COMMISSIONERS PRESENT: Vice Chairman Navarro, Commissioners Anderson, Levy, Jensen and Balius
COMMISSIONERS ABSENT: Chairman Manes, Commissioner Farrow
STAFF PRESENT: Kimberly Kelemen — Community Services Superintendent, Wendy Solorio, Community Services Supervisor,

CALL TO ORDER — Vice Chairman Navarro called the meeting to order at 5:27 p.m.
PLEDGE OF ALLEGIANCE — Vice Chairman Navarro led the Pledge of Allegiance.
INTRODUCTION OF VISITORS AND COMMUNICATION FROM OTHERS
A. Written Communication — None.
B. Unscheduled Oral Communication from the Public — Angie Balius introduced herself as a guest of the new Commissioner, Ryan
Balius. Frank Taylor introduced himself as a member of the Sr. Citizens Sub -Committee. Vice Chairman Navarro introduced the
new Commissioner, Ryan Balius. Commissioner Balius provided the Commission with a little background of himself. The rest of
the Commission present introduced themselves to Commissioner Balius.
APPROVAL OF THE MINUTES — Vice Chairman Navarro presented the July 27, 2016 Minutes to the Commissioners for changes or
corrections. Commissioner Levy made a motion for accept the Minutes, seconded by Commissioner Jensen. There being no further
additions or corrections, Vice Chairman Navarro accepted the Minutes.
REPORTS
A. Recreation, Human and Neighborhood Services Activity Report — June/July — Kimberly Kelemen presented the report and
highlighted the adult sports program, usage of the Brookhurst Community Center, youth sports camps, clinics and leagues, Fun on
Wheels, STARS (Study -Time, Arts, Recreation and Sports) program, Concerts in the Canyon held at Ronald Reagan Park, Park
Rangers, Pearson Park Amphitheatre 2016 "Summer Nights Under the Stars", camps and "Nature Nights" held at Oak Canyon
Nature Center, VolunTEEN program, Flag Day Celebration, the Grand Re -Opening of Little Peoples Park, the Active Older Adult
Program, and the Fourth of July Celebration. Kimberly Kelemen also announced the Ponderosa Skatepark Park Opening and the
Family Resource Groundbreaking will be held on August 131h.
Commissioner Levy questioned the park curfew at Willow Park. Larry Pasco stated the Park Rangers go through the parks and
lock the restrooms around curfew and ask any patrons to leave the park if needed. If patrons re-enter the park after Park Rangers
leave, residents are advised to report any issues that arise after curfew to the Anaheim Police Department.
Vice Chairman questioned further information for the Lego and Longevity Stick classes. Wendy Solorio stated Longevity Stick is
similar to Tai Chi, a slow movement with a stick. This class is free to anyone 18 years and older. Kimberly Kelemen stated the
Lego is a contracted class where various engineering projects are completed with Legos.
B. Recreation and Human Services Park Ranger Report — July — Kimberly Kelemen presented the report and highlighted that over
4,000 patrols were completed, over 98,000 patrons were sighted at our parks, and over 41,000 public contacts were made. Other
highlights included the number of public assists made, and curfew, alcohol, dogs off leash, illegal vendors and skate boarding
violations.
Commissioner Balius questioned the wide variety of patrols made at the parks. Kimberly Kelemen stated between two to five
patrols are made daily at the bigger, more busy parks and at least one patrol per day at all other parks.

Commissioner Balius also questioned if the new camera system installed at Twila Reid Park will change the number of patrols
completed. Kimberly Kelemen stated the number of patrols will stay the same.
C. Parks Capital Project Progress Report — Pamela Galera highlighted the following projects:
• Edison Park — project is under construction. A walking path and outdoor exercise equipment will be installed.
• Olive Hills Dog Park — park opened on August 61h. Staff is very proud of the water conservation efforts made for this project.
• Ponderosa Skate Park — opening was held on August 131h.
• Ponderosa Family Resource Center — groundbreaking ceremony was also held on August 131h
• Schweitzer and Palm Lane Skate Parks — Palm Lane Skate Park opened on August 11 th. Schweitzer Skate Park construction
will begin soon.
Vice Chairman Navarro requested a status on the Anaheim Tennis Center project. Larry Pasco stated the scope of the project has
been scaled back as advised by City Council. Staff is currently reviewing the proposals received and will make a recommendation
to City Council.
D. Senior Citizen Sub -Committee Report — Commissioner Jensen reported the Anaheim Senior Citizens Club has almost 1,000
members. Members pay a $10 membership fee each year and receive a copy of the Courier publication every month. The
Courier publishes activities that club members can participate in. Commissioner Jensen stated any marketing ideas shared with
the club will be taken in consideration.
Commissioner Jensen questioned when the pickle ball courts will be available and also requested any information for biking and
walking excursions for the seniors. Wendy Solorio stated the pickle ball courts will open on September 241h. Pamela Galera stated
there are walking paths at various parks in which members can put together a group and walk the paths. Pamela also stated there
are Class 1 bike paths at Anaheim Coves, along the river in between Lincoln Avenue and Ball Road, and underneath the Southern
California Edison wires in West Anaheim around Maxwell Park.
Commissioner Levy questioned how the club is advertised. Wendy Solorio stated The Courier and the City's Activity Guide publish
ads for the Anaheim Senior Citizens Club membership annually.
Commissioner Levy requested a status on Ball Road Basin. Larry Pasco stated the property is owned by the Orange County
Water District (OCWD). Staff has continued to communicate with OCWD regarding the property.
Commissioner Balius questioned what a Class 1 bike path is. Pamela Galera stated this type of bike path is completely separated
from vehicles. Class 2 bike paths are within the solid white stripe painted on streets.
(FORMATIONAL ITEMS — Commissioner Balius reported that he attended the Ponderosa Skate Park opening.
Larry Pasco stated a new Director for Community Services has been selected. The recommendation will go to City Council for
approval on August 301h
