A complete copy of the agenda for the meeting of the Anaheim Redevelopment
Agency was posted at 12:10 p.m. on May 20, 1994 at the Civic Center kiosk,
containing all items as shown herein.
Chairman Daly called the regular meeting of the Anaheim Redevelopment Agency
to order at 5:40 p.m.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of
$100,759.17 for the period ending May 29, 1994 in accordance with the 1993 -94
Budget, were approved.
ADDITIONS TO THE AGENDA: There were no additions to agenda items.
ITEMS OF PUBLIC INTEREST:
Barbara Gonzalez, resident of the downtown area at 330 S. Ohio and Realtor
affiliated with REMAX. She is speaking regarding the Redevelopment Agency's
HOME Program for first time homebuyers with a low to moderate income
background. She thanked the Agency /Council for their support of the program
and encouraged them to continue with it in the future. Today, she is speaking
on behalf of five to six families that participated in the application
process, went through the whole process to find a loan approval, and just a
few days ago were told they were not going to be supported for funding. Only
ten families were going to be supported in the new program in the whole city.
It is unfair, unjust and she personally feels the City has a moral obligation
for these last five to six families. They have done everything the City
requested and to now be denied is unacceptable. Her request is that one way
or another these families be supported for funding. They have loan
commitments and interest rates locked in and need to be assisted within the
next 24 to 48 hours. She is asking that City staff review the files of these
families and to find a way to be able to help them buy their homes.
Bertha Chavoya, Housing Manager. The demand does exceed availability of
funding. The funds come from Federal funds and limited funds are appropriated
for the program. The second program is the mortgage assistance program funded
through Redevelopment set aside funds and the funds are all depleted for this
fiscal year. On July 1, they will have additional funding. Many families are
aware when the money does become available and then the demand immediately
exceeds the availability of funding. Staff is trying to revamp the process so
that intake will be more streamlined and they will be better able to control
the demand. She reemphasized funds have been depleted for this fiscal year.
The realtors have done an excellent job in promoting the programs and have
worked hand in hand with city staff. Once certified as eligible, escrow can
be opened. In the past, funds have been available to fund 40 to 50 loans.
They are changing the intake process for next year and families will not be
able to open escrow until they have gone through a 2 hour training program,
receive certification, and monies earmarked as to how much has been set aside
for them. They will have "X" amount of time to open and close escrow. Right
now it is first come, first served.

Agency member Pickler asked if the 5 to 6 families that are in the process now
will be at the top of the list for consideration before any others.
Barbara Gonzalez. She does not know if these families can wait until July.
The program in July is only within the targeted neighborhood. There are a
good number of families in the program outside of the targeted neighborhood.
Her request to the city would be that there be an exception made for those few
families in this position to be able to purchase homes they have in escrow and
not just within the targeted area.
Bertha Chavoya. The Redevelopment Agency adopted guidelines when the program
was implemented. They set priorities and the intent was to revitalize the
downtown area and surrounding jurisdictions. It is up to the discretion of
the Council if they want to extend those boundaries or Staff can make a staff
recommendation and bring it back if they are so instructed.
Chairman Daly. He asked that the City Manager look into the administrative
options the City has, recognizing the existing guidelines approved for the
program and the July 1st startup for the new money. What options do they
have, what does the Federal Government say, what the alternatives are in
solving the current problem for these 5 to 6 families as well as future
situations. It is unclear based on what staff is saying whether there is an
answer to what Mrs. Gonzalez wants this evening.
Council Member Simpson. He is assuming the Agency is not authorizing any
action to be taken until the information comes back; Chairman Daly confirmed
that they need more background on the way the program works.
City Manager Ruth. Staff will look at all options and will be back on June
7th with the information.
Agency Member Pickler. He assumed nothing can be done within the 24 to 48
hours Mrs. Gonzalez was asking for; City Manager Ruth. There are no funds
available.
Chairman Daly. He clarified that staff will outline the options that would be
possible regarding this problem as well as information on next year's program
but no decision is being made on this matter this evening.
PUBLIC COMMENTS - AGENDA ITEMS: There were no public comments on
Redevelopment Agency agenda items.
CONSENT CALENDAR ITEMS 1 - 4:
1. 123: RESOLUTION NO. ARA94 -5: Approving the terms and conditions of
Cooperation Agreement No. 81 for public improvements with the City of Anaheim;
and authorizing the Chairman and Secretary to execute said agreement.
2. 123: Approving a Second Amendment to Agreement with Williamson and
Schmid, in the amount of $150,000 for civil engineering services, and
extending the term of the Agreement to June 30, 1995.
123: Approving an Agreement with ASL Consulting Engineers, in the
amount of $100,000 for civil and general engineering services.
123: Approving an Agreement with Fuscoe Engineering, in the amount of
$100,000 for civil and general engineering services.

3. 155: Finding, on the basis of the Initial Study and any comments
received, that there is no substantial evidence that the construction of a new
temporary southbound on -ramp to the I -5 Freeway will have a significant effect
on the environment, and that the environmental assessment reflects the
independent judgment of the Agency; approving the Mitigated Negative
Declaration; adopting the Mitigation Monitoring.Program; and approving this
project.
4. 166 Awarding the contract to the lowest responsible bidder, AHR Signs,
Inc., in the amount of $213,718.81 for fabrication and installation of signage
and graphics throughout the Koll Anaheim Center and City Hall area; and in the
event said low bidder fails to comply with the terms of the award, awarding
the contract to the second low bidder, as well as waiving any irregularities
in the bids of both the low and second low bidders. It is estimated that sign
fabrication will commence immediately following the award of the contract, and
installation will start in June and be completed in August, 1994.
