A complete copy of the agenda for the meeting of the Anaheim Redevelopment Agency was posted at
2:55 p.m. on October 18, 1996 at the Civic Center Kiosk, containing all items as shown herein.
Chairman Daly called the regular meeting of the Anaheim Redevelopment Agency to order at 6:10 p.m.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of
$78,468.82 for the pedod ending October 14, 1996 and $128,855.31 for the period ending October 21,
1996, in accordance with the 1996-97 Budget, were approved.
ADDITIONS TO THE AGENDA: There were no additions to agenda items.
ITEMS OF PUBLIC INTEREST:
George MacLaren, 323 S. Indiana Street, Anaheim. He is present to talk about physically handicapped
people. They are special and have special needs such as dedicated parking spaces as close to a
building as possible. He feels this is not the case in the proposed downtown Community Center. There
is plenty of space in front to provide the required parking. He then broached another issue regarding a
pledge of $50,000 from the Senior Citizens Club towards the Community Center stating that he feels it is
unfortunate that of the 3,000 members in the club, only 160 club members will be handed ballots and be
able to decide if $50,000 goes to the Community Center.
Chairman Daly. When the Community Center Project returns to the Agency agenda in the coming
weeks, they will ask staff to highlight handicapped parking available for the patrons of the center.
PUBLIC COMMENTS - AGENDA ITEMS:
Shidey McCracken, President, Anaheim Arts Council. For the past two years, she has been the
coordinator of volunteers for the Annual Children's Festival. Her concern is with the parking garages in
the downtown area. Working with all the volunteers, she is aware that people get confused about which
garage they are parked in. It is important to somehow let them know, inside the garage, if they are
parked in Garage A or Garage B. It is confusing for citizens, especially large groups. She is asking that
the Agency address the issue of better identification for those utilizing the garages in the downtown
Redevelopment Area.
Chairman Daly. They will ask the Executive Director of Community Development to evaluate the
concem expressed and report back to the Agency with any thoughts, ideas, and recommendations
relative to the issue.
CONSENT CALENDAR ITEMS 1 - 2: On motion by Agency Member Zemel, seconded by Agency
Member Feldhaus, the following actions were authorized in accordance with the reports and
recommendations furnished each Agency Member and as listed on the Consent Calendar Agenda.
123: Approving a Second Amendment to the Parking Garage Operating Agreement with Ace
Parking Management, Inc., for operation of the City Hall West and Pac Bell parking structures;
and authorizing the Executive Director to execute the Second Amendment on behalf of the
Agency.
2. 161: Approving minutes of the Anaheim Redevelopment Agency meeting held October 1, 1996.
