RES-2017-128RESOLUTION NO. 2017- 128 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM AUTHORIZING PERSONS HOLDING CERTAIN DESIGNATED POSITIONS TO EXECUTE EMERGENCY MANAGEMENT AND HOMELAND SECURITY GRANT DOCUMENTS FOR AND ON BEHALF OF THE CITY OF ANAHEIM FOR THE PURPOSE OF OBTAINING CERTAIN FEDERAL FINANCIAL ASSISTANCE AND/OR STATE FINANCIAL ASSISTANCE AND RESCINDING RESOLUTION NO. 2014-181. WHEREAS, the City of Anaheim (the "City") regularly applies for Emergency Management and Department of Homeland Security Grants (hereinafter collectively referred to as "Eligible Grants") from the Federal Department of Homeland Security, Federal Emergency Management Agency ("FEMA"), which are administered by the State of California Governor's Office of Emergency Services ("Cal OES"), including but not limited to the Emergency Management Performance Grant (EMPG), Urban Area Security Initiative (UASI) and State Homeland Security Grant Program (SHSGP) grants; and WHEREAS, as part of such applications for Eligible Grants, Cal OES requires that the City submit written authorization from the City Council providing specific standard assurances that the City Council, on behalf of the City, agrees (a) to provide all matching funds required for the project specified in the grant application and that any cash match will be appropriated as required, (b) that any liability arising out of the performance of the grant agreement shall be the responsibility of the City, (c) that the grant funds shall not be used to supplant expenditures controlled by the City Council, and (d) that the City official executing the grant agreement is authorized to do so (collectively, the "Standard Grant Assurances"); and WHEREAS, the City Council of the City of Anaheim ("City Council") has previously designated and authorized certain officials, named below, as the City of Anaheim's ("City") agents for purposes of applying and obtaining said Eligible Grants, executing grant agreements and other required documents, and taking any actions necessary to implement such grant agreements and other required documents: City Manager Assistant City Manager Fire Chief Chief of Police WHEREAS, the City of Anaheim desires to rescind Resolution No. 2014-181 and adopt this revised Resolution to replace it. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ANAHEIM AS FOLLOWS: 1. Resolution No. 2014-181 is hereby rescinded. 2. The following City officials are the City's agents for purposes of applying and obtaining Eligible Grants, executing grant agreements and other required documents, and taking any actions necessary to implement such grant agreements and other required documents: City Manager, Assistant City Manager, Fire Chief, and Chief of Police. 3. This is a universal resolution and is effective for all open and future disasters and grants up to five (5) years following the date of approval as set forth below.
