The appeal period for the public hearing items end on Thursday, November 17, 2016.  Audience Attendance: 20  Pledge of Allegiance by Commissioner Dalati  Public Comments  Public Hearing Items  Commission Updates  Discussion  Adjournment NOVEMBER 7, 2016 PLANNING COMMISSION ACTION AGENDA 11-07-2016 Page 2 of 3 Public Comments: None Public Hearing Items: ITEM NO. 2 RECLASSIFICATION NO. 2015-00285 CONDITIONAL USE PERMIT NO. 2015-05844 TENTATIVE TRACT MAP NO. 17975 (DEV2015-00127) Location: 2301, 2323 & 2331 West Lincoln Avenue Request: The following land use entitlements are requested to permit the development of a 48-unit, three story attached and detached single family residential project: (i) reclassify the subject properties from the C-G (General Commercial) Zone to the RM-3 (Multiple Family Residential) Zone; (ii) a conditional use permit to allow an attached single-family residential development with modified development standards; and (iii) a tentative tract map to create a 48-unit residential subdivision. Environmental Determination: The Planning Commission will consider whether to find the project to be Categorically Exempt from the provisions of the California Environmental Quality Act and Guidelines as a Class 32 (In-Fill Development Projects) Categorical Exemption. The item was continued from the October 3, 2016 and October 17, 2016 Planning Commission meetings. Project Planner: Amy Vazquez avazquez@anaheim.net OPPOSITION: None IN SUPPORT: A piece of written correspondence was received expressing support of the project, but also expressed some concerns relating to the proposed number of units and relating to traffic congestion on Monterey Street and Lincoln Avenue. DISCUSSION TIME: 3 minutes (5:02 to 5:05 p.m.) NOVEMBER 7, 2016 PLANNING COMMISSION ACTION AGENDA 11-07-2016 Page 3 of 3 ITEM NO. 3 ZONING CODE AMENDMENT NO. 2016-00135 (DEV2016-00105) Location: Citywide Request: A City-initiated amendment to Title 3 (Business Licenses) and Title 18 (Zoning) of the Anaheim Municipal Code modifying various Code provisions related to the licensing, siting and operation of Massage Establishments. Environmental Determination: The proposed action is not subject to the California Environmental Quality Act ("CEQA") pursuant to Sections 15060(c)(2) and 15060(c)(3) of the State of California Guidelines for Implementation of the California Environmental Quality Act. Approved, recommended City Council approval of the Zoning Code Amendment, with a modification made to eliminate the distance requirements for accessory massage businesses located within the hotels in the three specific plans within the Resort Area. (Henninger / Seymour) VOTE: 6-0 Chairperson Caldwell and Commissioners Bostwick, Dalati, Henninger, Lieberman and Seymour voted yes. Commissioner Carbajal was absent. IN SUPPORT: Two persons spoke expressing support of the subject request. Seven pieces of written correspondence were received in support of the subject request.
