A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM EXPANDING PERMIT PARKING DISTRICT NO.
8 AND DESIGNATING CERRITOS AVENUE FROM
1685/1680 W. CERRITOS AVENUE TO BAYLESS STREET,
WEST SIDE OF BAYLESS STREET FROM CRIS AVENUE
TO AUDRE DRIVE, HARLE PLACE FROM BAYLESS
STREET TO THE END OF THE CUL-DE-SAC, AND PACIFIC
COURT FROM BAYLESS STREET TO THE END OF THE
CUL-DE-SAC "PERMIT PARKING ONLY" STREET WITHIN
PERMIT PARKING DISTRICT NO.8 AND DETERMINE THE
ACTION IS EXEMPT FROM THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO
REGULATION NO. 15061(B)(3).
WHEREAS, Section 14.32.450 of Chapter 14.32 of Title 14 of the Anaheim
Municipal Code authorizes the City Council to, by resolution, designate any streets, or
portions thereof, as "Permit Parking Only" streets; and
WHEREAS, on August 7, 2007 the City Council approved a Council Policy
relating to Permit Parking recommending that neighborhood residents work with
Neighborhood Services District Teams in identifying solutions and that Permit parking be
considered a solution of last resort to be considered only after other options have been
evaluated and determined to be infeasible (the "Council Policy"); and
WHEREAS, on December 15, 2015, the City Council approved an Ordinance
to amend Municipal Code Section 14.32.450 to streamline the process and allow a single
neighborhood survey to implement Permit Parking District and Permit Parking; and
WHEREAS, the Council Policy sets forth a process to create a Permit Parking
District, and, following approval of the District, establishing a process enabling individual
streets within the identified District boundary to request implementation of permit parking;
and
WHEREAS, the City Council previously adopted Resolution 98R-217,
restricting parking on certain city streets to permit parking only, thereby creating Permit
Parking District No. 8 ("District No. 8"), consisting of the Cerritos Avenue from Bayless
Street to Ninth Street; and
WHEREAS, it is recommended that District No. 8 now be expanded to
include the following additional city streets, as depicted in attached Exhibit "A": Cerritos
Avenue from 1685/1680 W. Cerritos Avenue to Bayless Street, west side of Bayless Street
from Cris Avenue to Audre Drive, east side of Bayless Street from Cerritos Avenue to Audre
Drive, Harle Place from Bayless Street to the end of the cul-de-sac, and Pacific Court from
Bayless Street to the end of the cul-de-sac; and
WHEREAS, the steps recommended in the Council Policy have been duly
followed to expand the Permit Parking District No. 8 and designate Cerritos Avenue from
1685/1680 W. Cerritos Avenue to Bayless Street, west side of Bayless Street from Cris
Avenue to Audre Drive, east side of Bayless Street from Cerritos Avenue to Audre Drive,
Harle Place from Bayless Street to the end of the cul-de-sac, and Pacific Court from Bayless
Street to the end of the cul-de-sac as "Permit Parking Only" in the areas described and
depicted in attached Exhibit "A"; and
WHEREAS, representatives of the community have met with the
Neighborhood Services District Team and the Public Works Department, and efforts to
identify and implement solutions to the parking other than permit parking have been
determined to be insufficiently effective to resolve or significantly improve parking
problems, so that no solution other than permit parking appears to be feasible; and
WHEREAS, the Police Department has performed field evaluation and
determined that the criteria for proceeding with consideration of a district exist; and
WHEREAS, a survey was sent to determine if residents are in favor of being
included in the existing Permit Parking District No. 8, and the minimum support rate among
single family homes was achieved in favor of expanding the District in conformance with the
Council Policy; and
WHEREAS, the City Council finds that the approval of the expansion of the
subject Permit Parking District No.8 is exempt from the California Environmental quality
Act (CEQA) pursuant to Regulation No. 15061(b)(3), incorporated herein by this reference,
which provides that CEQA applies only to projects which have the potential for causing a
significant effect on the environment; and
WHEREAS, due to parking congestion on those streets hereinafter set forth,
the City Council hereby finds and determines that parking on Cerritos Avenue from
1685/1680 W. Cerritos Avenue to Bayless Street, west side of Bayless Street from Cris
Avenue to Audre Drive, east side of Bayless Street from Cerritos Avenue to Audre Drive,
Harle Place from Bayless Street to the end of the cul-de-sac, and Pacific Court from Bayless
Street to the end of the cul-de-sac, as described below, should be limited to persons
possessing permits; and
WHEREAS, the establishment of a "Permit Parking Only" area on Cerritos
Avenue from 1685/1680 W. Cerritos Avenue to Bayless Street, west side of Bayless Street
from Cris Avenue to Audre Drive, east side of Bayless Street from Cerritos Avenue to Audre

Drive, Harle Place from Bayless Street to the end of the cul-de-sac, and Pacific Court from
Bayless Street to the end of the cul-de-sac, as described below and as hereinafter set forth, is
necessary to enhance the public health, safety and welfare of the residents of the area, the
users of the public streets and the public at large.
WHEREAS, City Council wishes to expand Permit Parking District No. 8.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Anaheim, that Permit Parking District No. 8 be, and the same is hereby, expanded to include
those additional streets identified in accordance with attached Exhibit "A."
BE IT FURTHER RESOLVED by the City Council of the City of Anaheim
that parking on the following City street segments, which are hereby designated as Permit
Parking Area No. 8, shall be limited to those persons possessing a properly displayed valid
parking permit:
1) Cerritos Avenue from 1685/1680 W. Cerritos Avenue to Bayless Street,
2) West side of Bayless Street from Cris Avenue to Audre Drive,
3) East side of Bayless Street from Cerritos Avenue to Audre Drive,
4) Harle Place from Bayless Street to the end of the cul-de-sac, and
5) Pacific Court from Bayless Street to the end of the cul-de-sac.
Nothing contained in this resolution shall be construed to authorize parking or
stopping where such parking or stopping is otherwise prohibited or to prohibit parking as it
may otherwise be permitted by the California Vehicle Code or the Anaheim Municipal Code.
