CALL TO ORDER: The Community Services Board meeting was called to order at 5:35 p.m. by Chair
Cudd.
2. PLEDGE OF ALLEGIANCE: Chair Cudd invited Board Member Brio to lead the Board in reciting the
Pledge of Allegiance.
INTRODUCTION OF VISITORS & PUBLIC COMMUNICATION
A. Scheduled Public Communication: None
B. Unscheduled Public Communication: Chair Cudd welcomed guests in attendance for the Mid -Year Funding
Updates.

5. APPROVAL OF THE MINUTES: Board Member Kelso made a motion to approve the March 10, 2016
meeting minutes; Board Member Brio seconded the motion; the motion passed with seven (7) ayes and one (1)
abstention from Board Member Beas.
6. NEW BUSINESS:
A. February — March Activity Report: Wendy Solorio reviewed and highlighted the February - March
Recreation and Human Services Activity Report. She highlighted the Summer Preview Day and shared that
on Saturday, April 16, residents could register for classes from the Community Services Department activity
guide and receive a 10% discount, up to $10 on enrollment; noting that this would take place at the
Downtown Anaheim Community Center, Brookhurst Community Center, and East Anaheim Community
Center from 9:00 a.m. until 1:00 p.m. Wendy also pointed out the Neighborhood Council meetings, and the
Anaheim Community and Information Resource Fair scheduled in April. Board Member Leonard asked
when the district meetings would be offered in the six districts. Wendy stated that at the moment the
Neighborhood Council meetings are scheduled in the four (4) districts, but that we would make a note of the
question and report back to the Board.

7. UNFINISHED BUSINESS:
A. FY 2015/2016 CSB Mid -Year Updates: The Board listened to mid -year updates and asked questions of the
following agencies: Boys and Girls Clubs of Anaheim; Big Brothers Big Sisters of Orange County;
Community SeniorSery and Creative Identity.
B. FY 2015/2016 CSB Liaison Reports: Chair Cudd informed the Board that three (3) Board Members had
the opportunity to visit their assigned non-profit organizations.
Board Member Pina reported on her visit to Acacia Adult Day Services. She shared that they have assisted
35 Anaheim residents and that all potential residents are evaluated by a social worker.
Board Member Pina also reported on her visit to the Anaheim Family YMCA and she shared that the funds
the Anaheim Family YMCA receives will be used for the swim and team sports program.
Board Member Leonard reported on her visit to Community SeniorServ. She provided a handout with
pictures of the on-site prep kitchen to the Board. Board Member Leonard noted that Community
SeniorSery shared that their current challenges include decline of funding, and the need for additional
funding for food supplies.
Board Member Kelso reported on his visit to Lestonnac Free Clinic. He stated that the doctors are mostly
all volunteers and they give as much attention that is needed to each individual.
Board Member Kelso also reported on his visit to Hi Hopes University which he mentioned is now doing
business as (dba) Hope Center for the Arts. Board Member Kelso reported that they have a new facility
located at 121 S. Citron Street in Anaheim. Board Member Kelso indicated that they are currently serving
75 students.
C. FY 2016/2017 CDBG Public Service Funding Process:
a. CDAC Meeting Update - Chair Cudd reported that she and Board Members Murray and Kelso attended
the April 7d' CDAC meeting. Chair Cudd shared that she presented an overview of the Community
Services Board is CDBG funding process. Chair Cudd stated that she was asked why the Board did not
fund the three (3) new agencies requesting funding for FY17/18 and she responded by stating that there
wasn't enough funding to bring on new agencies. Chair Cudd noted that the information she provided
was well received by the CDAC and no changes were made to their funding recommendations.
D. FY 2017/2018 CDBG Public Service Fundina Process:
a. Funding Application Review - Chair Cudd reported that Board Member Barnett emailed Joe Perez with
a recommendation on Section I - K (a) of the FY 17/18 CDBG Funding Application. After lengthy
discussion, Board Members agreed to submit a request to edit Section I - K(a) of the application to
request agencies to answer the question, "what percent of your total revenue budget listed above will be
applied to the program for which you are requesting CDBG funding?" In addition, Board Member Pina
requested to edit the application to have agencies answer whether or not they have endowment funds
that will be used towards the proposed program. Board Members agreed to submit both changes for city
staff to edit and finalize the FY17/18 CDBG Funding Application.
INFORMATIONAL ITEMS:
Board Member Beas distributed a flier for a fundraiser for the Anaheim Police and Cops 4 Kids boxing
program she and her husband will be hosting at their home on Saturday, April 23rd from 5:00 p.m. to 9:00 p.m.
to benefit Jonathan Esquivel who is on track to join the USA Men's Olympic Boxing Team in Rio de Janeiro.

Board Member Kelso reported that he was asked by the City Clerk's Office to serve another term with the
Community Services Board and that he accepted. He also reported that a Neighborhood Event will be hosted
by the Anaheim Police Department on Saturday, April 16, 2016 at 12:00 p.m. to 4:00 p.m. at Edison Park.
Wendy Solorio provided Board Members with a copy of the 2016 Summer Programs and Activities Guide. In
addition, she distributed a flier for the 2nd Annual Anaheim Community Information and Resource Fair
scheduled for Saturday, April 23rd at the Downtown Anaheim Community Center from 11:00 a.m. to 2:00 p.m.
