Crescent Avenue, Anaheim, California December 2, 2015 MINUTES COMMISSIONERS PRESENT: Chairman Manes, Vice Chairman Navarro and Commissioners Anderson, Jensen, Farrow and Adams COMMISSIONERS ABSENT: Commissioner Levy STAFF PRESENT: Sjany Larson -Cash — Community Services Manager, Larry Pasco — Parks Manager, Pamela Galera — Principal Project Planner, Eleanor Granflor — Sr. Secretary CALL TO ORDER — Vice Chairman Navarro called the meeting to order at 5:38 p.m. PLEDGE OF ALLEGIANCE — Vice Chairman Navarro led the Pledge of Allegiance. INTRODUCTION OF VISITORS AND COMMUNICATION FROM OTHERS A. Written Communication — None. B. Unscheduled Oral Communication from the Public— None. APPROVAL OF THE MINUTES — Vice Chairman Navarro presented the September 23, 2015 Minutes to the Commissioners for changes or corrections. Commissioner Adams made a motion to accept the minutes, seconded by Commissioner Jensen. There being no further additions or corrections, Vice Chairman Navarro accepted the Minutes. REPORTS A. Recreation and Human Services Activity Report — August/September — Sjany Larson -Cash presented the report and highlighted the new afterschool program STARS, Fun on Wheels mobile recreation program, Fall Festival and Halloween Parade, Dia De Los Muertos community event, and the Howl -o -Ween event at La Palma Dog Park. Sjany also reported a winter holiday dog party will be held at La Palma Dog Park on December 12th and invited Commissioners to judge the ugly sweater contest. Commissioner Anderson questioned the number of children that participate in the STARS Afterschool Program. Sjany Larson -Cash stated that an average of 2,200 students participate monthly at the eight (8) locations. B. Parks Activity Report — September/October — Larry Pasco presented the report and highlighted the "Labor of Love" event hosted by the Magnolia Baptist Church during Labor Day weekend where 47 green trash barrels were painted with various designs. To help deter unlawful activities and aid in crime reduction, a new gate was installed at the La Entrada entrance to La Palma Little League ballfield at Sage Park. Commissioner Farrow stated he has liquid amber trees in containers available for donation. Larry Pasco offered to have City staff available to inspect the trees to determine if they would be good candidates for transplant into parks. C. Park Ranger Patrol Statistics Report — October — Sjany Larson -Cash presented the report and highlighted the totals of patrols and contacts with patrons made, and the decrease in curfew, alcohol, vendor, and skate boarding activity. D. Parks Capital Prosect Progress Report — Pamela Galera presented the report and provided updates on the following projects: Circle Park — Project is under construction. Coral Tree Park — Project is complete. The park will be maintained by the developer. Downtown Anaheim Community Center — Exercise equipment project is complete. Exercise area was opened on November 19t" Little People's Park — Project is under construction. Parks and Recreation Commission Minutes December 2, 2015 Manzanita Park & Community Center — Project is under construction. The new community center will be managed by the Boys and Girls Club currently operating at the facility on Broadway. Manzanita Skate Park — A community meeting is scheduled for December 141h to discuss the possibility of a new skate park. A grant is available to apply for funding of this project. Olive Hills Park Dog Use Area — Project is under construction. Pelanconi Park — Project is under construction for streambed renovations. Ponderosa New Skate Park — Groundbreaking ceremony will be held on December 811 Stoddard Restroom — Restroom is under construction. Commissioner Adams requested for the Progress Report to include the Contractor and project cost. Pamela Galera stated this information can be added to report. Commissioner Adams questioned prevailing wages for workers. Larry Pasco stated Public Works verifies and maintains this information. Pamela Galera stated she will look into it and confirm if information is available online. E. Senior Citizen Sub -Committee Report — Commissioner Jensen reported the exercise equipment grand opening was well attended, fellow seniors are very happy with the completion of the project, and the sidewalks in front of the community center have been fixed. NEW ROSINESS A. Restroom hours at Twila Reid Park — Larry Pasco reported on the increased number of homeless individuals at parks located in West Anaheim, misuse of the restrooms at Twila Reid Park, and a general increase of criminal activity in the western part of the City. Larry explained that a West Anaheim Task Force has been set up with representatives from several City departments to recommend policies which will help deter criminal activity in the west part of the City. Larry stated that he and Sjany Larson -Cash are members of the Task Force. The Task Force determined that Twila Reid Park and the surrounding neighborhood would be one of the first areas that the group would focus on. The Task Force recommended to periodically close the north restrooms at Twila Reid Park when there is no great need for them to be open, primarily on weekday mornings until the STARS Program begins in the afternoon. The periodic restroom closures will be a pilot project at Twila Reid Park. Commissioner Adams made a motion to support staff in the closure of the restrooms at Twila Reid Park and any other park as deemed necessary by City staff, seconded by Commissioner Anderson. Motion was approved. B. Aloe Greens and Aloe Promenade at A -Town Park Master Plan and Park Naming — this item has been tabled until the January meeting. C. 2016 Meeting Schedule — The 2016 meeting schedule was provided to the Commission. Commissioner Adams made a motion for the monthly meetings to be held on the 4th Wednesday of the months January thru October, and for the November and December meetings to be combined and scheduled for December 7, 2016; Commissioner Farrow seconded the motion and Commissioners concurred. Motion approved. Commissioner Farrow requested the Run, Hide, Fight video be shared at the January meeting. Larry Pasco suggested adding this presentation to the January Agenda. INFORMATIONAL ITEMS — Sjany Larson -Cash reported two (2) tree lighting events are scheduled on December 411 at Twila Reid Park, and the annual Nutcracker Holiday Village and Tree Lighting Ceremony on December 5th in the downtown area on Center Street Promenade. ADJOURNMENT — Chairman Manes adjourned the meeting at 6:33 p.m.
