A complete copy of the agenda for the meeting of the Anaheim Redevelopment
Agency was posted at 2:40 p.m. on July 7, 1995 at the Civic Center kiosk,
containing all items as shown herein.
Chairman Daly called the regular meeting of the Anaheim Redevelopment Agency
to order at 5:15 p.m.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the
amount of $101,363.76 for the period ending June 30, 1995, and $907,109.90 for
the period ending July 7, 1995 in accordance with the 1995-96 Budget, were
approved.
ADDITIONS TO THE AGENDA: There were no additions to agenda items.
ITEMS OF PUBLIC INTEREST: No items of public interest were addressed.
PUBLIC COMMENTS - AGENDA ITEMS: There were no public comments on
Redevelopment Agency agenda items.
CONSENT CALENDAR ITEMS 1-3: On motion by Chairman Daly, seconded by
Agency Member Lopez, the following actions were authorized in accordance with
the reports and recommendations furnished each Agency Member and as listed on
the Consent Calendar Agenda.
161: Approving the Community Ice Rink hardscape material and color
palette as presented in the field by DCSR, in accordance with the
Development Agreement with Disney GOALS and DCSR, Inc.
Lisa Stipkovich, Executive Director of Community Development. Relative to the
colors for the hardscape, she believes the Agency Members had an opportunity
to look at the color samples Disney brought to the ice rink site for review.
Mrs. Stipkovich had with her the jersey which is worn by the Mighty Ducks
Hockey Team. She stated that the colors of the uniform jersey are those that
Disney will match because the color chips did not match.
Chairman Daly. He asked for confirmation that it was Disney's intent to
duplicate the Mighty Ducks colors as closely as possible; Mrs. Stipkovich
answered yes.
Chairman Daly. He noted the Agency Members had an opportunity to see the
sample, were pleased with what they saw and are looking forward to the
completion of the grounds and the opening of the building.

161: RESOLUTION NO. A RESOLUTION OF THE ANAHEIM REDEVELOPMENT
AGENCY ADOPTING THE WAGE DETERMINATIONS OF THE DIRECTOR OF THE
DEPARTMENT OF INDUSTRIAL RELATIONS AND DIRECTING THE FILING AND POSTING
OF PREVAILING RATES OF PER DIEM WAGES.

Agency Member Feldhaus. He has a problem adopting prevailing wage rates. To
him, it is like writing a blank check. He believes he read someplace in the
language that this is the last year this will have to be done.
Agency Member Zemel. This is the same resolution proposed to be adopted three
times tonight -- one for Redevelopment, Housing and City Council. He is
concerned with the way the resolution(s) is worded.
City Attorney White. The distinction needs to be drawn between the
Redevelopment Agency and Housing Authority and the City as to what the powers
are with regard to prevailing wage determinations. Under State statute,
Redevelopment and Housing are required to include in all of their job
specifications prevailing wage requirements. The City, as a Charter City, has
discretion to some extent although if the City wants to keep receiving Federal
and State grant funds, it does not have total discretion, but more than
Redevelopment and Housing. If the Redevelopment Agency Members were not to
adopt the prevailing wage rates resolution, the law would still require that
contracts be awarded based upon payment of prevailing wages.
Agency Member Tait. He asked that the item be continued for one week and that
the resolution be rewritten to reflect what the City Attorney just stated
because the proposed resolution does not contain that language.
MOTION. Agency Member Tait moved to continue adoption of the subject
resolution for one week and that the wording as articulated by the City
Attorney be added to the resolution. Council Member Zemel seconded the
motion. MOTION CARRIED.
161: Approving minutes of the Anaheim Redevelopment Agency meeting held
June 20, 1995.
End of Consent Calendar. MOTIONS CARRIED.
ADJOURNMENT: Chairman Daly moved to adjourn, Agency Member Lopez seconded the
motion. MOTION CARRIED (5:21 p.m.)
