Crescent Avenue, Anaheim, California May 25, 2016 MINUTES COMMISSIONERS PRESENT: Vice Chairman Navarro and Commissioners Anderson, Jensen, Farrow and Adams COMMISSIONERS ABSENT: Chairman Manes and Commissioner Levy STAFF PRESENT: Sjany Larson -Cash — Community Services Manager, Wendy Solorio, Community Services Supervisor, Larry Pasco — Deputy Community Services Director, Eleanor Granflor — Sr. Secretary CALL TO ORDER — Vice Chairman Navarro called the meeting to order at 5:32 p.m. PLEDGE OF ALLEGIANCE — Vice Chairman Navarro led the Pledge of Allegiance. INTRODUCTION OF VISITORS AND COMMUNICATION FROM OTHERS A. Written Communication — None. B. Unscheduled Oral Communication from the Public— None. APPROVAL OF THE MINUTES —Vice Chairman Navarro presented the April 27, 2016 Minutes to the Commissioners for changes or corrections. Commissioner Adams made a motion to accept the minutes, seconded by Commissioner Anderson. There being no further additions or corrections, Vice Chairman Navarro accepted the Minutes. REPORTS A. Parks Activity Report — March/April — Larry Pasco presented the report and highlighted the tree event held at Boysen Park and the donation of 60 trees from Disneyland Resort, the turf aerification at La Palma Dog Park, the unveiling of the K-9 dog monument at La Palma Dog Park, the dedication of Circle Park, and the 50,OOO1h tree planted by the TreePower Program. Commissioner Farrow stated he still has liquid amber trees that he would like to donate to the TreePower Program. Larry Pasco requested for Commissioner Farrow to arrange a meeting for staff to look at the trees. Vice Chairman Navarro questioned how the Corral Country Music 5K was advertised. Sjany Larson -Cash stated this event was hosted by a private organization that rented park space for the event. B. Park Ranger Patrol Statistics Report — April — Sjany Larson -Cash presented the report and highlighted the number of patrols completed, number of patrons at our parks, and the number of direct public contacts made in the month of April. There was a decrease in curfew and alcohol violations. Sjany Larson -Cash reported that there is a decrease in contacts made due to a reduction in staff at the end of the fiscal year. Park Rangers have also become invaluable to various special events which include the Cinco de Mayo Festival, the Wand BBQ, and the Children's Art Festival. C. Parks Capital Project Progress Report — Larry Pasco presented the report and provided updates on the following projects: • Edison Park — bid was approved on May 171h and project construction will begin within the next 30 days. • Lincoln Park — playground was installed at the KaBOOM! event on May 71h • Little Peoples Park — park dedication will be on July 91h • Olive Hills Dog Use Area — park dedication will be on August 61h; drought tolerant material will be planted and most of the area will be made up of decomposed granite along with artificial turf. • Ponderosa Skate Park — park dedication will be scheduled this summer. • Ponderosa Park and Family Resource Center — groundbreaking will be scheduled the same day as the skate park dedication; bid award will go to City Council for approval on June 141h • Schweitzer and Palm Lane Skate Parks — Disney has donated funding to help build skate areas at both parks. Parks and Recreation Commission Minutes May 25, 2016 Commissioner Jensen shared an article from the OC Register about the funding donated by Disney to the City to improve parks. Commissioner Farrow questioned how locations are chosen for skate areas that are built and are planned to be built. Larry Pasco stated the areas are chosen based on requests made by the community. D. Senior Citizen Sub -Committee Report — Commissioner Jensen reported the following: • The water temperature has been fixed in the restroom and drinking fountains. • The lights have yet to be fixed. Wendy Solorio stated that staff has made Facility Maintenance aware of the problem and it is scheduled for repair however it is a lower priority since it is not a safety issue. The sidewalk heights are currently being re -adjusted. The request for more handicap spaces is still open, but the club understands that more spaces cannot be accommodated at this time. NEW BUSINESS A. FY 2016/2017 Proposed Budget Summary — Larry Pasco presented the FY 2016/2017 Proposed Budget Summary. Commissioner Adams commended staff for a savings in the budget. Larry Pasco clarified that savings in the budget is mostly the result of capital projects funding and can vary each year. Commissioner Anderson questioned what the intergovernmental expenses and intragovernmental service charges are. Sjany Larson -Cash explained intergovernmental and intragovernmental are based on charges within a department or from another department. Commissioner Adams stated the proposed budget is very complex and the Commission places a high level of trust in the professional staff presenting the budget information, to the best of their abilities and accurately to the Commission. Commissioner Adams made a motion to accept the FY2016/2017 Proposed Budget in support of the Department/City, seconded by Commissioner Anderson. Motion passed. INFORMATIONAL ITEMS — Vice Chairman Navarro participated in the Semper Fi 5/10K that was held at Riverdale Park and reported there were Anaheim community sponsors at the event. ADJOURNMENT — Vice Chairman Navarro adjourned the meeting at 6:42 p.m.
