A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM AUTHORIZING THE FIRE CHIEF OR HIS
DESIGNEE TO SUBMIT A GRANT APPLICATION ON
BEHALF OF THE JOINT POWERS AUTHORITY FOR THE
NORTH NET TRAINING CENTER TO THE OFFICE OF
DOMESTIC PREPAREDNESS OF THE DEPARTMENT OF
HOMELAND SECURITY FOR THE FISCAL YEAR
2016/2017 ASSISTANCE TO FIREFIGHTERS GRANT
PROGRAM AND IF AWARDED, AUTHORIZING THE
ACCEPTANCE OF SUCH GRANT ON BEHALF OF THE
JOINT POWERS AUTHORITY AND AMENDING THE
BUDGET FOR FISCAL YEAR 2016/2017 ACCORDINGLY.
WHEREAS, the Office of Domestic Preparedness of the U.S. Department of Homeland
Security (the "Grantor") has heretofore invited public agencies, including the City of Anaheim,
to submit applications to the Grantor for the Fiscal Year 2016/2017 Assistance to Firefighters
Grant Program (the "Grant"); and
WHEREAS, the Grant funds may be used for purchase of firefighting equipment,
personal protection equipment, training, training props, wellness and fitness, and modifications
to fire facilities; and
WHEREAS, the City participates in a Joint Powers Authority ("JPA") that runs the North
Net Training Center for firefighter training, along with the Cities of Orange and Garden Grove;
and
WHEREAS, the Anaheim Department of Fire & Rescue currently administers the North
Net Training Center under the JPA; and
WHEREAS, the Grantor requires that a grant application for a JPA be submitted by one
of the partner agencies; and
WHEREAS, the JPA has need of mobile tanker simulation prop, a reconfigurable 2 -
container conex structure fire system, and mobile SCBA maze prop, which will enhance
firefighter training while meeting objectives set forth the JPA's strategic pian approved by the
JPA board in 2013; and
WHEREAS, the City of Anaheim desires to submit an application to Grantor for said
Grant on behalf of the JPA for the North Net Training Center; and
WHEREAS, the City is familiar with the terms, conditions and limitations of any such
Grant; and
WHEREAS, the City is willing and able to conform to each of the terms, conditions and
limitations imposed upon any such Grant to the City; and
WHEREAS, the City desires to accept any such Grant on behalf of the JPA which may
be so awarded based on the application, and provide said funds to the JPA; and
WHEREAS, the City Council desires to amend the annual budget of the City to reflect
and incorporate any Grant so awarded to the City, and to increase the annual appropriations and
expenditures in the appropriate City program to reflect such award.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim as
follows:
1. The Anaheim Fire Chief or his designee is hereby authorized to submit a Grant
application in the name of the City of Anaheim, a public entity established under the
laws of the State of California, for and on behalf of the Joint Powers Authority for the
North Net Training Center and that the Anaheim Fire Department Disaster Preparedness
Manager, or the Anaheim Fire Chief, or the Anaheim City Manager, or his or her
respective designee is authorized to take any actions necessary to obtain the Grant funds
and provide the same to the Joint Powers Authority for the purposes stated above.
2. The City Council of the City of Anaheim hereby agrees to, and by this resolution,
does accept any such Grant so awarded to the City of Anaheim without further action of
the City Council being required therefore.
3. The City of Anaheim hereby agrees to comply with each and all of the terms,
conditions and limitations imposed by the Grantor upon said Grant, and the Anaheim Fire
Department Disaster Preparedness Manager, or the Anaheim Fire Chief, or the Anaheim
City Manager, or his or her respective designee is hereby authorized and directed to
execute any agreements, assurances, or other documents that are required or necessary in
connection with the acceptance or implementation of the Grant, if the Grant is awarded
to the City.
4. Contingent upon the award of said Grant, the annual budget of the City of Anaheim
for fiscal year 2016/2017 shall be amended by increasing the appropriations and
authorized expenditures in the appropriate Fire Department program account in such
amounts as are equal to the amount of Grant funds to be received by the City.
