A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM SUPPORTING THE 2016 ORANGE UNIFIED
SCHOOL DISTRICT BOND MEASURE KNOWN AS THE
"DISTRICT CLASSROOM & FACILITY SAFETY,
MODERNIZATION AND RENOVATION MEASURE," TO
MODERNIZE AND IMPROVE SCHOOL FACILITIES
SERVING STUDENTS IN THE DISTRICT, INCLUDING
ANAHEIM RESIDENTS.
WHEREAS, the Orange Unified School District (District), founded in 1953 and
encompassing 108 square miles, educates approximately 30,000 students in the Cities of Orange,
Villa Park, Anaheim, Garden Grove, Santa Ana and county areas; and
WHEREAS, the Orange Unified School District faces the challenges of aging,
deteriorating school facilities which negatively impact the quality of local education, property
values, and quality of life; and
WHEREAS, the District's Board of Trustees unanimously approved at the July
21, 2016 Board of Education meeting to place a "District Classroom & Facility Safety,
Modernization and Renovation Measure" on the November ballot; and
WHEREAS, if approved by at least fifty-five percent of voters within District
boundaries, the ballot measure would allow the District to issue up to $288,000,000 in bonds to
finance school safety and modernization projects; and
WHEREAS, proceeds from the sale of bonds authorized by voters would be spent
equally among the District's four high schools: Canyon, El Modena, Orange, and Villa Park; and
WHEREAS, approval of this measure will make the District eligible for
approximately $60 million in state matching funds that would otherwise go to other eligible
school districts; and
WHEREAS, the District has never used a general obligation bond for facility
upgrades in its more than 60 -year history and is the only remaining Orange County unified
school district not currently utilizing a bond for modernizing and updating classrooms; and
WHEREAS, the District Classroom & Facility Safety, Modernization and
Renovation Measure will help ensure the structural integrity and modernization of the District's
high school facilities, which today are among the worst when compared to other districts
countywide; and
WHEREAS, the District included important taxpayer accountability and oversight
criteria, which is essential to the successful implementation of the District Classroom & Facility
Safety, Modernization and Renovation Measure; and
WHEREAS, the taxpayer accountability criteria include an annual outside
audit of bond proceeds and expenditures, and the appointment of a citizens' oversight committee
to verify that bond funds are spent as approved by voters and that no member of the committee
may be an employee of, or do business with, the District; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Anaheim as follows:
1. The Anaheim City Council supports the effort by the Orange Unified School District
Board of Trustees and administration to utilize an Orange Unified School District
Facilities Bond, known as the District Classroom & Facility Safety, Modernization and
Renovation Measure, to modernize and improve school facilities serving students in the
District.
2. The Anaheim City Council supports the Orange Unified School District, in pursuing
bond financing, for incorporating taxpayer protections in its measure, including an annual
outside audit and the establishment of a citizens' oversight committee, and encourages
the District to consider appointing an Anaheim resident to said committee.
3. No public funds shall be used by the City to campaign for the approval of the District
Classroom & Facility Safety, Modernization and Renovation Measure.
THE FOREGOING RESOLUTION is approved and adopted by the City Council
of the City of Anaheim this 9th day of August 2016, by the following roll call vote:
