A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM REQUESTING THE ORANGE COUNTY
TRANSPORTATION AUTHORITY (OCTA) EVALUATE
ANAHEIM OBJECTIVES IN THE CENTRAL HARBOR
BOULEVARD TRANSIT CORRIDOR STUDY
WHEREAS, for nearly a decade, the City of Anaheim (City) and the Orange County
Transportation Authority (OCTA) have worked collaboratively on the proposed Anaheim Rapid
Connection (ARC) Project which is intended to provide residents, employees, and visitors an
east -west transit connection between the Anaheim Regional Transportation Intermodal Center
(ARTIC) and Anaheim's major neighborhood, employment and activity centers in the Platinum
Triangle and The Anaheim Resort. This Project is envisioned to operate as a high-capacity
system, providing ease of transfer to the Metrolink commuter rail system, Amtrak, local fixed -
route bus, bus rapid transit and future high-speed train services connecting at ARTIC; and
WHEREAS, the City has successfully received federal, Measure M and Measure M2
transportation funding from the OCTA Board and entered into cooperative agreements with the
OCTA to study transit connections from Metrolink stations in Anaheim to major job, housing
and activity centers; and
WHEREAS, the City has contributed local funding to this analysis, including Anaheim
Tourism Improvement District (ATID) restricted transportation funds (on September 14, 2010,
the Anaheim City Council adopted Resolution No. 2010-151 forming the ATID, a self-
assessment by the hotel community within The Anaheim Resort and the Platinum Triangle, with
seventy-five percent of the funds collected to be used for the promotion of local tourism and
convention -related programs and twenty-five percent of the funds collected to be used for
transportation improvements within The Anaheim Resort and the Platinum Triangle, including
the operation and maintenance of the ARC Project); and
WHEREAS, the City of Anaheim has successfully completed two milestones required by
these cooperative agreements with the OCTA with the third milestone underway including:
A. In 2007, the City adopted a Transit Master Plan which identified a high capacity
system connecting ARTIC, the Platinum Triangle and The Anaheim Resort as the
highest potential ridership concept connecting a Metrolink station and major
residential, job and activity centers; and,
B. In 2012, the City completed an Alternatives Analysis Report evaluating an
enhanced bus, streetcar and elevated guideway mode of travel and the City Council
selected the Streetcar Alternative as the Locally Preferred Alternative (LPA) to carry
forward into an environmental review phase of the project.
C. In 2013, the City commenced preparation of the third milestone, the
environmental documentation of the LPA.
WHEREAS, in 2013, the OCTA Board approved the City's completion of the Project
milestones of completing the Alternatives Analysis Report and selecting a LPA, approved the
advancement to the environmental milestone and directed the ARC Streetcar Project design to be
compatible with the OC Streetcar (the City has worked with OCTA to create compatible
standards for the streetcar system which is reflected in the ARC project documents); and
WHEREAS, in 2016, the proposed streetcar route was refined to reflect input received
from stakeholders and the City Council during the environmental scoping phase of the Project.
Changes included adding a Disney Way east -west connection and a new station stop, eliminating
the acquisition of a hotel property on Harbor Boulevard, relocating the Resort station from east of
Harbor Boulevard to west of Manchester Avenue adjacent to the Disneyland Resort's proposed
transportation hub, eliminating a pedestrian bridge over Harbor Boulevard as a pedestrian bridge
is proposed to be installed in connection with the proposed Disneyland Resort transportation hub
and relocating the maintenance facility to the Platinum Triangle; and
WHEREAS, the City shared the Project refinements with the OCTA Transit Committee
on March 10, 2016, and the community on March 17, 2016, and environmental documentation
evaluating this Refined LPA is underway; and
WHEREAS, in May 2016, the OC Grand Jury released a report called "Light Rail: Is
Orange County on the Right Track?" which evaluated the OCTA's work with respect to the OC
Streetcar Project and the ARC Project. The Grand Jury found that initial successes such as the
OC Streetcar Project are significant, both for educating the public and for providing future
project momentum. The Grand Jury's report described the ARC Project and considered
Anaheim to be "on the right track". The Grand Jury also requested the City to provide regular
updates about the project on the City website; and
WHEREAS, since the ARC environmental work has been initiated, there have been
significant developments with other projects led by the OCTA in neighboring corridors that
could affect the future implementation of transit in this corridor including the OC Streetcar, the
Central Harbor Boulevard Transit Corridor Study (Harbor Study) and the OC Transit Master
Plan; and
WHEREAS, in light of the OCTA managing these significant transportation projects in
corridors along and near the ARC corridor, the OCTA Board has determined there is a need for a
more regional perspective for planning transit extensions to current or planned systems. As such,
the OCTA Board has reevaluated the roles identified in the cooperative agreement with the City
of Anaheim for the ARC Project and on June 27, 2016, approved the following actions:
A. Authorized the Chief Executive Officer to negotiate and execute Amendment No.
3 to Cooperative Agreement No. C-1-3115 between the OCTA and the City of
Anaheim to conclude all planning efforts for the ARC Project and to submit all
work completed to date to the OCTA;
B. Affirmed the OCTA Board as the lead agency for any potential future phases of
the ARC Project; and,

