A complete copy of the agenda for the meeting of the Anaheim Redevelopment
Agency was posted at 1:20 p.m. on April 8, 1994 at the Civic Center kiosk,
containing all items as shown herein.
Chairman Daly called the regular meeting of the Anaheim Redevelopment Agency
to order at 5:35 p.m.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of
$51,131.46 for the period ending March 28, 1994; $38,939.57 for the period
ending April 4, 1994 and $272,920.46 for the period ending April 11, 1994, in
accordance with the 1993 -94 Budget, were approved.
ADDITIONS TO THE AGENDA: There were no additions to agenda items.
ITEMS OF PUBLIC INTEREST:
Kenneth Fisher, 1415 W. Cerritos. Some time ago, the Redevelopment Agency
started procuring properties around his property at 1007 and 1007 East
Broadway. They did not contact him for a long period of time. He feels they
destroyed the value of his property and he could no longer get tenants. He
then explained what occurred after he approached the Redevelopment Agency
relative to buying his property. (See minutes of February 15, 1994 where the
matter was acted upon and testimony given by Mr. Fisher.) He reiterated the
input given at the previous meeting where a resolution was adopted by the
Agency condemning the property. Several times since then, his tenants have
asked him what is happening. He told them not to worry because a court date
had not yet been set and when that happens and if the City wins, they have to
give the tenants 90 -days notice and relocation rights. Yesterday, an Agent
from the Agency said they have 90 days to get out of his property. He
emphasized it is not the City's property. Further, there would not be any
relocation rights because they made the offer 6 months ago. He then stated he
has found out that several Agency Members have received thousands of dollars
in donations from the developer in contributions. Because of the harassment
of his tenants, the City is now going to be faced with legal action.
Chairman Daly asked Mr. Fisher if he had an opportunity to discuss the matter
further with staff.
Mr. Fisher answered that he had. The offer they gave him would not have
allowed him to replace his investment.
PUBLIC COMMENTS - AGENDA ITEMS: There were no public comments on
Redevelopment Agency agenda items.
CONSENT CALENDAR ITEMS 1 - 4: On motion by Agency Member Daly, seconded by
Agency Member Simpson, the following actions were authorized in accordance
with the reports and recommendations furnished each Agency Member and as
listed on the Consent Calendar Agenda. Agency Member Daly offered
Ordinance No. 1994 -01 for introduction. Agency Member Pickler was absent.

1. 123: Approving a 120 -day Negotiating Agreement with the Anaheim Historic
Preservation Foundation, with options for additional extensions, for the right
to rehabilitate ten historical homes, and authorizing the Executive Director
to execute the agreement.
2. 123: Approving the Downtown Anaheim Telecenter Agreement by and between
the Agency, the City of Anaheim and URO Investments; and authorizing the
Chairman to execute said Agreement on behalf of the Agency.
Agency Member Feldhaus stated he is abstaining from any discussion action or
voting on this item because of a conflict of interest.
3. 171: ORDINANCE NO. 1994 -01 - INTRODUCTION: AN ORDINANCE OF THE ANAHEIM
REDEVELOPMENT AGENCY AMENDMENT TO ORDINANCE NO. 1993 -01 OF THE ANAHEIM
REDEVELOPMENT AGENCY ENACTING A SALES AND USE TAX. (For the Plaza
Redevelopment Project.)
4. 161: Approving minutes of the Redevelopment Agency meeting held March 15,
1994.

ADJOURNMENT: Agency Member Daly moved to adjourn, Agency Member Simpson
seconded the motion. Agency Member Pickler was absent. MOTION CARRIED.
