A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM DESIGNATING LAGUNA STREET/PLACE FROM LA
PALMA AVENUE TO SOUTH END OF CUL-DE-SAC AS "PERMIT
PARKING ONLY" STREET WITHIN PERMIT -ELIGIBLE PARKING
DISTRICT NO. 17 ("ANAHEIM MEMORIAL") AND DETERMINE
THE ACTION IS EXEMPT FROM THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO
REGULATION NO. 15061(13)(3).
WHEREAS, Section 14.32.450 of Chapter 14.32 of Title 14 of the Anaheim Municipal
Code authorizes the City Council to, by resolution, designate any streets, or portions thereof, as
"Permit Parking Only" streets; and
WHEREAS, City Council Policy Number 5.7 (the "Council Policy") sets forth a process
to create a Permit -Eligible Parking District, and, following approval of the District, establishing a
process enabling individual streets within the identified District boundary to request
implementation of permit parking; and
WHEREAS, the City Council has previously established by Resolution No. 2007-184,
Permit -Eligible Parking District No. 41 ("Anpheim Memorial'); and
WHEREAS, the steps recommended in the Council Policy have been duly followed to
designate as "Permit Parking Only" in the area described and depicted in attached Exhibit "A"
which is incorporated herein by this reference; and
WHEREAS, a survey was sent to determine if residents are in favor of designating
Laguna Street/Place as "Permit Parking Only", and a minimum support rate among single family
homes was achieved in favor of establishing the "Permit Parking Only" street in conformance
with the Council Policy; and
WHEREAS, the Police Department has determined that it is feasible to enforce a "Permit
Parking Only" restriction in the area hereinafter described; and
WHEREAS, a shortage of reasonably available and convenient residentially -related
parking spaces exists in the area; and
WHEREAS, no unreasonable displacement of commuter vehicles into surrounding
residential areas will result if this restriction is imposed; and
WHEREAS, representatives of the community have met with the Neighborhood Services
District Team and the Traffic and Transportation Manager, and efforts to identify and implement
solutions to the parking. other than permit parking have been determined to be insufficiently
effective to resolve or significantly improve parking problems, so that no solution other than
permit parking appears to be feasible; and
WHEREAS, due to parking congestion on those streets hereinafter set forth, the City
Council hereby finds and determines that parking on Laguna Street/Place, as described below,
should be limited to persons possessing permits; and
WHEREAS, the establishment of a "Permit Parking Only" area on Laguna Street/Place,
as described below and as hereinafter set forth, is necessary to enhance the public health, safety
and welfare of the residents of the area, the users of the public streets and the public at large; and
WHEREAS, the City Council finds that the approval of the subject Permit -Eligible
Parking District is exempt from the California Environmental quality Act (CEQA) pursuant to
Regulation No. 15061(b)(3), incorporated herein by this reference, which provides that CEQA
applies only to projects which have the potential for causing a significant effect on the
environment.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim,
that parking on the following City street segments, which is hereby designated as Permit Parking
Area No. 17, shall be limited to those persons possessing a properly displayed valid parking
permit:
1) Laguna Street/Place from La Palma Avenue to South End of Cul -De -Sac.
Nothing contained in this resolution shall be construed to authorize parking or stopping
where such parking or stopping is otherwise prohibited or to prohibit parking as it may otherwise
be permitted by the California Vehicle Code or the Anaheim Municipal Code.
THE FOREGOING RESOLUTION is approved and adopted by the City Council of the
City of Anaheim this 2 9th day of April 2016, by the following roll call vote:
