COMMISSIONERS PRESENT: Chairman Manes and Commissioners Anderson, Jensen, Farrow, and Balius
COMMISSIONERS ABSENT: Vice Chairman Navarro and Commissioner Levy
STAFF PRESENT: Brent Dennis, Community Services Director, Larry Pasco — Deputy Community Services Director,

CALL TO ORDER — Chairman Manes called the meeting to order at 5:38 p.m.
PLEDGE OF ALLEGIANCE — Chairman Manes led the Pledge of Allegiance.
INTRODUCTION OF VISITORS AND COMMUNICATION FROM OTHERS
A. Written Communication — None.
B. Unscheduled Oral Communication from the Public — Brent Dennis reported the new Boards and Commissions members
will be announced at the April 251h City Council meeting. The Commissioners were thanked for their service and
presented a token of appreciation from the City of Anaheim. The City Clerk will be contacting the current Boards and
Commissions with updated information now that the new City Ordinance that passed at the March 21 sc City Council
meeting. Commissioners were invited to provide input to staff regarding their experience as a Commissioner.
APPROVAL OF THE MINUTES — Chairman Manes presented the February 22, 2017 Minutes to the Commissioners for
changes or corrections. Commissioner Balius requested to replace the word "ballfield" with "infield" on page 2, last paragraph
in section "C. Parks Capital Project Progress Report"; sentence will read "Commissioner Balius also stated the grass is
overgrown on the infield and needs to be cut at Twila Reid Park". Commissioner Jensen made a motion to accept the
minutes, seconded by Commissioner Balius as amended. There being no further additions or corrections, Chairman Manes
accepted the Minutes.
REPORTS
A. Parks Activity Report — January/February — Larry Pasco presented the report and highlighted the three Class A baseball
fields that will host the baseball season beginning in March (Brookhurst Park, Boysen Park and La Palma Park), the
painting of the airplane at Boysen Park, new "Let Us Know" signs that will be installed in parks, the KaBOOM! playground
build at Imperial Park, the replacement of doors on a storage room at Ponderosa Park, the Day of Healing and Service
held at Palm Lane Park on February 251h, and storm damage that occurred at various parks.
Commissioner Balius questioned if the gate handles have been replaced at La Palma Dog Park. The broken hardware
can be a safety concern and a dog may be able to get out of the dog park area. Larry Pasco stated the warranty for the
hardware is expired and staff is looking into replacing the hardware with a different type of handle.
Commissioner Balius stated turf was damaged at Twila Reid Park by a large truck that drove over the turf when delivering
wood chips and questioned if any type of wood is placed on turf to avoid turf damage. Larry Pasco stated that staff tries
to prevent any damage to park turf by aggressively working with all park users and other City departments.
Commissioner Balius questioned if the contractor fixed park damage that was due to the installation of the cameras at
Twila Reid Park and Maxwell Park. Larry Pasco will insure that the damage will be repaired.
Commissioner Farrow questioned who should be notified of any park damages. Larry Pasco stated a park patron call the
Parks office to report any damages. Chairman Manes stated patrons can report any issues to 311 or Anaheim Anytime.
Commissioner Balius requested a status on the camera installation at Twila Reid and Maxwell parks. Larry Pasco stated
that both projects are not complete at this time.

B. Park Ranger Patrol Statistics Report — February — Sjany Larson -Cash presented the report and highlighted the number of
patrols, patrons, and public contacts made. There has been slight decrease from January's report. Staff has
encountered various situations in February that include sightings of patrons using marijuana at the Downtown Anaheim
Community Center exercise equipment, vehicles leaving tracks (driving donuts) on the ballfields at Ronald Reagan Park,
teenagers were caught climbing and jumping off the picnic shelters at Twila Reid Park, an abandoned golf cart near the
Train Depot which turned out to be a stolen vehicle, uptick in the number of syringes being found, Park Ranger assisted
with a park patron that was unconscious at Walnut Grove Park after falling over, and tagging of personal belongings left
for a long period of time in parks.
C. Parks Capital Project Progress Report — Pamela Galera reported that the City received an award at the California Parks
and Recreation Society (CPRS) Conference for the Excellence in Design of the Miraloma Park and Family Resource
Center. Pamela Galera also reported there will be a meeting with State Parks to receive input towards a statewide
Master Plan. Pamela Galera presented the report and answered questions on following projects:
• Anaheim Coves Northern Extension — a community meeting will be held on April 22nd. There will be a trail walk to
celebrate Earth Day.
• Bicycle Master Plan — staff took the Master Plan to the Planning Commission for approval. Staff was asked to
provide additional information to the Master Plan regarding security.
• Brookhurst Community Center — lobby area currently under construction.
• Founders' Park — project will have to be re -bid.
• Julianna Park—a community meeting was held on 3/9.
• La Palma Park — staff had an interview with the State regarding potential grant funding.
• Pioneer Park — construction continues.
• Ponderosa Park and Family Resource Center — construction continues.
Commissioner Balius questioned if staff already has an idea of the new Master Plan for Julianna Park. Pamela Galera
stated input received from the community will determine the new Master Plan.
D. Senior Citizen Sub -Committee Report — None.
INFORMATIONAL ITEMS — Wendy Solorio shared information for the 3rd Annual Anaheim Community Information and
Resource Fair on April 22°don the grass area between the Downtown Anaheim Community Center and the Downtown
Anaheim Youth Center.
Brent Dennis reported Access California Services will be hosting a Resource Fair at Brookhurst Park on March 251h. The City
will have a tree planting on May 1 s'.
Chairman Manes stated the Children's Fair will be on May 201h at Pearson Park. The article in the Anaheim Magazine
featuring City parks was shared.
Commissioner Balius stated he requested information online on the Recreation website in the middle of the night and was
impressed that staff made contact with him the next morning. Commissioner Balius stated cancelled classes are still showing
online and Sjany Larson -Cash responded that she would will look into it. Commissioner Balius questioned if facilities can be
reserved online. Sjany Larson -Cash stated that facility reservations are taken over the phone or in person to work through the
various options and scheduling challenges. Commissioner Balius questioned if fees are posted online and Sjany Larson -Cash
stated fees are posted on the Community Services page on the City website. Commissioner Balius also questioned if schools
need to pay fees when reserving the field at La Palma Park and Sjany Larson -Cash stated that the City has a Joint Use
Agreement with the Anaheim Union High School District and most of their uses are covered for free under the Agreement.
Sjany Larson -Cash shared information for the annual Youth in Government Day event on April 261h
