California Organics Landfill Diversion
State Laws/ Regulatory Framework

California Leading the Way in Landfill Diversion
Recycling
Rates Flat
since 2009
AB 341 –75% recycling goal and
Mandatory Commercial Recycling
Organic Specific Regulations
AB939 Mandate –50% recycling by 2000
Why Target Organics?
2014 Disposal-Facility Based Characterization of Solid Waste in California –CalRecycle
http://www.calrecycle.ca.gov/Publications/Documents/1546/20151546.pdf
•Statewide Disposal
30.8 million tons/year
•Orange County Disposal
3.6 million tons/year
•Commercial Waste
39% of total
•Residential Waste
47% of total
Food waste is the largest
contributor in the entire
disposed waste stream
California Organics Regulations
AB 1826 – Commercial Organics
SB 605 – Short Lived Climate Pollutants
{Eliminate Organics from Landfills by 2025}

materials NOTE:
ASC will not accept
wastewater sludge.
Feedstock is only food
waste.
Renewable Energy Production
Biogas from Digesters is fed into
combined heat & power (CHP)
engines.
Generates renewable power for ASC
and exports 4 MW to Anaheim
Public Utilities.
Exhaust is treated in Best Available
Control Technology (BACT) per
South Coast AQMD requirements.
Advanced Odor Control Measures
Odor Control Approach
Operational Best Practices
20
Robust Odor Collection Equipment
ASC is engineered so that all airflow goes into
the building. (positive air-flow)
ASC will utilize a 2 stage chemical scrubbers
with 3rd stage activated carbon vessel to
eliminate odors
All air from buildings and process equipment
will be collected via an odor collection system
and processed through the scrubber vessels for
treatment
Operational Best Practices
•Enclosed trucks to transport feedstock to the site.
•Unloading of feedstock done in fully enclosed
building.
•Once Unloaded, Feedstock is processed within piping
or tanks.
•No feedstock is ever exposed to outside atmosphere.
•No feedstock is ever stored –all processed daily.
Additional
operational
protocols
to prevent
emissions:
Food Waste Energy Project -London
•Dagenham, UK (London)
•Municipal Source Separated Organic Waste
•Commissioned in 2014
Potential Public Concerns -ASC
Issue Area Measures/Protocols/Oversight
Air Quality Implementing Best Available Control
Technologies per SCAQMD
Health Project oversight from multiple public
health agencies
Odor Implementing most advanced odor control
technologies and performing all function in
fully enclosed building
Traffic Maximum truck trips less than significant
impact for this industrial zone
Safety
-Fire
-Natural Disasters
Project must meet National Fire Protection
Agency requirements, with Anaheim’s FD
review.
Project must meet seismic design
requirements per California building codes
Our Commitment to the Community
Committed to providing detailed information on the proposed ASC facility
location, layout and environmental safeguards.
Committed to listening to all comments, concerns and suggestions.
Committed to continued active community engagement throughout the
project planning, as well as operations.
