Public Input: Acting Chair Brian O'Neal explained that members of the public are invited to
address the Anaheim Sister City Commission and will be called upon under Agenda Item
No. VIII. Public Comment.
L CALL TO ORDER
The meeting of the Anaheim Sister City Commission (ASCO) was called to order
at 4:10 p.m. by Acting Chair Brian O'Neal on Monday, July 18, 2016 at the
Anaheim City Manager's Office, City Hall, 200 S. Anaheim Blvd., 7th Floor,
Anaheim, California.
IL APPROVAL OF MINUTES
The consideration to approve the June 27, 2016 Sister City Commission minutes
was continued to the August 22, 2016 meeting because there were not enough
commissioners present at the meeting that were in attendance at the June 27
meeting to represent a quorum.

III. APPROVAL OF TREASURER'S REPORTS
Acting Chair Brian O'Neal noted that the Treasurer's Report dated July 15, 2016
shows the balance of the Sister City account at $15,947.49.
Erin Ryan reported that as of the prior week, the Anaheim Community
Foundation had not yet received the Mito fund contribution for the Inbound
Student Exchange. Erin indicated she would be following up that week.
MOTION: Commissioner Jackie Filbeck offered a Motion, seconded by
Commissioner Anna Piercy AND MOTION CARRIED (Vote: 7-0; Absent:
Anthony Al -Jamie, Taline Cole, Debbie Julian, Mark Lopez and Jeanne Tran and
3 vacant seats) that the Anaheim Sister City Commission does hereby approve the
Treasurer's Report dated July 15, 2016 as presented.
IV. ANNUAL REAPPOINTMENT OF OFFICERS
This item was continued to the August 22, 2016 ASCC Meeting in order for the
entire Commission to be present.
V. AD HOC SUBCOMMITTEE REVIEW & REPORTS
a. Cultural/Government Exchange Subcommittee
Commissioner Jackie Filbeck reported the trip to Mito with the outbound
students was a great cultural experience. They were all treated exceptionally
well and the students were great. They went to the beach and visited Tokyo
by train. They had a tea ceremony and toured a lot of schools. She found the
cultures to be very different. As an example, the schools do not have any
custodial help, the students do it all, they clean the bathrooms, they scrub and
mop the floors, they cook the food and they clean it all up. Commissioner
Filbeck thanked everyone for the opportunity.
Commissioner Filbeck also thanked the Commissioners for their gift
contributions. The trinket giveaways were essential. They gave them out to
bus drivers, principals, teachers and others they met on the trip.

VI. INBOUND STUDENT EXCHANGE UPDATES
Erin Ryan stated she and Chair Debbie Julian finalized the schedule for the
Inbound Student Exchange.
The schedule includes the following:

Students return to Mito
Commissioner Jackie Filbeck stated Katie Filbeck asked her to mention
something regarding the Orange County Fair visit on Thursday, July 28. The
students will be having a class lesson that morning about the Valencia Orange
Groves in Anaheim and she will be merging that lesson with the Orange County
Fair visit. They will have lunch at the fair and then they will head to the
agricultural side of the fair to see the animals and the gardens at the exhibition
hall and maybe do some shopping, but no rides or games are planned during the
visit.
Commissioner Pepe Avila mentioned he has a contact at the OC Fair and would
be checking about the availability of tickets for the students and chaperones.
Commissioner Jackie Filbeck asked if the Commission is going to move forward
with a video of the visit. The cost is approximately $500. The Commission
agreed it would be a good idea to have a record of what the kids did when they
were here, it's a memory the students will have forever and a great marketing tool
to showcase.

MOTION: Commissioner Jackie Filbeck offered a Motion, seconded by
Commissioner Anna Piercy AND MOTION CARRIED (Vote: 8-0; Absent:
Anthony Al -Jamie, Taline Cole, Debbie Julian and Jeanne Tran and 3 vacant
seats) that the Anaheim Sister City Commission does hereby approve the services
of a videographer to produce a video of the 2016 Inbound Mito Exchange with the
cost not to exceed $600.00.
The Commission also approved the Itinerary for the 2016 Inbound Student
Exchange.
Commissioner Lori Dinwiddie noted they still have 3 students that need a host
family and asked the Commission to pass the word around.
James Dinwiddie is going to reach out to the families that participated in the 2016
Mito Outbound Student Exchange to see if they would be interested in hosting a
student.
VII. MITO ANNIVERSARY COMMEMORATION UPDATE
Erin Ryan noted the Mito delegation will in Anaheim from October 23 through
October 25 to commemorate the 40 -year sister city relationship anniversary with
Anaheim. There is going to be 40 people in the delegation. Plans are in place for
a reception celebration.
Erin also mentioned that the delegation from Pudong will be in Anaheim from
September 20 through September 22. They have expressed interest in visiting
City Hall on the morning of September 21 at which time they wish to sign the
MOU of the friendly cooperation. Erin is going to follow up with the contact of
the Pudong delegation to see if they have any other plans and if they would be
interested in an evening gathering.

There being no further business, the meeting was adjourned at 5:15 p.m. to
