Public Input: Chair Debbie Julian explained that members of the public are invited to address
the Anaheim Sister City Commission and will be called upon under Agenda Item No. VII. Public
Comment.
L CALL TO ORDER
The meeting of the Anaheim Sister City Commission (ASCO) was called to order
at 4:10 p.m. by Chair Debbie Julian on Monday, June 27, 2016 at the Anaheim
City Manager's Office, City Hall, 200 S. Anaheim Blvd., 7th Floor, Anaheim,
California.
IL APPROVAL OF MINUTES
MOTION: Commissioner James Dinwiddie offered a Motion, seconded by
Commissioner John Nguyen AND MOTION CARRIED (Vote: 10-0; Absent:
Pepe Avila, Jackie Filbeck, Mark Lopez, Brian O'Neal and Jeanne Tran) that the
Anaheim Sister City Commission does hereby approve the minutes from the
ASCC meeting held on May 23, 2016 as presented.

III. APPROVAL OF TREASURER'S REPORTS
Chair Debbie Julian reported there had been no activity in the Sister City account
since the last month and the account has a remaining balance of $15,121.46.
Commissioner Jim Dinwiddie noted that the one thousand dollar deposit that is
pending was dealt with the week before. Commissioner Tran was able to obtain a
cashier's check with the student's cash deposit and it will be deposited shortly.
MOTION: Commissioner James Dinwiddie offered a Motion, seconded by
Commissioner Ann Gallaugher AND MOTION CARRIED (Vote: 11-0; Absent:
Pepe Avila, Jackie Filbeck, Brian O'Neal and Jeanne Tran) that the Anaheim
Sister City Commission does hereby approve the Treasurer's Report dated
June 23, 2016 as presented.
IV. AD HOC SUBCOMMITTEE REVIEW & REPORTS
a. Cultural/Government Exchange Subcommittee
None.
b. Marketing/Fundraising Subcommittee

V. OUTBOUND/INBOUND STUDENT EXCHANGE UPDATES
Commissioner James Dinwiddie reported the outbound students left on Friday,
June 24 and they arrived safely at Mito, Japan. Commissioner Jeanne Tran
created a Facebook group called 2016 Mito Exchange where she will be posting
pictures and updates about the trip. The Outbound students were presented at the
City Council meeting on June 21.
Commissioner Dinwiddie further reported that everything is going well in
planning for the Inbound Student Exchange. The students will arrive on July 22.
He received information that day from Katie Filbeck, the teacher that helps with
the inbound students on scheduling and it is all coming together. The application
to host students is on the web, but the link is not working. Greg Garcia is going to
ask staff to follow up on that.

Chair Julian indicated the tentative schedule includes the following:
7/22 — Inbound students arrive
7/23 — Family time with their host family and a welcome to Anaheim get together
7/24 — Family time with their host family
7/25 — Fire Station Tour, Mayor City Council and In -N -Out Burger
7/26 - Disneyland
7/27 — Class Time, Touring Center Street/Packing House and Beach Party
7/28 — Class Time/Orange County Fair if transportation is available
7/29 — Class Time
7/30 — Sayonara Brunch
7/31 — Circus and family time with their host family
8/1 — Students return to Mito
The schedule should get finalized within the next week and then it will be emailed
to the Commission.
Chair Julian shared she received an email from Commissioner Jeanne Tran that
morning indicating things were great in Mito. So far, they visited a private
secondary school and it was very interesting. The students participated in
Japanese, English and Math classes, played PE and cleaned the school.
With respect to the Outbound Mito Exchange, Mito will make an effort to send
the money for the Inbound Student Exchange earlier this year. Mr. Wang also
asked if it was okay if the students gave $100 instead of $120.
Commissioner Dinwiddie indicated the money Mito students contribute gets
deposited to ACF and it's used to cover the cost of the students' visit.
Discussion took place regarding the request to lower the students' contribution
and if it will make a big difference. It was noted that Mito has been reducing their
monetary contribution in the last few years. The Commission agreed it would not
be a big impact if each Mito student reduced their contribution by $20 and that the
Commission will need to fundraise to keep up with the costs.
VI. VOTE TO RESCHEDULE JULY COMMISSION MEETING
MOTION: Commissioner James Dinwiddie offered a Motion, seconded by
Commissioner Anna Piercy AND MOTION CARRIED (Vote: 11-0; Absent:
Pepe Avila, Jackie Filbeck, Brian O'Neal and Jeanne Tran) that the Anaheim
Sister City Commission does hereby reschedule the July ASCC meeting from
July 25 to July 18, 2016.

VII. PUBLIC COMMENT
None.
VIII. COMMISSIONER COMMENTS
Chair Julian has been notified that there will be 40 people in the Mito delegation
visiting Anaheim in October. Mito is very excited about this year being the 40th
anniversary of their sister city relationship with Anaheim and want to celebrate it
in a memorable way. The Mayor and several Council members from Mito will be
part of the delegation.
Commissioner Anna Piercy added if the delegation is interested in touring an
Anaheim school during their stay, she'd be happy to set up a visit at Loara High
School that has a Japanese Class or at Oxford.
In the spirit of celebrating 40 years of sister city relationship with Mito,
Greg Garcia suggested that the Commission start thinking about some type of
symbolic gift or gesture that they can do to celebrate it, maybe utilizing some
schools to do something whether making a thousand cranes or something nice that
they can present when the delegation comes. Other suggestions came up such as
a tree planting ceremony or naming a street after Mito. Greg will research the
possibility of renaming Philadelphia Street or 42nd Street to Mito Street.
Commissioner Mark Lopez suggested the possibility of adding a directional/way
finding sign that says Mito is so many miles away with an arrow as a way to
celebrate the relationship.
An item will be added to the July agenda to further discuss or get updates on ideas
to commemorate the relationship.
It was also noted that the engraving on the Mito plaques located on Center Street
Promenade had faded and should be restored.
Chair Debbie Julian officially thanked and recognized Commissioners
John Nguyen, James Dinwiddie and Anne Gallaugher for all of their years of
service and contributions to Sister City Commission and invited them to come
back and serve on an ad hoc subcommittee.

IX. ADJOURNMENT
There being no further business, the meeting was adjourned at 5:00 p.m. to
Monday, July 18, 2016 at 4:00 p.m. at the Anaheim City Hall, 7th Floor, City
Manager's Office Large Conference Room.
