Public Input: Chair Debbie Julian explained that members of the public are invited to address
the Anaheim Sister City Commission and will be called upon under Agenda Item No. IX. Public
Comment.
L CALL TO ORDER
The meeting of the Anaheim Sister City Commission (ASCO) was called to order
at 4:10 p.m. by Chair Debbie Julian on Monday, August 22, 2016 at the Anaheim
City Manager's Office, City Hall, 200 S. Anaheim Blvd., 7th Floor, Anaheim,
California.
IL OATH OF OFFICE
Erin Ryan administered the Oath of Office to the newest members of the Sister
City Commission, Paul Anderson, Julia Erdkamp and Jerry O'Keefe who were
appointed by the City Council on July 26, 2016 with term expiring on June 30,
2019.

III. ELECTION OF OFFICERS
This item was continued to the September 26, 2016 ASCC meeting in order for
the entire Commission to be present.
IV. APPROVAL OF MINUTES
a. June 27, 2016 ASCC Meeting Minutes
MOTION: Commissioner Lori Dinwiddie offered a Motion, seconded by
Commissioner Matt Hicks AND MOTION CARRIED (Vote: 6 -0;
Abstained: Paul Anderson, Julia Erdkamp, Jerry O'Keefe, Brian O'Neal and
Jeanne Tran; Absent: Pepe Avila, Anthony Al -Jamie, Jackie Filbeck and Anna
Piercy) that the Anaheim Sister City Commission does hereby approve the
minutes from the ASCC meeting held on June 27, 2016 as presented.
b. July 18, 2016 ASCC Meeting Minutes
MOTION: Commissioner Brian O'Neal offered a Motion, seconded by
Commissioner Mark Lopez AND MOTION CARRIED (Vote: 5 -0;
Abstained: Paul Anderson, Taline Cole, Julia Erdkamp, Debbie Julian,
Jerry O'Keefe and Jeanne Tran; Absent: Pepe Avila, Anthony Al -Jamie,
Jackie Filbeck and Anna Piercy) that the Anaheim Sister City Commission
does hereby approve the minutes from the ASCC meeting held on July 18,
2016 as presented.
V. APPROVAL OF TREASURER'S REPORTS
Treasurer Jeanne Tran distributed a copy of the Treasurer's Report dated
August 22, 2016 and indicated the balance of the Sister City account is
$15,466.46. She further indicated that there are a couple pending items that had
not yet hit the account including some reimbursements and also noted that the
wire transfer has not yet posted to the account.
MOTION: Commissioner Brian O'Neal offered a Motion, seconded by
Commissioner Mark Lopez AND MOTION CARRIED (Vote: 10-0; Absent:
Pepe Avila, Anthony Al -Jamie, Jackie Filbeck, Anna Piercy and one vacant seat)

VI. REAPPOINT AD HOC SUBCOMITTEES
Commissioner Jeanne Tran recommended that as part of the discussion of the
reappointment of Ad Hoc Subcommittees for the next meeting, that the
Commission consider an Inbound Sub Committee and an Outbound Sub
Committee for next year.
This item was continued to the Sept. 26 ASCC meeting in order for the entire
Commission to be present.
VII. AD HOC SUBCOMMITTEE REVIEW & REPORTS
a. Cultural/Government Exchange Subcommittee
Lori Dinwiddie gave a full report on the 2016 Mito Inbound Student
Exchange noting that this year's program was a great success. The welcome
event went very well and the families interacted well with the kids from the
very beginning. Some of the highlights of their stay were lunch at In -n -Out
and at the Packing House, meeting with Mayor Pro Tem Lucille Kring,
visiting the Orange County Fair, shopping at Downtown Disney, a beach
party, a flower arrangement class and a full day at Disneyland.
Chair Julian thanked everyone involved for all their hard work. She also
suggested a meeting with the Cultural and Heritage Ad Hoc Sub Committee
to discuss best practices and what they need to do differently for next year.
A discussion took place about setting age limits for the students that
participate in the Inbound Student Exchange and possibly setting it at a
minimum of 15 years old.
Commissioner Jeanne Tran gave a full report on the Outbound Student
Exchange. She indicated it was great. They were hesitant when they got the
schedule because it included touring a lot of schools, but it was actually
really interesting visiting the schools and seeing everything that is done
differently. She thinks there are definitely opportunities for the Commission
to provide Mito good feedback in terms of cutting back some of the schools
or reducing time at some of them. Tokyo was a great city to visit, but the
group didn't have enough time to walk around very much or explore the city.
She does not think the planning group realized how much the students are
consumers by nature, so every store the kids wanted to stop at they were only
given 5 minutes to shop. It seemed that everywhere they went they wanted

