Crescent Avenue, Anaheim, California September 23, 2015 MINUTES COMMISSIONERS PRESENT: Vice Chairman Navarro and Commissioners Jensen, Farrow and Adams COMMISSIONERS ABSENT: Chairman Manes and Commissioners Anderson and Levy STAFF PRESENT: Sjany Larson -Cash — Community Services Manager, Wendy Solorio, Community Services Supervisor, Larry Pasco — Parks Manager, Pamela Galera — Principal Project Planner, Eleanor Granflor — Sr. Secretary CALL TO ORDER — Vice Chairman Navarro called the meeting to order at 5:31 p.m. PLEDGE OF ALLEGIANCE — Vice Chairman Navarro led the Pledge of Allegiance. INTRODUCTION OF VISITORS AND COMMUNICATION FROM OTHERS A. Written Communication — None. B. Unscheduled Oral Communication from the Public— None. APPROVAL OF THE MINUTES — Vice Chairman Navarro presented the August 26, 2015 Minutes to the Commissioners for changes or corrections. Commissioner Adams made a motion to accept the minutes, seconded by Commissioner Farrow. There being no further additions or corrections, Vice Chairman Navarro accepted the Minutes. REPORTS A. Parks Activity Report — July/August — Larry Pasco presented the report and highlighted the overseeding of grass at Maxwell and Ross parks and the rotation of overseeding at other City parks will occur through next spring, high school football season has started and the turf at Glover Stadium was recently renovated, and the continued water reduction efforts. Vice Chairman Navarro questioned the scheduling of Glover Stadium. Sjany Larson -Cash stated the City has a Joint -Use Agreement with the Anaheim Union High School District. A game schedule is provided to the City and other events are then scheduled at the facility. B. Park Ranger Patrol Statistics Report — August — Sjany Larson -Cash presented the report and highlighted the total of over 79,000 patron contacts, over 26,000 public contacts, and the increase in curfew, alcohol and vendor activity. Commissioner Farrow questioned who keeps track of the repeated offenders of curfew activity. Sjany Larson -Cash stated park rangers only give verbal warnings to patrons before 10:30pm and if patrons choose not to leave, Anaheim Police Department is contacted. Park Rangers do not ask patrons for personal information (name, address, etc.) and do not cite patrons; therefore repeated offenders are not tracked. C. Parks Capital Project Progress Report — Pamela Galera presented the report and provided updates on the following projects: Anaheim Coves Northern Extension — Staff is working with property owners regarding the alignment along the bike path. Community meetings will be scheduled to discuss any questions or concerns regarding the project. Circle Park — Construction will begin soon. Coral Tree Park — Project is under construction and is approximately 50% complete. Downtown Anaheim Community Center — Exercise equipment has been ordered and construction will begin soon. Edison Park — Construction documents are close to completion and will then be submitted to Building to process permits. Little Peoples Park — Project is under construction. ITEM NO. 01 Parks and Recreation Commission Minutes September 23, 2015 Manzanita Park & Community Center — Project is under construction. Demolition of the community center is almost complete. Olive Hills Dog Park — Construction will begin soon. Pelanconi Park — Construction will begin soon. Stoddard Restroom — Restroom is under construction. Vice Chairman Navarro questioned the status of the Anaheim Tennis Center. Larry Pasco stated the design plans need to be updated by the consultant. Funding has been secured to update the plans, but not identified for the construction. Once funding has been identified, the desired plan is to hire one contractor for design and construction of the project. D. Senior Citizen Sub -Committee Report — Commissioner Jensen reported she met with staff and Public Works staff regarding the raised sidewalk issue on Center Street. Commissioner Jensen also reported September was designated as "Senior" month and was recognized by the City Council. Commissioner Jensen provided a list of requested work orders to be completed: a light fixture in the Activity Center is out; there is no hot water in the women's restroom; the water fountain does not have cold water; the carpet and chairs need cleaning; and the men's restroom is not cleaned properly. Also, a request for a snack vending machine to be installed in addition to the water and soda machine. Commissioner Jensen also stated the left turn signal at Anaheim Boulevard and Center Street has been requested again. Wendy Solorio suggested for any work orders to be reported to her directly as they come up so they can be submitted in a timely manner and custodial will be contacted regarding the men's restroom. Wendy advised Commissioner Jensen to contact Traffic for further concerns regarding the left turn signal request. Wendy also stated that the request for a vending machine can be discussed at the Anaheim Senior Citizens Club Board meeting. INFORMATIONAL ITEMS — Sjany Larson -Cash reported on a Resolution that was passed by the City Council on September 15th in support of the Anaheim Union High School District to commit funding to the school district to help support Anaheim schools. Staff made a presentation to council on the current levels of annual financial support given to all school districts in Anaheim. Information presented included support of facilities and Joint -Use, City programs closely associated with city school goals and public safety provided to schools which total $5.7 million. This Resolution was passed indicating that funding provided for Anaheim Union High School District must be tied to Joint -Use Agreements or capital projects. Discussion was held by the Commission regarding this issue. Commissioner Farrow questioned if the parking lot previously owned by Pacific Bell/AT&T is open for the Fab Four event held at Pearson Park Amphitheatre. Sjany Larson -Cash stated the parking lot would be open and available for parking overflow. Larry Pasco informed the Commission that name badges have been provided for Commissioners to wear during City events. ADJOURNMENT — Vice Chairman Navarro adjourned the meeting at 6:13 p.m.
