A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM AUTHORIZING THE ACCEPTANCE OF A
SOUTHERN CALIFORNIA ASSOCIATION OF
GOVERNMENTS (SCAG) SUSTAINABILITY PLANNING
GRANT AWARD, IN THE AMOUNT OF $225,000, TO
PREPARE AN EXISTING CONDITIONS AND
OPPORTUNITIES ANALYSIS FOR THE CENTER CITY
CORRIDORS PLAN; AUTHORIZE THE PLANNING AND
BUILDING DIRECTOR OR HIS DESIGNEE TO EXECUTE
ALL DOCUMENTS REQUIRED TO ACCEPT THE GRANT
FUNDS; AMEND THE BUDGET FOR THE APPROPRIATE
FISCAL YEARS TO REFLECT SAID GRANT AWARD;
AND, DETERMINE THAT THESE ACTIONS ARE EXEMPT
FROM THE CALIFORNIA ENVIRONMENTAL QUALITY
ACT (CEQA) PURSUANT TO GUIDELINE SECTION 15306
WHEREAS, the City of Anaheim has completed many successfully efforts to
revitalize its historic downtown and the adjacent areas, which is commonly referred to
as "CtrCity (Center City) Anaheim"; and
WHEREAS, in order to guide future development in the Center City area in a
comprehensive manner, the City of Anaheim desires to prepare a specific plan, or
Center City Corridors Plan (CCCP), to address development in the Center City area;
and
WHEREAS, The Southern California Association of Governments ("SCAG") has
allocated funds (the "Sustainability Planning Grant Award") for projects that promote the
policies and programs of the 2016-2040 Regional Transportation Plan/ Sustainability
Communities Strategy (the "2016 RTP/SCS"); and
WHEREAS, SCAG has evaluated, ranked and awarded proposals submitted for
Sustainability Planning Grant Award funding and awarded the City of Anaheim grant
funds to be used for the preparation of the CCCP; and
WHEREAS, the Sustainability Planning Grant Award requires a resolution
certifying the approval of the application by the applicant's governing body before
receipt of awards; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Anaheim as follows:
1 . The receipt of the Sustainability Planning Grant Award is hereby approved for the
Center City Corridors Plan.
2. The Planning and Building Director or his designee is hereby authorized to
execute any documents and take any actions necessary for the purpose of
receiving funds from the Sustainability Planning Grant Award.
3. The annual budget of the City of Anaheim shall be amended by increasing the
appropriations and authorized expenditures in such amounts equal to the amount
of the Sustainability Planning Grant Award funds to be received by the City.
4. The receipt of the Sustainability Planning Grant Award is exempt from CEQA
under guideline section 15306, which pertains to information gathering purposes
leading to an action that a public agency has not yet approved, adopted or
funded.
THE FOREGOING RESOLUTION is approved and adopted by the City
Council of the City of Anaheim this 9th day of May , 2017, by the following roll
call vote:
AYES: Mayor Tait and Council Members Vanderbilt, Murray, Barnes,
Moreno, Kring, and Faessel
