Public Input: Vice Chair James Dinwiddie explained that members of the public are invited to
address the Anaheim Sister City Commission and will be called upon under Agenda Item
No. VII. Public Comment.
L CALL TO ORDER
The meeting of the Anaheim Sister City Commission (ASCO) was called to order
at 4:07 p.m. by Vice Chair James Dinwiddie on Monday, March 28, 2016 at the
Anaheim City Manager's Office, City Hall, 200 S. Anaheim Blvd., 7th Floor,
Anaheim, California.
IL OATH OF OFFICE
Erin Ryan administered the Oath of Office to the newest member of the Sister
City Commission, Jess A. Carbajal who was appointed by the City Council on
February 9, 2016 with term expiring on June 30, 2016.

III. APPROVAL OF MINUTES
MOTION: Commissioner Lori Dinwiddie offered a Motion, seconded by
Commissioner Ann Gallaugher AND MOTION CARRIED (Vote: 9-0;
Abstained: Anna Piercy and Jess A. Carbajal; Absent: Debbie Julian,
Chris Locke and Jeanne Tran and one vacant seat) that the Anaheim Sister City
Commission does hereby approve the minutes from the ASCC meeting held on
February 22, 2016 as presented.
IV. APPROVAL OF TREASURER'S REPORTS
Vice Chair James Dinwiddie reported there had been no transactions since the last
report and the total balance remained the same at $20,590.74.
MOTION: Commissioner Pepe Avila offered a Motion, seconded by
Commissioner Anna Piercy AND MOTION CARRIED (Vote: 11-0; Absent:
Debbie Julian, Chris Locke and Jeanne Tran and one vacant seat) that the
Anaheim Sister City Commission does hereby approve the Treasurer's Report
dated March 23, 2016 as presented.
V. AD HOC SUBCOMMITTEE REVIEW & REPORTS
a. Cultural/Government Exchange Subcommittee
None.
b. Marketing/Fundraising Subcommittee
None.
c. Economic Development Subcommittee
Erin Ryan reported that the Pudong MOU is tentatively scheduled to go
before the City Council on April 12. Erin further explained the item will be a
resolution to acknowledge Pudong as Anaheim's new sister city, formalizing
the agreement of Memorandum of Understanding with the city of Pudong.
Erin will follow up with a confirmation email to the entire Commission once
the item is finalized and confirmed that it will be on the April 12 agenda.
Also, Pudong has expressed interest to travel to Anaheim to do a ceremony
acknowledging the partnership of a sister city relationship. Staff from
Pudong is going to follow up with dates.

VI. OUTBOUND STUDENT EXCHANGE UPDATE
Vice Chair James Dinwiddie reported he asked the outbound students to turn in
the money for the trip to Japan by March 26 and five out of the six students have
already turned it in. One of the students does not have her passport yet, so Vice
Chair Dinwiddie reminded her that morning that it had to get done.
Vice Chair Dinwiddie stated at the last ASCC meeting, the Commission approved
the purchase of two airline tickets for the chaperones and he would like the
Commission to consider approval to purchase six airline tickets for the outbound
students, in an amount not to exceed $8,000.
MOTION: Commissioner John Nguyen offered a Motion, seconded by
Commissioner Anna Piercy AND MOTION CARRIED (Vote: 11-0; Absent:
Debbie Julian, Chris Locke and Jeanne Tran and one vacant seat) that the
Anaheim Sister City Commission does hereby allocate $8,500.00 to purchase 6
airline tickets for the outbound students and for Vice Chair James Dinwiddie to
determine the best and most affordable way to purchase the tickets.
VII. PUBLIC COMMENT
David Bracey stated the date and location has been confirmed for the Sister Cities
International, California Chapter Conference. It will take place on May 7 at the
Anaheim Convention Center from 9:00 a.m. to 2:00 p.m. in Room 205A. He will
follow up with an email to the Commission and staff.
Erin Ryan received a formal resignation letter from Chris Locke. Chris no longer
works or lives in Anaheim, so Chris does not feel that it's an appropriate fit for
her to serve at this time. This leaves the Commission with two vacant seats. The
City Council will consider filling both vacancies at the April 12 City Council
meeting.
VIII. COMMISSIONER COMMENTS
Commissioner Jackie Filbeck volunteered to take the lead in the collection of gifts
for the welcome gift bags for the inbound students.
MOTION: Commissioner Anna Piercy offered a Motion, seconded by
Commissioner Lori Dinwiddie AND MOTION CARRIED (Vote: 11-0; Absent:
Debbie Julian, Chris Locke and Jeanne Tran and one vacant seat) that the
Anaheim Sister City Commission does hereby appoint Commissioner Jackie
Filbeck to lead the welcome gift bag effort for the 2016 Inbound Student
Exchange Program.

Commissioner Filbeck asked that the Commissioners bring in their gift items at
the next regularly scheduled meeting, on April 25. She is looking for 15 items of
each gift because she likes to include a gift for the teacher and send back any
extras with Mr. Wong for the people who volunteer in Mito. She needs Disney
items, such as Disney pins, City of Anaheim pins, small stuffed animals and totes
and any other items that they deem appropriate.
Vice Chair James Dinwiddie announced Steve White and Jackie Filbeck will be
the chaperones for the 2016 Outbound Student Exchange.
Commissioner Lori Dinwiddie suggested getting the inbound students matching t -
shirts that they could wear on days that they have outings so that they could be
easily identified. Erin Ryan indicated the City printed Andy Anaheim shirts and
will check to see if they have any extras to give to the students.
Commissioner Filbeck asked if there had been any formal applications for
teachers and if there is a timeframe for the submission on those. Vice Chair
Dinwiddie stated they did not put out an application for teachers and will accept a
letter of consideration to teach from Katie Filbeck.
Commissioner Jess Carbajal introduced himself and gave a brief background. He
has been a resident of Anaheim since the early 80's. His wife was born and raised
in Anaheim and attended Anaheim High School. He has worked in both the
public and the private sector and one of the things that he's wanted to do is to give
back to the community. He is currently self-employed and runs his own
consulting business. He has three beautiful daughters, two are in college pursuing
a medical degree and his youngest is at Notre Dame playing softball. He is also
the varsity head coach for women's softball at Canyon High School. He is happy
to have been appointed to this commission and looks forward to being involved.
IX. ADJOURNMENT
There being no further business, the meeting was adjourned at 4:40 p.m. to
Monday, April 25, 2016 at 4:00 p.m. at the Anaheim City Hall, 5th Floor, Code
Enforcement Large Conference Room.