to go to the gift shop and that was not built into the agenda. Visiting a
Garden could be a good alternative that can be offered if Tokyo is not an
option next year.
It was very eye opening to see the level of dedication and commitment that
Mito has towards the Sister City relationship with Anaheim. There is a
bridge, a really large monument, a plaza and they have an entire wing of their
building dedicated just to Anaheim with everything that Anaheim has ever
given them. There is a very strong level of dedication on their end to the
City, but it was eye opening to see just how much effort they put in to that
room for Anaheim.
It was a great experience overall, a lot of fun and the students had a really
great time and it was hard getting them to come back home.
b. Marketing/Fundraising Subcommittee

c. Economic Development Subcommittee
None.
VIII. MITO AND PUDONG DELEGATION VISITS
Greg Garcia met with Mr. Wang in July and they briefly discussed the Mito
Delegation visit. The delegation is going to be in Anaheim from October 16 to
18. The dates line up perfectly with a Council meeting on Tuesday, October 18
and staff is thinking of doing a presentation at the Council meeting honoring the
40th Anniversary of the Sister City relationship. It's the longest relationship
Anaheim has had. They are going to come with gifts and staff would also like to
do a nice presentation at the Council meeting and in addition they talked about
putting together a luncheon before the Council meeting on October 18. Further,
there has been mention about renaming 42nd Street to Mito Way and present
them with a replica street sign. Staff also talked about redoing the display case
and since they have a new sister city, they need to make space for them anyway.

Greg Garcia further noted that the Pudong Delegation is also coming to sign the
actual agreement with the Mayor so staff is working on those details. The Pudong
delegation is scheduled to be in Anaheim on September 21. Greg recommended
creating a committee of volunteers to meet with staff and figure out the details.
He asked for those who are interested to let him know and a conference call
would be set up for later that week.
IX. PUBLIC COMMENT
None.
X. COMMISSIONER COMMENTS
Commissioner Julia Erdkamp introduced herself. She is fairly new to the City of
Anaheim; she's been living in Anaheim for about three years and is originally
from Sacramento. She is an Economic and Revenue Development Consultant and
works with over 100 cities in Southern California including Anaheim. She is very
involved in the community and looks forward to working with the Sister City
Commission.
Jerry O'Keefe introduced himself. He was born in Ireland and immigrated to the
United States. He started 1st grade at St. Boniface School which has closed
down. He's had two careers, he was a police officer for the City of Anaheim and
a real estate broker. He graduated from Anaheim High School and his two kids
graduated from Canyon High School. He has been involved in several charities
over the years and has a lifetime membership mainly in the Military
Organizations because he was in the Navy. He became interested in serving on
the Anaheim Sister City Commission because he read in the paper that Waterford,
Ireland was once considered as one of the sister cities. He was born across the
bridge from Waterford and he considered this to be his call. It was an honor to be
selected and he looks forward to working with everyone on the Commission.
Paul Anderson introduced himself. He has spent the last 13 years living here in
North Orange County and grew up in Costa Mesa. As soon as he moved to
Anaheim about three and a half years ago, he submitted an application for a city
commission and he's excited to be on this commission and become a bigger part
of the community. He has three kids that love the area, but do not go to school in
Anaheim. He's excited to see if they can build upon this City and try to improve
the reputation because it seems like people who have young kids don't have their
kids attend schools in Anaheim and so that is one of his biggest goals is to get
involved and turn that around. He is excited to be here.

Commissioner Mark Lopez mentioned he was approached by a friend who lives
in the city of Fullerton and is from Ethiopia and asked about the potential of
creating a sister city relationship with Ethiopia. Commissioner Lopez asked if
that could be agendized for the next meeting and in the meantime he is going to
get additional information from his friend about Ethiopia.
Greg Garcia stated staff is approached on occasion about bringing new cities
forward and in fact, they have just received an inquiry about a potential
partnership with a city in Sri Lanka. Greg reminded commissioners that they
should first set expectations in that we only have three sister cities, but we've had
two sister cities for over 40 years and it took a long time to get a third. The
Pudong relationship took more than two years and he thinks it's a good thing that
the City, the Commissioners and the forefathers have been a bit cautious in terms
of jumping into new relationships. However, everyone should feel like they have
an opportunity to make a pitch to the Commission and be considered. That is
what this body is here for — to do the research and figure out if a city is a good fit.
XI. ADJOURNMENT
