A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM
EXPANDING PERMIT -ELIGIBLE PARKING DISTRICT NO. 32 AND
DESIGNATING WARD TERRACE FROM NEW AVENUE TO SUNKIST
STREET, TOWER COURT FROM WARD TERRACE TO THE END OF THE
CUL-DE-SAC, OLYMPIA COURT FROM WARD TERRACE TO THE END OF
THE CUL-DE-SAC, NORMANDY COURT FROM WARD TERRACE TO THE
END OF THE CUL-DE-SAC, AND THE WEST SIDE OF SUNKIST STREET
FROM WARD TERRACE TO 101 SOUTH SUNKIST STREET AS "PERMIT
PARKING ONLY" STREETS WITHIN PERMIT -ELIGIBLE PARKING DISTRICT
NO. 32 AND DETERMINE THE ACTION IS EXEMPT FROM THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO
REGULATION NO. 15061(B)(3).
WHEREAS, Section 14.32.450 of Chapter 14.32 of Title 14 of the Anaheim
Municipal Code authorizes the City Council to, by resolution, designate any streets, or
portions thereof, as "Permit Parking Only" streets; and
WHEREAS, the Council Policy Number 5.7 (the "Council Policy") sets forth
a process to create a Permit -Eligible Parking District, and, following approval of the District,
establishing a process enabling individual streets within the identified District boundary to
request implementation of permit parking; and
WHEREAS, the City Council previously adopted Resolution 2015-008,
restricting parking on certain city streets to permit parking only, thereby creating Permit -
Eligible Parking District No. 32 ("Paradise Neighborhood"); and
WHEREAS, it is recommended that District No. 32 now be expanded to
include the following additional city streets, as depicted in attached Exhibit "A"; and
WHEREAS, the steps recommended in the Council Policy have been duly
followed to expand the Permit -Eligible Parking District No. 32 and designate as "Permit
Parking Only" in the areas described and depicted in attached Exhibit "A"; which is
incorporated herein by this reference; and
WHEREAS, representatives of the community have met with the
Neighborhood Services District Team and the Traffic and Transportation Manager, and
efforts to identify and implement solutions to the parking other than permit parking have
been determined to be insufficiently effective to resolve or significantly improve parking
problems, so that no solution other than permit parking appears to be feasible; and
WHEREAS, a shortage of reasonably available and convenient residentially -
related parking spaces exist in the area; and
WHEARAS, survey was sent to determine if residents are in favor of
designating Ward Terrace from New Avenue to Sunkist Street, Tower Court from Ward
Terrace to the end of the cul-de-sac, Olympia Court from Ward Terrace to the end of the cul-
de-sac, Normandy Court from Ward Terrace to the end of the cul-de-sac, and the west side of
Sunkist Street from Ward Terrace to 101 South Sunkist Street "Permit Parking Only", and a
minimum support rate among single-family homes was achieved in favor of establishing the
"Permit Parking Only" streets in conformance with the Council Policy; and
WHEREAS, the Police Department has determined that it is feasible to
enforce a "Permit Parking" restriction in the area hereinafter described; and
WHEREAS, the City Council finds that the approval of the expansion of the
subject Permit -Eligible Parking District No. 32 is exempt from the California Environmental
quality Act (CEQA) pursuant to Regulation No. 15061(b)(3), incorporated herein by this
reference, which provides that CEQA applies only to projects which have the potential for
causing a significant effect on the environment; and
. WHEREAS, due to parking congestion on those streets hereinafter set forth,
the City Council hereby finds and determines that parking on Ward Terrace from New
Avenue to Sunkist Street, Tower Court from Ward Terrace to the end of the cul-de-sac,
Olympia Court from Ward Terrace to the end of the cul-de-sac, Normandy Court from Ward
Terrace to the end of the cul-de-sac, and the west side of Sunkist Street from Ward Terrace to
101 South Sunkist Street, as described below, should be limited to persons possessing
permits; and
WHEREAS, the establishment of a "Permit Parking Only" area on Ward
Terrace from New Avenue to Sunkist Street, Tower Court from Ward Terrace to the end of
the cul-de-sac, Olympia Court from Ward Terrace to the end of the cul-de-sac, Normandy
Court from Ward Terrace to the end of the cul-de-sac, and the west side of Sunkist Street
from Ward Terrace to 101 South Sunkist Street, as described below and as hereinafter set
forth, is necessary to enhance the public health, safety and welfare of the residents of the
area, the users of the public streets and the public at large.
WHEREAS, City Council wishes to expand Permit -Eligible Parking District
No. 32.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Anaheim, that Permit -Eligible Parking District No. 32 be, and the same is hereby, expanded
to include those additional streets identified in accordance with attached Exhibit "A."

BE IT FURTHER RESOLVED by the City Council of the City of Anaheim
that parking on the following City street segments, which are hereby designated as Permit
Parking Area No. 32, shall be limited to those persons possessing a properly displayed valid
parking permit:
1) Ward Terrace from New Avenue to Sunkist Street,
2) Tower Court from Ward Terrace to the end of the cul-de-sac,
3) Olympia Court from Ward Terrace to the end of the cul-de-sac,
4) Normandy Court from Ward Terrace to the end of the cul-de-sac, and
5) the west side of Sunkist Street from Ward Terrace to 101 South Sunkist
Street.
Nothing contained in this resolution shall be construed to authorize parking or
stopping where such parking or stopping is otherwise prohibited or to prohibit parking as it
may otherwise be permitted by the California Vehicle Code or the Anaheim Municipal Code.

Council of the City of Anaheim this 2 0 thday of December. 2016, by the following roll
call vote:
