements, assurances, or other documents as may be necessary in connection with
the acceptance of said Grant as may be required by OCTA, if such Grant is awarded to
the City.

4. Contingent upon the award of said Grant, the annual budget of the City of
Anaheim is hereby amended by increasing revenue and expenditures in an amount equal
to the amount of the Grant Funds awarded.
THE FOREGOING RESOLUTION is approved and adopted by the City Council of the
