A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ANAHEIM ADOPTING THE NEGATIVE
DECLARATION FOR THE LA PALMA COMPLEX
RESERVOIR REHABILITATION AND PUMP STATION
REPLACEMENT PROJECT AND DETERMINING ITS
ADEQUACY TO SERVE AS THE REQUIRED
ENVIRONMENTAL DOCUMENTATION PURSUANT
TO THE CALIFORNIA ENVIRONMENTAL QUALITY
ACT (CEQA).
WHEREAS, the City of Anaheim ("Anaheim") proposes to implement the La Palma
Complex Reservoir Rehabilitation and Pump Station Replacement Project at 1016 N. West Street (the
"Project"); and
WHEREAS, the Project consists of the following: rehabilitation of an existing 4.0 MG
water storage reservoir, replacement of the existing booster pump station and its five pumps with a new
pump station with four pumps, installation of a surge tank and piping, demolition of the existing 3.0 MG
water reservoir, abandonment of the inactive water production well, installation of an emergency
generator, installation of 6 -foot high fencing along the front setback of the site along West Street, and
removal of approximately 10 shrubs/trees; and
WHEREAS, Anaheim is the lead agency for the preparation and consideration of
environmental documents for the Project, as defined in the California Environmental Quality Act
("CEQA") and the State CEQA Guidelines; and
WHEREAS, a draft Initial Study/Negative Declaration was prepared by Anaheim and
circulated for a 30 -day public/responsible agency review commencing on April 1, 2016, in compliance
with the requirements of CEQA; a complete copy of the draft Initial Study/Negative Declaration document
is on file and can be viewed in the Anaheim Public Utilities Department, Environmental Services Division;
and
WHEREAS, the Anaheim City Council has reviewed and considered the Initial
Study/Negative Declaration, the comments received to date, and the responses prepared by staff, and it
intends to take actions on the Project in compliance with CEQA and the State CEQA Guidelines..

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim as
1. The foregoing recitals are true and correct.
2. The Anaheim City Council has read and considered the Negative Declaration and finds
on the basis of the whole record before it that there is no substantial evidence the proposed Project will
have a significant effect on the environment.
3. That the Negative Declaration reflects the Anaheim City Council's independent
judgment and analysis.
4. That the Negative Declaration was prepared and considered in accordance with the
requirements of CEQA.
5. The Anaheim City Council finds that the Negative Declaration is adequate to serve as the
required CEQA environmental documentation for the Project and adopts the Negative Declaration for the
Project.
6. The Anaheim Public Utilities Department, Public Utilities Records Division is the
custodian of the records of the proceedings on which this decision is based. The records are located at 201
S. Anaheim Blvd., Suite 1101, Anaheim, CA 92805.
6. The Anaheim City Council directs staff to file a Notice of Determination with the County
of Orange within five working days of the adoption of this Resolution.
