A complete copy of the agenda for the meeting of the Anaheim Redevelopment
Agency was posted at 3:00 p.m. on December 2, 1994 at the Civic Center kiosk,
containing all items as shown herein.
Chairman Daly called the regular meeting of the Anaheim Redevelopment Agency
to order at 5:22 p.m.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of
$52,807.49 for the period ending November 28, 1994 and $376,744.54 for the
period ending December 5, 1994, in accordance with the 1994 -95 Budget, were
approved.
ADDITIONS TO THE AGENDA: There were no additions to agenda items.
ITEMS OF PUBLIC INTEREST: No items of public interest were addressed.
PUBLIC COMMENTS - AGENDA ITEMS: Public input received on Agency Item No. 1
(see discussion under that item).
CONSENT CALENDAR ITEMS 1 and 2: On motion by Agency Member Feldhaus, seconded
by Agency Member Daly, the following actions were authorized in accordance
with the reports and recommendations furnished each Agency Member and as
listed on the Consent Calendar Agenda.
1. 123: To consider approval of the Subordination Agreement between the
Agency, Bank of America, and the Anaheim Historic Preservation Foundation
(Atchison Street Historic Rehabilitation); and authorizing the Executive
Director to execute said document.
Phil Knypstra, 2520 Gelid Avenue, Anaheim. He has been following this issue
and it now looks like the Agency is going to borrow $150,000 per site, it has
already spent $10,000 or $11,000 to move the houses to the present site and
thousands of dollars have been spent renting the moving company's gear to keep
them there. He asked if the Redevelopment Agency had any idea of the total
cost of this project.
Lisa Stipkovich, Executive Director of Community Development. She does have a
partial answer and can get the additional information for Mr. Knypstra at his
convenience. One thing stated that is a misconception, the loan from the Bank
of America is not a loan to the Agency but to the developer. This is a
request by the Bank of America for the Agency to subordinate its interest in
the land sale proceeds to the bank's construction loan to the developer.
Earlier they did come to the Council at a joint public hearing between the
Council and the Agency to disclose all of the costs associated with the
project. She does not have that information with her tonight but can provide
it to Mr. Kynpstra. The matter was completely discussed and divulged at the
time the Council agreed to the sale.

Mrs. Stipkovich then requested a one -week continuance of the subject because
there are changes from the attorneys for the bank and the Agency would like to
resubmit this item with the changed documents for the Agency's review.
MOTION: Agency Member Feldhaus moved to continue the subject item for one
week to December 13, 1994. Agency Member Daly seconded the motion. One
vacancy. MOTION CARRIED.
2. 161: Approving minutes of the Anaheim Redevelopment Agency meetings held
September 27, October 4, and October 11, 1994.
Agency Members Lopez and Zemel abstained. MOTION CARRIED.
3. 161: REDEVELOPMENT AGENCY PUBLIC HEARING - FIVE YEAR IMPLEMENTATION PLAN:
Public hearing to adopt a five -year implementation plan for the Alpha
Redevelopment Project, the River Valley Redevelopment Project, the Plaza
Redevelopment Project, the Brookhurst Commercial Corridor Redevelopment
Project, the Commercial /Industrial Redevelopment Project, and the
Stadium Recovery Project, as presented in the document entitled AB1290
Implementation Plan, Anaheim Redevelopment Agency (1994/95 through
1998/99).
Submitted was report dated December 6, 1994 from the Community Development
Department recommending adoption of the subject five year implementation plan
for the six Redevelopment Project areas.
Lisa Stipkovich, Executive Director of Community Development. She first gave
an overview of the six current redevelopment projects and the benefits of each
to the Agency and the City. She also briefed the Community Development Staff
report of December 6, 1994 which explained the reason for the Public Hearing
tonight due to a new addition to Redevelopment Law effective January 1, 1994
(AB1290). It requires every agency to consider and adopt an Implementation
Plan for all project areas by December 31, 1994. She then briefed portions of
the Informational Plan submitted (see plan entitled - AB1290 Implementation
Plan - Anaheim Redevelopment Agency (1994/95 through 1998/99). Her
presentation covered all six present redevelopment project areas supplemented
by slides which outlined the specific areas.
In concluding, Mrs. Stipkovich stated they see the Redevelopment project areas
and Redevelopment as an economic development tool. It is one of the
strongest, most powerful tools they can have in the City of Anaheim to assist
in creating economic development. In redevelopment areas since 1990, they
have either retained or attracted 4,525 jobs. They look forward in the future
to continue to use redevelopment as an economic development tool and to
emphasize creating new sales tax for the City, specifically emphasizing
diversification of the economy to create new replacement industries for the
defense industry, create high paying jobs and high technology jobs
particularly with the cooperation of the Utilities Department. The first
priority is to retain current businesses and help them expand.
Questions were then posed by the Chairman relative to certain aspects of the
plan which were answered by Mrs. Stipkovich.
Chairman Daly opened the public hearing and asked to hear from anyone who
wished to speak; there being no response, he closed the public hearing.

Agency Member Zemel stated it has been impossible to completely read the five
year plan and he would like to have more time to look at it in depth to be
sure he is up to speed.
MOTION: Agency Member Zemel moved to continue for one week the action on the
five year implementation plan of the Anaheim Redevelopment Agency. Agency
Member Daly seconded the motion. One vacancy. MOTION CARRIED.
ADJOURNMENT: Agency Member Daly moved to adjourn. Agency Member Feldhaus
