Public Input: Vice Chair Anthony Al -Jamie explained that members of the public are invited to
address the Anaheim Sister City Commission and will be called upon under Agenda Item
No. VI. Public Comment.
L CALL TO ORDER
The meeting of the Anaheim Sister City Commission (ASCO) was called to order
at 4:10 p.m. by Vice Chair Anthony Al -Jamie on Monday, January 23, 2017 at the
Anaheim City Manager's Office, City Hall, 200 S. Anaheim Blvd., 7th Floor,
Anaheim, California.
IL ELECTION OF COMMISSION CHAIRPERSON
MOTION: Commissioner Lori Dinwiddie offered a Motion, seconded by
Commissioner Jackie Filbeck AND MOTION CARRIED (Vote: 11-0, Absent:
Pepe Avila, Julia Erdkamp, Debbie Juliani and Jeanne Tran) that the Anaheim

Sister City Commission does hereby appoint Debbie Juliani to serve as the Sister
City Commission Chair through June 30, 2017.
III. APPROVAL OF MINUTES
MOTION: Commissioner Anna Piercy offered a Motion, seconded by
Commissioner Brian O'Neal AND MOTION CARRIED (Vote: 9-0, Abstained:
Yanni Guo and Taline Cole; Absent: Pepe Avila, Julia Erdkamp, Debbie Juliani
and Jeanne Tran) that the Anaheim Sister City Commission does hereby approve
the minutes from the ASCC meeting held on November 28, 2016 as presented.
IV. APPROVAL OF TREASURER'S REPORTS
Erin Ryan presented the Treasurer's Report dated January 23, 2017. The report
reflects a credit of $5,000 that was charged in error for the Mito Anniversary
Lunch held in October. The statement shows a current balance of $14,416.07.
MOTION: Commissioner Brian O'Neal offered a Motion, seconded by
Commissioner Anna Piercy AND MOTION CARRIED (Vote: 11-0, Absent:
Pepe Avila, Julia Erdkamp, Debbie Juliani and Jeanne Tran) that the Anaheim
Sister City Commission does hereby approve the Treasurer's Report dated
January 23, 2017.
V. AD HOC SUBCOMMITTEE REVIEW & REPORTS
a. Cultural/Government Exchange Subcommittee
Commissioner Lori Dinwiddie passed around a Christmas card that she
received from one of the students she hosted last year. She also passed
around a memory book that the Mito students prepared from their visit in the
summer of 2016. Furthermore, Commissioner Dinwiddie reported they
received nine applications for the 2017 Outbound Student Exchange. The
students that applied are from Magnolia, Anaheim and Oxford and all of the
applications were submitted online.
Commissioner Dinwiddie also announced that the student meet and greet had
been rescheduled to Feb. 1 at 6 p.m. and the location was to be determined.
The number of applications received was half the number that was received
the year before. The cost remained the same, so the Commission does not
know why there were less applications submitted this year.

After further discussion, the Commission extended the application deadline
to Monday, Jan. 30 to give an opportunity for more students to apply. The
Commission is going to pass the word around to schools and teachers.
b. Marketing/Fundraising Subcommittee
None.
c. Economic Development Subcommittee
Chair Anthony Al -Jamie is going to set up a meeting with the Economic
Development Subcommittee before the next scheduled meeting.
Greg Garcia reported the Anaheim Chamber of Commerce has been working
on providing the Commission a snap shot of the local businesses in order for
the Commission to use that information whenever they look at other future
potential cities. A snap shot of Anaheim's business environment will be a
good resource to have when trying to decide how they can connect our
businesses with those in our existing sister cities or in any potential sister
cities in the future.
VI. PUBLIC COMMENT
David Bracey thanked the commissioners who purchased raffle tickets from Sister
Cities International, SoCal Chapter for the Japan trip. Though the commissioners
did not win, he very much appreciated their support.
David also indicated that Sister Cities International will have its annual Youth
Leadership Summit in July in Virginia Beach. SoCal Sister cities has a
scholarship for sending a youth representative from one of the sister cities in
southern California. This is a 4 -day event with special speakers and they have a
diplomatic simulation moderated by the US Diplomacy Center. The scholarship
covers the fees and the accommodations to attend while the youth will need to
cover the cost of airfare. This may be something that one of the youth
ambassadors may be interested in applying for.
VII. COMMISSIONER COMMENTS
Commissioner Laurie Dinwiddie introduced Kimberly Kelemen from Community
Services. Greg Garcia added that Kim is going to be working closely with the
Sister City Commission as Erin transitions to more of a communications role in
the City Manager's Office.

Commissioner Jackie Filbeck will be putting together gift bags for the students
participating in the inbound student exchange and she would like the Commission
to start thinking of what items they can contribute. She would like 12-15 of each
gift item.
Greg Garcia advised that the City Council is looking at possibly redoing all of the
City's boards and commissions. There are 10 boards and commissions citywide.
Now that the City is in a district system, where council members are elected by
district, the City Council is interested in looking at all the board and commissions
to determine if there should be representation from each district on each board or
commission. A workshop will be held on Jan. 24 outlining all the boards and
commissions and some options for the Council to consider. There is also an item
on the Council agenda where the Council can choose to direct staff to take action
one way or another. It is an unknown at this point, but staff will know more after
the meeting on Jan. 24.
Commissioner Jackie Filbeck stated she read the agenda and it states very clearly
that Council could eventually wipe out all of the commissions. She asked if staff
is going to be there to let Council know that the Sister City Commission has some
major programs in place that they are working on, such as the exchange, and if
they wipe out this particular Commission, there will be some consequences that
could affect the student exchange program.
Greg assured the Commission that it's staff s job to explain that this commission
is a lot different than any other commission. It will be noted that the Sister City
Commission is the largest commission, the only commission without a residency
requirement because of the need to have industry partner involvement and the
existence of permanent seats from the school district.
Erin Ryan will inform the Commission of any action that Council takes on
Jan. 24.
VIII. ADJOURNMENT
There being no further business, the meeting was adjourned at 4:55 p.m. to
Monday, February 27, 2017 at 4:00 p.m. at the Anaheim City Hall, 7th Floor, City
Manager's Office Large Conference Room.