C. Directed OCTA staff to evaluate a transit connection between The Anaheim
Resort and ARTIC as part of the Harbor Study with the intent of providing
additional connections to the OC Streetcar.
WHEREAS, the staff report considered by the Board prior to taking the actions on June
27, 2016 included the following statements:
A. With the recent progression of the OC Streetcar, it is critical for the OCTA to
assume all transit extension planning responsibilities to ensure the seamless and
consistent integration.
B. While local jurisdictions serve as important partners in these efforts, the OCTA's
role as lead agency ensures that more regional transit connectivity goals and
objectives are being met.
C. The work currently being developed by the City for the Project as it relates to
certain disciplines, such as traffic analysis, community outreach, and identification
of right-of-way are critical efforts that can help to inform current transit studies
managed by the OCTA.
D. OCTA is requesting that all planning work completed to date by the City of
Anaheim be submitted to the OCTA and evaluated as part of the Harbor Study.
E. Incorporating a transit connection between ARTIC and the Anaheim Resort area
into the Harbor Study will allow for a more comprehensive and efficient
evaluation of connections to the OC Streetcar as opposed to a more piecemeal
approach of multiple transit connectivity studies managed by multiple agencies.
F. This approach also ensures compatibility to the OC Streetcar as it relates to
evaluation of technology, vehicles, support facilities, and design features.
G. Staff will evaluate the proposed modification, including a transit connection
between the Anaheim Resort area to ARTIC in the Harbor Study in context of the
study's current scope and schedule and return to the Board, if necessary, with
additional next steps.
WHEREAS, the OCTA has prepared Amendment No. 3 to Cooperative Agreement No.
C-1-3115 (Amended Agreement) for City Council consideration to conclude the planning efforts
for ARC, with the Amended Agreement proposed to expire thirty (30) days following execution;
and
WHEREAS, this Amended Agreement includes the following OCTA responsibilities;
however, per OCTA direction, this agreement does not provide an opportunity for the City of
Anaheim to identify items the City desires to be addressed as part of the Harbor Study analysis:
A. OCTA shall act as the lead agency for any potential future phases of the Project.

B. OCTA shall evaluate transit connections between the ARTIC and the Anaheim
Resort area in the City as part of its Central Harbor Boulevard Transit Corridor
Study.
C. OCTA shall consider all relevant Project work completed by the City for
consideration of alternatives in the Central Harbor Boulevard Transit Corridor
Study.
D. OCTA shall coordinate with the City to achieve a mutual objective to evaluate
additional transit options between ARTIC and The Anaheim Resort in the City.
WHEREAS, the OCTA is in the process of updating the scope for the Harbor Study to
evaluate a transit connection between The Anaheim Resort and ARTIC as part of the Harbor
Study with the intent of providing additional connections to the OC Streetcar.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF ANAHEIM AS FOLLOWS:
Section 1. In order to provide an attractive, high capacity, frequent and easy to use
"last mile" connection between regional rail and bus service at ARTIC and key employment,
neighborhood and activity centers in The Anaheim Resort and the Platinum Triangle, the City
Council of the City of Anaheim hereby requests the following objectives be addressed as part of
the Harbor Study analysis and future transit options that may result as an outcome of the Harbor
Study:
1. The initial route of any transit option (bus or streetcar) entering the City of Anaheim shall
include a stop at ARTIC.
2. Any transit option coming into the City shall have a north/south alignment along the
Harbor Corridor (or optional Anaheim Boulevard Corridor) and an east/west minimum
defined route through Anaheim, that will connect ARTIC, the Platinum Triangle, The
Disneyland Resort and the Anaheim Convention Center.
3. Platforms for the streetcar option shall be sized to allow for dual coupling streetcars or
two separate streetcars, depending upon the technology compatible with the OC Streetcar.
4. A minimum of stops within the City shall be defined in the transit options, in the context
of a controlled number of overall stops, so the trip from ARTIC to the Anaheim
Convention Center takes no more than 20 minutes.
5. The transit options shall include a design for level boarding (bus or streetcar) to allow for
quick and easy loading.
6. The transit options shall include a defined minimum hours of operation and frequency.
7. The transit options shall include identification of supplemental service to serve peak
periods for before and after events (i.e., sporting events, concerts, fireworks, etc.).

Section 2. The City Council of the City of Anaheim opposes any transit option that
only considers a north/south transit option coming through the City that does not include an
enhanced east -west transit connection between ARTIC and The Anaheim Resort that meets the
objectives stated in No. 1 above.
