COMMISSIONERS PRESENT: Vice Chairman Navarro and Commissioners Anderson, Levy, Jensen, and Adams
COMMISSIONERS ABSENT: Chairman Manes and Commissioner Farrow
STAFF PRESENT: Sjany Larson -Cash — Community Services Manager, Wendy Solorio, Community Services Supervisor,
Larry Pasco — Deputy Community Services Director, Eleanor Granflor — Sr. Secretary
CALL TO ORDER — Vice Chairman Navarro called the meeting to order at 5:31 p.m.
PLEDGE OF ALLEGIANCE — Vice Chairman Navarro led the Pledge of Allegiance.
INTRODUCTION OF VISITORS AND COMMUNICATION FROM OTHERS
A. Written Communication — None.
B. Unscheduled Oral Communication from the Public— None.
APPROVAL OF THE MINUTES —Vice Chairman Navarro presented the February 24, 2016 Minutes to the Commissioners for
changes or corrections. Commissioner Adams made a motion to accept the minutes, seconded by Commissioner Levy.
There being no further additions or corrections, Vice Chairman Navarro accepted the Minutes.
REPORTS
A. Parks Activity Report — January/February — Larry Pasco presented the report and highlighted the new playground
equipment at Juarez Park; new rubberized play surface at Boysen Park; renovated baseball fields at Boysen Park, Dee
Fee Field and Glover Stadium, and Brookhurst Park; and Sage Park's turf renovation.
Commission Levy questioned the status on water reduction in parks. Larry Pasco stated the Parks Division is still in
water conservation mode and the public is asked to continue restricted watering practices. The Parks Division exceeded
the savings of 20% last year and only need to cut 13% this year to meet the water reduction mandate.
Recreation and Human Services Activity Report — February/March — Sjany Larson -Cash presented the report and
highlighted the aquatics summer programs at Pearson Park (Anaheim Family YMCA) and Canyon High School (Anaheim
Aquatic Association); Summer Preview day held on April 161h for early registration of summer programs; Project S.A.Y.
Program reorganization with the hiring of three new Outreach Specialists; annual Cinco de Mayo Fiesta that will be held
April 281h through May 15'; Western Barbecue at Twila Reid Park hosted by WAND on May 141h; and the Children's Art
Festival will be held on May 21 sl at Pearson Park.
C. Park Ranger Patrol Statistics Report — March — Sjany Larson -Cash presented the report and highlighted the number of
patrols completed, increase by approximately 20,000 patrons at the parks, the increase of approximately 5,000 direct
public contacts made, and the decrease in curfew and alcohol contacts made. The Park Rangers assisted with the
Volunteer Recognition Luncheon held on March 161h and also attended a Fire Watch Training put on by the Fire
Department to assist with Fire Watch patrols that will occur in the summer months at Oak Canyon Nature Center,
Pelanconi Park and Deer Canyon Park.
Vice Chairman Navarro questioned what is considered a disturbance. Sjany Larson -Cash stated a disturbance can be an
incident that occurred (i.e. physical fight or an argument between people) or amplified sound (i.e. where a party is playing
music too loud). Vice Chairman Navarro questioned what the rule is for amplified sound. Sjany Larson -Cash stated
amplified sound is mainly allowed at La Palma Park, with exceptions of events held at Pearson Park Amphitheatre where
decibel readings are made by staff. Park Rangers ensure noise level is kept to a minimum between various parties held
at a location.

D. Parks Capital Project Progress Report — Pamela Galera and Larry Pasco presented the report and provided updates on
the following projects:
• Anaheim Coves Northern Extension — staff has met with residents regarding the concerns of the project; the trail will
be slightly reconfigured to give more room for more landscaping between the homes and the trail
• Anaheim Tennis Center — an overview of the project was presented — staff was advised back in 2007 to build the best
tennis center in the region versus staff is now currently being advised to not use all Platinum Triangle funding solely
for this project; project has been scaled back from the original design prepared in 2007.
• Circle Park — park dedication was held on April 23rd
• Edison Park — bid opening was held last week and the lowest bidder is The Stone Collector for $455,000.
• Lincoln Park — new play area will be installed with the help of KaBOOM! on May 71h
• Little Peoples Park — park dedication is scheduled for July 91h
• Manzanita Park & Community Center — project is almost complete; Boys & Girls Club will move into the facility when
construction activities are complete and will open this summer.
• Olive Hills Dog Park — construction is proceeding; park dedication is scheduled for August 61h
• Ponderosa Skate Park — construction is proceeding; park dedication will be scheduled this summer.
• Ponderosa Park and Family Resource Center — groundbreaking ceremony will be held same day as skate park
dedication; bid opening will take place on May 51h
• Schweitzer and Palm Lane Skate Parks — received a donation from Disney to install a small skate park at each
location; community meetings are scheduled at each park.
Commissioner Levy questioned if the funding from Disney is solicited. Larry Pasco stated funding is not solicited;
however, Disney has chosen to make a donation to benefit parks in the west and central areas of the City that need
improvement. Pamela Galera stated that Disney has also partnered with KaBOOM! to complete all seven playground
replacement projects.
E. Senior Citizen Sub -Committee Report — Commissioner Jensen reported following regarding the Downtown Anaheim
Community Center:
• the light repair has not yet been completed
• the water in the women's restroom in running cold again and the drinking fountain is running warm water again
• there is not enough handicap parking spaces in the parking lot
Wendy Solorio reported she will follow up with Facility Maintenance regarding the light repair and to check the water
situation that was previously fixed. Wendy stated handicap spaces are all ADA compliant and there is an ample amount
of handicap spaces in the parking lot for the total number of spaces currently in the lot. Wendy also stated there are
additional handicap spaces in the adjacent parking structure. Larry Pasco also clarified that Facility Maintenance staff is
part of a different department within the City and that Community Services staff has to work with them to schedule
completion of projects.
NEW RUSINFSS
A. Recreation and Human Services Fees for FY2016/2017 — Sjany Larson -Cash presented the staff report. This year, the
City hired a consultant to study all fees of all departments and will provide a recommendation to City Council for changes.
Sjany Larson -Cash stated due to the study, only one new fee is recommended for the new Teen Survival Camp
commencing on July 15'. Commissioner Anderson made a motion to approve the FY2016/2017 Recreation and Human
Services Fees as presented. Seconded by Commissioner Adams. Motion passed.
INFORMATIONAL ITEMS — Commissioner Anderson reported the City Council announced there is a need for storage to store
the Halloween parade floats this year. Sjany Larson -Cash reported from the recent council meeting that a short-term
resolution has been discussed for storage until November 2016. Larry Pasco stated there is a possible location for the floats
and will look into this.
Larry Pasco reminded the Commission that FY2016/2017 Proposed Budget Summary will be presented at the May
Commission meeting.
