Signage Program for Anaheim GardenWalk, including
permitting an icon/themed signage element, for the House of

Request: The following land use entitlements are requested to permit the development of a 48-unit, three story attached and
detached single family residential project: (i) reclassify the
subject properties from the C-G (General Commercial) Zone to
the RM-3 (Multiple Family Residential) Zone; (ii) a conditional use permit to allow an attached single-family residential development with modified development standards; and (iii) a
tentative tract map to create a 48-unit residential subdivision.
Environmental Determination: The Planning Commission will
consider whether to find the project to be Categorically Exempt
from the provisions of the California Environmental Quality Act
and Guidelines as a Class 32 (In-Fill Development Projects) Categorical Exemption.

IN SUPPORT: One person spoke in favor of the project, but also expressed
some concerns relating to safety and traffic issues adjacent
to Juliette Low Elementary School. Such concerns specifically related to traffic congestion on Monterey Street, between Polk Avenue and Lincoln Avenue.

MISCELLANEOUS CASE NO. 2013-00575 TENTATIVE TRACT MAP NO. 18046 (DEV2013-00028A)
Location: 2726 West Lincoln Avenue
Request: The applicant proposes the following entitlements: (i) a Planning Commission determination of
conformance with the Density Bonus Code to construct a
35-unit condominium complex with affordable units and
Tier 2 incentives; and, (ii) a tentative tract map to establish a 1-lot, 35 unit attached condominium subdivision.
Environmental Determination: The Planning Commission
will consider whether to find the project to be Categorically
Exempt from the provisions of the California Environmental Quality Act and Guidelines as a Class 32
(In-Fill Development Projects) Categorical Exemption.
Resolution No. PC2016-086 A motion was made by Commissioner Henninger, seconded
by Commissioner Carbajal to approve the project per staff’s recommendations in the staff report.
The motion failed to carry.
VOTE: 2-4
Commissioners Henninger and Lieberman voted yes. Commissioners Caldwell, Carbajal, Dalati and Seymour voted no. Commissioner Bostwick was absent.
-------------------------------------- A second motion was made by Commissioner Seymour, seconded
by Commissioner Caldwell to deny the project.
The motion to deny the project was approved.

COMMISSION AND STAFF DISCUSSION:
Commissioner Henninger expressed concerns regarding the availability of affordable housing in the City. He encouraged City staff to consider ways to make it less
expensive for developers to build housing. For example, the City should consider
minimizing requirements and fees so as to allow developers to build more housing
that is less expensive to rent and is still good quality and supports the community.
He also inquired about the City’s infill housing development standards and how they compare with other cities in the County.
Chairman Caldwell expressed concerns regarding the quality and livability of multi-
family housing within the City, especially older apartment complexes that were built
under different standards.
Commissioner Carbajal stated that affordable housing developers in Orange County
had to raise the bar on development not only because they wanted to turn out a
better product, but also to break away from the negative connotation related to
affordable housing. These developers have made some positive changes, but maybe it is worth having a study session to discuss some of the things that are driving the
costs to be so expensive.
Jonathan Borrego, Planning Services Manager, responded that the City has reduced
regulatory barriers to promote infill housing development. This has been achieved by implementing flexible development standards, more streamlined CEQA procedures,
and creating a housing opportunity overlay zone. He suggested that staff conduct a
comprehensive study at infill housing development standards and bring back before
the Commission with recommendations. Staff will analyze how the City’s standards
and fees compare with other cities in the county in order to see if there are any barriers that may be affecting the price of housing.
