Library 2017/06/12ANAHEIM PUBLIC LIBRARY BOARD MEETING MM TTFS, MEETING LOCATION DATE/TIME Canyon Hills Library June 12, 2017 400 Scout Trail 5:00 p.m. Anaheim, CA 92807 CALL TO ORDER — The agenda having been posted at 11:00 a.m. on June 6, 2017, the regular meeting of the Anaheim Public Library Board of Trustees was called to order by Chair Laviguer at 5:12 p.m. PRESENT: Rose Chen, David Laviguer, Claudia Perez -Figueroa, Stan Oftelie ABSENT: John Leos STAFF: Audrey Lujan, City Librarian, Jennifer Foxx, PT Senior Secretary, Cynthia Hicks, Supervising Librarian, Donald Hilliard, Jr., Library Technology Systems Administrator GUESTS: Kris Lasher, Friends of the Canyon Hills Library, Ginny Gardner, Anaheim Public Library Foundation L INTRODUCTION OF VISITORS AND COMMUNICATION FROM OTHERS: A. FRIENDS OF THE ANAHEIM PUBLIC LIBRARY REPORT: The Friends are donating cardboard boxes and old white shirts for children's projects at Central. They have two requests for $1,000 each for the green area behind the Children's Room at Central and for the Big Read, Into the Beautiful North. Donations from the Book Nook remain positive. In March, the Friends book sales returned to Sunkist Library. Donations are welcome to the Book Nook -- paperback books, children's books, and magazines are especially popular. B. FRIENDS OF THE CANYON HILLS LIBRARY REPORT: FOCAL chose the name RUSHING TO READ for their Book Corner, in memory of Larry Rushing. Signage is presently being developed. Larry was instrumental during the past eight years in expanding the quantity and management of donated books and other items for sale. In addition to the book corner which houses shelves of books, they have added items for sale in glass cases. Three FOCAL officers research current value of higher -end donations, price accordingly, and sell in the glass cases. Sales of vintage book donations have recently been profitable. FOCAL is looking forward to an array of special presentations and activities at Canyon Hills Library over the upcoming summer months. C. ANAHEIM PUBLIC LIBRARY FOUNDATION REPORT: Ginny shared that the Foundation is planning their 2018 Mystery Authors Luncheon. They are very excited about their partnership with H&R Block which donated a portion of their tax preparation fees to those who brought in a flyer. Ginny thanked Donald Hilliard Jr., for his assistance with their website. D. UNSCHEDULED ORAL COMMUNICATION: None. E. WRITTEN COMMUNICATION FROM OTHERS: Audrey shared a thank you note to Bookmobile Staff from Centralia Elementary School. IL APPROVAL OF MINUTES OF THE MAY 8, 2017. The minutes were approved as presented. III. UNFINISHED BUSINESS: None. A. WELCOME BACK LETTER RESULTS: Donald Hilliard, Jr. presented the results of the Welcome Back Letter that was sent to patrons who had not used their Anaheim Public Library card in the past two years to encourage them to come back to the library. Anaheim Public Library Board Meeting June 12, 2017 Page 2 B. MEMORIAL TREE AT HASKETT FOR FORMER LIBRARY BOARD MEMBER KENNETH SHIMOGAWA: David shared information on the process of planting the tree. The Board agreed to fund the memorial fee personally. David will bring additional information to the July meeting. C. RECOGNITION OF OUTGOING LIBRARY BOARD MEMBERS D.R. HEYWOOD AND LINDA ESPING: The Board will have a reception on July 11, 2017, at 4:00 p.m., just prior to the July meeting to present a certificate and gift to the outgoing Board Members. IV. NEW BUSINESS: NONE. V. INFORMATION A. CITY LIBRARIAN'S REPORT: • Cynthia updated the Board on the progress of Project ACES with the Orange Unified and Placentia- Yorba Linda Unified School Districts. • Audrey shared that due to Project ACES all 31,000 students in the Anaheim Union High School District have library cards. Fines/fees were removed to allow access to online services and additional marketing will be done. • An MOU is still being developed with the Anaheim Elementary School District for the use of Project ACES and ensure online resource vendors are in compliance with AB 1584. • The East Anaheim Library is having a 10th Anniversary Summer Reading Kickoff & Carnival on Saturday, June 17th. • Audrey shared that Founders' Park capital project funding is provided by Community Development Block Grant (CDBG) funds. • The Central Children's Green Space is also being funded by CDBG funds. The space will be used for programming for children, teens, adults, etc. • Planning continues for the National Endowment of the Arts Big Read Celebration. This will be a month long celebration of Into the Beautiful North, by Luis Alberto Urrea that will take place during Hispanic Heritage Month. B. BUDGET: Audrey attended the previous district budget meetings. The budget will go to the City Council for approval on June 20, 2017. C. PUBLICITY: None. D. LEGISLATIVE UPDATE: None. VI. ACTIVITY REPORTS A. STATISTICS: Stan noted that the number of programs has increased, yet patron count continues to drop slightly. Audrey noted that in part is due to a smaller collection and a national trend in libraries. She referred to a report that staff developed for the Library Board regarding declining patron count that was sent to the Library Board on May 26, 2017. B. ACTIVITY REPORTS: Audrey thanked the Friends of the Anaheim Public Library, Friends of Canyon Hills Library, and the Anaheim Public Library Foundation for funding the Summer Reading Program activities. VII. MONTHLY RECOGNITION OF SUPPORT/CERTIFICATE BY BOARD MEMBERS: The Board recognized outgoing Library Board Members D.R. Heywood and Linda Esping. Anaheim Public Library Board Meeting June 12, 2017 Page 3 VIII. BOARD ITEMS MEMBER ROSE CHEN: Will be unable to attend the July Board Meeting. MEMBER: CLAUDIA PEREZ-FIGUEROA: Suggested School Board Members be notified of Library Programs. VICE CHAIR, STAN OFTELIE: Requested to have the Anaheim Public Library Report to City Council on the condition of the libraries for Fiscal Year 2016/17 per the ARTICLE IX. APPOINTIVE BOARDS AND COMMISSIONS, Section 908 on the July agenda. He would also like to have Charter Review for the section on Boards and Commissions, specifically the duties of the Library Board per City Charter on future agendas to ensure the Board is completing all of the duties listed in the Charter. CHAIR DAVID LAVIGUER: Requested apresentation on the Central Green Space for the new Board Members at a future meeting. He would also like to have training by the City Clerk's Office regarding the Brown Act and Roberts' Rules of Order. IX. MISCELLANEOUS A. NEXT MEETING: The next meeting will be July 10, 2017 at Central Library. B. ADJOURNMENT: Chair Laviguer adjourned the meeting at 6:58 p.m.
