CALL TO ORDER — The agenda having been posted on July 3, 2017, the regular meeting of the Anaheim Public
Library Board of Trustees was called to order by Chair Laviguer at 5:05 p.m.

L INTRODUCTION OF VISITORS AND COMMUNICATION FROM OTHERS:
A. ADMINISTER OATH TO LIBRARY BOARD MEMBERS: The Oath or Affirmation of Allegiance for
Public Office and Employees was administered to David Laviguer and Stan Oftelie.
B. FRIENDS OF THE ANAHEIM PUBLIC LIBRARY REPORT: The next multi -media book sale will be
Saturday, August 5, 2017 in the foyer of Central Library. Lori Shensky designed a colorful poster to
advertise it. The staff at Central put together a delightful booklet to show where Friends' allocations are
used and will display it when they attend community events. The Book Nooks continue to bring in 51,000
a month.
C. FRIENDS OF THE CANYON HILLS LIBRARY REPORT: The Canyon Hills Library will host young
readers, their favorite stuffed animals, and their family members at Teddy Bear Picnic on Saturday July
15th. This annual event is a fun -filled morning and enhances the summer reading program participation.
FOCAL's book corner features recently published materials and vintage and collectible older titles are sold
separately in the glass cases. Their Big Beautiful Book Sale will be held July 31 -August 5t'' in the Canyon
Hills Library MPR. On August 5t'', books will be sold for $2.00 a bag.
D. ANAHEIM PUBLIC LIBRARY FOUNDATION REPORT: The Foundation is holding their annual
membership drive. Foundation membership dues support Anaheim Public Library's Bookmobile, eBook
collection, teen and adult programming as well as many other library programs.
E. UNSCHEDULED ORAL COMMUNICATION: None.
F.WRITTEN COMMUNICATION FROM OTHERS: Audrey shared a thank you card from the children who
participate in Tiny Tots. Euclid Library hosted the Tiny Tots Program while Brookhurst Community
Center was closed.
IL APPROVAL OF MINUTES OF THE JUNE 12, 2017. The minutes were approved as presented.
III. UNFINISHED BUSINESS:
A. MEMORIAL TREE AT HASKETT FOR FORMER LIBRARY BOARD MEMBER KENNETH
SHIMOGAWA: Additional information is needed. Postponed to the August meeting.

IV. NEW BUSINESS:
A. SUMMER READING PROGRAM PRESENTATION: Nissa Perez -Montoya presented information on this
year's Summer Reading Program.
B. ANAHEIM PUBLIC LIBRARY REPORT TO CITY COUNCIL ON THE CONDITION OF THE
LIBRARIES FOR FISCAL 2016/17 PER ARTICLE IX. APPOINTIVE BOARDS AND COMISSIONS,
SECTION 908: MOTION: Approve the letter as written JL, motion failed due to lack of a second.
A discussion was held on recommended edits. MOTION: Amend the letter to reflect points of
discussion and a revised draft be presented to the Board at the August Library Board Meeting. MS
JL/CPF 4 ayes.
C. ELECTION OF CHAIR: MOTION: That the Library Board nominate and elect David Laviguer as
Chair of the Library Board to a term ending June 30, 2018. M/S: CPF/JL 4ayes
D. ELECTION OF VICE CHAIR: MOTION: That the Library Board nominate and elect Stan Oftelie as
Vice Chair of the Library Board to a term ending June 30, 2018. M/S: CPF/JL 4ayes
E. SCHEDULING OF BROWN ACT TRAINING: Staff will attempt to schedule the training on October 9,
2017.
V. INFORMATION
A. CITY LIBRARIAN'S REPORT:
• Audrey updated the Board on the Heritage Services and the Central Green Space capital projects.
• Grants are being pursued to fund a replacement Bookmobile.
• Staff is developing a partnership with Community and Economic Development/Housing Authority to
provide library services targeted to children in low income housing complexes.
• The Library is collaborating with the Orange County Probation office to provide library services to at -
risk youth groups that are doing community service a few Saturdays a month. The kick-off will be
July 28, 2017.
• A presentation on The Big Read Into the Beautiful North will be made at the August Library Board
Meeting.
• The Memorandum of Understanding for Project Aces has been signed by the Anaheim Elementary
School District Board and is going to the City Attorney's Office for final approval by the City of
Anaheim.
B. BUDGET: The City Council approved the budget on June 20, 2017.
C. PUBLICITY: Audrey shared the Utility bill insert advertising Anaheim Library programs and the
Anaheim Magazine where Heritage Services is featured.
D. LEGISLATIVE UPDATE: None.
VI. ACTIVITY REPORTS
A. STATISTICS: Stan noted a correction on the Key Performance Indicator report. He also noted circulation
has decreased.

VII. MONTHLY RECOGNITION OF SUPPORT/CERTIFICATE BY BOARD MEMBERS: None.
VIII. BOARD ITEMS
MEMBER CLAUDIA PEREZ-FIGUEROA: Enjoys attending the meetings and learns a lot each time. She
echoes Stan's concern about the decrease in numbers but understands there are also reasons behind the decline
such as a decrease in school enrollment, etc. She suggested inviting school board members to attend the
meetings to make them aware of the services the library offers.
MEMBER JOHN LEOS — None.
VICE CHAIR, STAN OFTELIE: Requested to have information on the last library card purge for inactive
patrons.
CHAIR DAVID LAVIGUER: Requested a presentation at a future Board Meeting on the evacuation plans
completed for all library facilities and emergency training that has been completed.
IX. MISCELLANEOUS
A. NEXT MEETING: The next meeting will be August 14, 2017 at the East Anaheim Branch Library.
B. ADJOURNMENT: Chair Laviguer adjourned the meeting at 6:47 p.m.
