A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM
DIRECTING THE PUBLIC WORKS DEPARTMENT TO MAINTAIN MAPS
DEPICTING AREAS OF INSUFFICIENT INFRASTRUCTURE AS PART OF
THE CITY'S MASTER PLAN OF SANITARY SEWERS
WHEREAS, on May 10, 2005, the City Council approved Resolution No. 2005-83
adopting the "Combined West Anaheim Area Master Plan of Sanitary Sewers, Second Revision,
March 2005" ("West Anaheim Master Plan"); and
WHEREAS, on January 10, 2006, the City Council approved Resolution No. 2006-004
adopting the "Combined East Anaheim Area Master Plan of Sanitary Sewers December 2005"
("East Anaheim Master Plan"); and
WHEREAS, on December 12, 2006, the City Council approved Resolution No. 2006-255
adopting the "Combined Central Anaheim Area Master Plan on Sanitary Sewers" (the "Central
Anaheim Master Plan"); and
WHEREAS, collectively, the West Anaheim Master Plan, East Anaheim Master Plan and
the Central Anaheim Master Plan constitute the City's Master Plan for Sanitary Sewers ("Master
Plan"); and
WHEREAS, the Master Plan adopted by City Council provides long- and short-range
plans for the City's sewer system to handle existing and future capacities expected to be
generated by the land uses permitted by the City's General Plan; and
WHEREAS, the Master Plan is updated periodically as needed to reflect the needs of the
City for expansion and capital improvements of its sanitary sewer system and may be amended
to account for growth and shifting populations patterns; and
WHEREAS, the Department of Public Works regularly maintains maps substantiating the
capacity of the sanitary sewer system in relation to development and capital improvement
projects that have been implemented in the time period between adoption of the Master Plan and
any amendments thereto; and
WHEREAS, State law includes specific provisions requiring the City of Anaheim to
facilitate the development of Accessory Dwelling Units (ADUs) as a form of affordable housing.
However, State law allows the City to prohibit ADUs in areas that the City has identified as areas
with insufficient sewer infrastructure where accessory dwelling units may result in impacts to the
public health and safety; and
WHEREAS, it is the intent of City Council that the Master Plan and the maps maintained
by the Public Works Department identify areas within the City of Anaheim with insufficient
sewer infrastructure.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim as
follows:
The Director of Public Works, or his or her designee, shall maintain maps
depicting the areas of insufficient infrastructure as part of the Master Plan and
shall update those maps on a regular basis to reflect current conditions in order to
maintain an updated Master Plan that is reflective of current conditions.

Anaheim this 29th day of August , 2017, by the following roll call vote:
