AN ORDINANCE OF THE CITY OF ANAHEIM
ADDING SECTION 1.04.960 (TO ESTABLISH A
SENIOR CITIZEN COMMISSION) AND SECTION
1.04.970 (TO ESTABLISH A YOUTH COMMISSION)
TO TITLE 1 (ADMINISTRATION), CHAPTER 1.04
(OFFICERS AND DEPARTMENTS; BOARDS AND
COMMISSIONS) OF THE ANAHEIM MUNICIPAL
CODE, AND AMENDING SECTION 1.04.391 OF
CHAPTER 1.04 OF TITLE 1 OF THE ANAHEIM
MUNICIPAL CODE TO REFLECT THE NEW
COMMISSIONS
WHEREAS, in 1980, a seven -member Anaheim Senior Citizen Commission was
established by the City Council as an advisory body to make recommendations to the City
Council concerning the needs of senior citizens in the community; and
WHEREAS, in 2010 the City Council voted to dissolve the Senior Citizen Commission
due in part to the lack of interest reflected by the low number of applications submitted for the
Commission, combined with an effort to reduce the overall number of City boards and
commissions; and
WHEREAS, the duties of the Senior Citizen Commission were transferred to the Parks
and Recreation Commission (PRC) through the establishment of a three-member Parks and
Recreation Senior Citizen Advisory subcommittee, which subcommittee served at the pleasure
of the PRC and continued to advise the PRC on programs and services that benefitted senior
citizens until March 21, 2017, when revisions to City Boards and Commissions were adopted;
and
WHEREAS, the City Council has expressed an interest in re-establishing the Senior
Citizen Commission; and
WHEREAS, the City Council has also expressed an interest in establishing a Youth
Commission in Anaheim; and
WHEREAS, the City Council recognizes the importance of the youth residing in
Anaheim and the need to identify the interests and unmet needs of Anaheim's children and youth
though a variety of methods; and
WHEREAS, the addition of the Senior Citizen Commission and Anaheim Youth
Commission requires changes to certain existing provisions of Chapter 1.04 of the Anaheim
Municipal Code.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES
HEREBY ORDAIN AS FOLLOWS:
SECTION 1.
That Section 1.04.391 of Chapter 1.04 of Title I of the Anaheim Municipal Code be
amended to read in full as follows:
"Chapter 1.04 OFFICERS AND DEPARTMENTS; CITY BOARDS AND
COMMISSIONS
.010 Appointment. In order to fulfill the purpose of district -based elections
and correspond in number to the members of the City Council, all City boards and commissions
shall be comprised of seven members with the following exceptions: Library Board and Sister
City Commission, which shall retain their existing membership and method of appointment and
removal, the Housing and Community Development Commission, which shall be governed by
section 1.04.500 of this Chapter, and the Anaheim Youth Commission, which shall be governed
by section 1.04.970 of this Chapter. Commencing with the General Municipal election in 2018,
the Mayor and each City Council member shall directly appoint one member to each seven -
member board and commission. Appointments shall be at the discretion of the appointing
elected official, however for appointments made by council members, priority shall be given to
eligible district residents. All such appointments shall be made at a public meeting.
020 Removal. For those boards and commissions named and established in
Article IX of the City Charter (Planning Commission, Parks and Recreation Commission,
Library Board, and Public Utilities Board), members shall be removed as provided in the City
Charter. All other board and commission members may be removed at the sole discretion of the
elected official who appointed the member or his or her successor, provided however that such
removal must occur at a public meeting.
030. Term of Service. The terms of service of members of boards and commissions
named and established in the City Charter shall be as set forth in the Charter. The terms of
service of members of City boards and commissions for which a term of service is not otherwise
specified in either the City Charter or this Chapter shall run concurrently with the current term of
the elected official who appointed the member. The number of terms of service of a board or
commission member shall be calculated from the date the member was first appointed.
040 Applicability. This section 1.04.391 shall not apply to the Anaheim Resort
Maintenance District Advisory Board, or to appointments or removals of board or commission
members that occur prior to the 2018 General Municipal election. Appointments and removals
that occur between the effective date of this ordinance and the November 2018 General
Municipal election shall be made pursuant to and in accordance with City Council Resolution
Nos. 2017-049 and 2017-097."

SECTION 2.
That new Section 1.04.960 of Chapter 1.04, Title I of the Anaheim Municipal Code be,
and hereby is, added to read as follows:
"1.04.960 SENIOR CITIZEN COMMISSION
.010 Establishment. The Senior Citizen Commission is hereby established
pursuant to Section 900 of the Charter of the City of Anaheim.
.020 Composition. The Senior Citizen Commission shall consist of seven (7)
members.
.030 Qualifications. Each member of the Commission shall be sixty (60) years
of age or older, a resident of the City of Anaheim at the time of appointment and during the
entire tenure of service on the Commission, and shall not hold any paid office or employment in
the City government.
.040 Term of Office. Each member of the Commission shall serve a term that
runs concurrently with the current term of the elected official who appointed the member and
until his or her successor is appointed and qualified.
.050 Unscheduled Vacancies. Any vacancy occurring before the expiration
of the term of a Commission member shall be filled by appointment for the remainder of such
term. The vacancy shall be filled by the affirmative vote of the elected official who appointed the
member at a public meeting.
060 Organization, Meetings and Procedures.
.0601 The Commission shall elect one of its members as a chairperson on an
annual basis, which chairperson shall preside at meetings of the Commission and shall serve at
the pleasure of the Commission. The Commission shall also elect one of its members as a vice -
chairperson on an annual basis, which vice -chairperson shall preside at meetings from which the
chairperson is absent.
.0602 The Commission shall meet regularly at least six times each year and
shall hold such other meetings as from time to time shall be called in the manner and form
required by law. Meetings shall be conducted in accordance with Section 904 of the Anaheim
City Charter. Regular meeting dates and times shall be established by the Commission. A
majority of the total number of members of the Commission then in office shall constitute a
quorum.
.0603 The meetings and procedures of the Commission shall be subject to and
governed by the resolutions and ordinances of the City Council establishing rules and regulations
for City boards and commissions.

