CALL TO ORDER: The Community Services Board meeting was called to order at 5:37 p.m. by Chair
Cudd.
2. PLEDGE OF ALLEGIANCE: Chair Cudd led the Board in reciting the Pledge of Allegiance.
3. INTRODUCTION OF VISITORS & PUBLIC COMMUNICATION:

5. APPROVAL OF THE MINUTES: Vice Chair Murphy made a motion to approve the March 9, 2017
meeting minutes; Board Member Barnett seconded the motion; the motion passed with eight (8) ayes and two
(2) abstentions by Board Member Beas and Board Member Zlaket.
6. NEW BUSINESS:
A. CSB Site Visit Schedule: Board Member Zlaket completed a site visit with Access California Services on
February 27'. The program started in 1998 and began as a telephone service. The organization has grown
and now operates out of a 12,500 square foot facility. The organization services over 800 clients on a
weekly basis and services include counseling, employment services, licensing, health care enrollment,
citizenship certification, income tax preparation, and more. Board Member Zlaket reported that she was
able to meet with case managers and observe the services they were providing.
7. UNFINISHED BUSINESS:
A. FY 2017/2018 CDBG Public Service Funding Process
Joe Perez reported there may be a potential delay of 2-3 months in the release of funding from the federal
government. The timeline will be adjusted as needed as the fiscal year budget will not be released on time.
There is a $6 billion reduction in Health and Human Services Department which may wipeout CDBG
funding. Staff is currently in a holding pattern and will await the disbursement to the City. Discussion will
be forwarded to the new members of the Community Services Board. The delay of the FY 2017/18 funding
will also delay the FY 2018/19 funding process. Joe Perez will contact the organizations who applied for
funding in early May with any updated information.

INFORMATIONAL ITEMS: Joe Perez reported the new board members will be appointed at the April 25'
City Council meeting. The new members will be notified and the Community Services Board will resume on
the normal scheduled meeting date.
Joe Perez reported the WAND BBQ will be on May 13t' at 10:00 a.m. at Twila Reid Park.
Joe Perez reported the 3' Annual Community Information and Resource Fair is on April 22nd in the green grass
open space between the Downtown Anaheim Community Center and the Downtown Anaheim Youth Center.
There will be over 50 non-profit organizations represented, crafts for kids and a variety of activities for
everyone.
Joe Perez thanked the board members for their service to the Community Services Board.