.070 Powers and Duties. The Senior Citizen Commission shall act in an
advisory capacity and shall have the power and duty to:
.0701 Advise the City Council as to the needs of the senior citizens
within the community and make recommendations to the City Council of possible City or
community projects that would directly affect Anaheim senior citizens;
.0702 Meet at least six times per year to act on matters referred to it by the
City Council and receive input regarding senior citizen needs and projects that would assist in
meeting those needs; and
.0703 Perform such additional functions as may be delegated or required by the
City Council from time to time.
.080 No Compensation. Members of the Commission shall serve without
compensation."
SECTION 3.
That new Section 1.04.970 of Chapter 1.04, Title I of the Anaheim Municipal Code be,
and hereby is, added to read as follows:
"1.04.970 ANAHEIM YOUTH COMMISSION
.010 Establishment. The Anaheim Youth Commission is hereby established
pursuant to Section 900 of the Charter of the City of Anaheim.
.020 Composition. The Anaheim Youth Commission shall consist of twenty-one
(21) members appointed by the City Council. Appointments shall be made from each of the
following age ranges: 14-17, 18-21 and 22-26. There shall be a minimum of three (3)
Commission members from each age range.
.030 Appointment. Commencing with the General Municipal election in
November 2018, the Mayor and each City Council member shall directly appoint three (3)
members to the Youth Commission.
.040 Qualifications. Each member of the Commission shall be between the
ages of 14 and 26, be a resident of the City of Anaheim at the time of appointment and during the
entire tenure of service on the Commission, and shall not hold any paid office or employment in
the City government. Members who are high school students must have and maintain a grade
point average of 2.0 or higher. All prospective members of the Commission under the age of
eighteen (18) shall provide, as part of their application materials, written proof of parental or
guardian permission to qualify for appointment.
.050 Term of Office. Each member of the Commission shall serve a ten (10)
month term beginning on September 1st of one year and ending on June 30' of the following
year, coinciding with the school year.

.060 Unscheduled Vacancies. Any vacancy occurring before the expiration

term. The vacancy shall be filled by the affirmative vote of the elected official who appointed the
member at a public meeting.

during the months of September through June and shall hold such other meetings as from time to
time shall be called in the manner and form required by law. Meetings shall be conducted in
accordance with Section 904 of the Anaheim City Charter. Regular meeting dates and times shall
be established by the Commission. A majority of the total number of members of the
Commission then in office shall constitute a quorum.
.0703 The meetings and procedures of the Commission shall be subject to and
governed by the resolutions and ordinances of the City Council establishing rules and regulations
for City boards and commissions.
.080 Powers and Duties. The Youth Commission shall act in an advisory
capacity and shall have the power and duty to:
.0801 Advise the City Council on the needs, assessments, priorities, and interests
of the children and youth of Anaheim;
.0802 On an annual basis, provide the City Council with recommendations on:
(i) events, programs, policies initiatives and projects that would further the goals of the
Commission and/or the interests of the children and youth of Anaheim; and (ii) actively promote
and participate in youth -related programs and events and provide policy priorities for youth -
related initiatives to guide the City's annual budget process; and
.0803 Perform such additional functions as may be delegated or required by the
City Council from time to time.
.090 No Compensation. Members of the Anaheim Youth Commission shall serve
without compensation."
SECTION 4. SEVERABILITY.
The City Council of the City of Anaheim hereby declares that should any section,
paragraph, sentence, phrase, term or word of this ordinance be declared for any reason to be

invalid, it is the intent of the City Council that it would have adopted all other portions of this
ordinance independent of the elimination of any such portion as may be declared invalid. If any
section, subdivision, paragraph, sentence, clause or phrase of this Ordinance is for any reason held
to be invalid or unconstitutional, such decision shall not affect the validity of the remaining
portions of this Ordinance. The City Council hereby declares that it would have passed this
Ordinance, and each section, subdivision, paragraph, sentence, clause and phrase thereof,
irrespective of the fact that any one (or more) section, subdivision, paragraph, sentence, clause or
phrase had been declared invalid or unconstitutional.
SECTION 5. CERTIFICATION
The City Clerk shall certify to the passage of this ordinance and shall cause the same to be
printed once within fifteen (15) days after its adoption in the Anaheim Bulletin, a newspaper of
general circulation, published and circulated in the City of Anaheim.
SECTION 6. EFFECTIVE DATE
This ordinance shall take effect and be in full force thirty (30) days from and after its final
passage.
