Crescent Avenue, Anaheim, California COMMISSIONERS PRESENT: Ryan Balius, Chairman Samantha Navarro, Vice Chairman James Cook Lynn Cudd Craig Farrow Nichole Rupp COMMISSIONERS ABSENT: Alfonso Rodriguez August 23, 2017 STAFF PRESENT: Brent Dennis, Director Larry Pasco, Deputy Community Services Director Sjany Larson -Cash, Community Services Manager Pamela Galera, Principal Project Planner Eleanor Granflor —Sr. Secretary AGENDA ACTION TAKEN 1. CALL TO ORDER: Chairman Balius called the meeting to order at 6:04 p.m. 2. PLEDGE OF ALLEGIANCE: Chairman Balius led the Pledge of Allegiance. 3. UNSCHEDULED PUBLIC COMMUNICATION: Esther Wallace introduced herself as the ex -officio member representing Magnolia School District. Esther Wallace questioned the Southern California Edison easements. Larry Pasco stated the City has proposed an agreement to SCE and is awaiting a response. A community meeting will be scheduled to discuss a design once there is an agreement with SCE. Esther Wallace also requested for a status of memorial trees that were planted at Willow Park (requested by a resident) and asked if any trees removed will be replaced. Larry Pasco stated he will look into it and provide a response. 4. SCHEDULED COMMUNICATION: None. 5. APPROVAL OF THE MINUTES: Chairman Balius presented the July 26, 2017 Minutes to the Commissioners for changes or corrections. Chairman Balius made a motion to accept the minutes, seconded by Commissioner Rupp. The motion was approved with a unanimous vote; Chairman Balius accepted the minutes. 6. REPORTS a) Recreation, Human and Neighborhood Services Activity Report — June/July: Sjany Larson -Cash presented the reported and answered questions regarding the Tiny Toy Train expos and Camera Shows held at Brookhurst Community Center, Parents Night Out at East Anaheim Gymnasium, Flour Ball STARS event, Park Ranger patrols at the Fourth of July event, photo permit fee at Oak Canyon Nature Center, and the Sit, Stay, Fetch Dog Expo held at Olive Hills Dog Park. b) Park Ranger Patrol Statistics Report — July: Sjany Larson -Cash presented the report and answered questions regarding curfew violations between June and July, and homeless issues/camping on the parks. c) Parks Capital Project Progress Report: Pamela Galera presented the report and answered questions regarding the Aloe Greens and Aloe Promenade project, City owned property that is leased to private businesses, Access California, Renewable Farms property, Wagner House, feasibility of fiber optic lines, negotiations with SCE property/community meetings, and the maintenance at La Palma Dog Park. PREVIOUS BUSINESS: a) Planning for Parks Update: Pamela Galera reported surveys continue to be completed. Staff has received almost 6,000 surveys. The Technical Advisory Committee has met. The Steering Committee met today where staff presented guiding principles and top priority objectives to the members. The project continues to be on track. Brent Dennis stated there is an appointed representative from the Cultural & Heritage Commission and the Parks and Recreation Commission on the Steering Committee. Chairman Balius appointed Commissioner Rupp to represent the Commission on the Steering Committee. Parks and Recreation Commission Minutes August 23, 2017 8. NEW BUSINESS: a) Peter Marshall Park Restroom Update: Larry Pasco stated a community meeting was held regarding the restroom at Peter Marshall Park. Staff has prioritized which park restrooms at City parks need to be replaced or renovated. Peter Marshall Park was listed as the top priority on that list. After the community meeting, it was decided that the restroom will be removed from the park. A discussion took place regarding another community meeting to be held in the future and it was requested by Chairman Balius for a meeting to be scheduled in a year to re -discuss the restroom at Peter Marshall Park. 9. INFORMATIONAL ITEMS: Brent Dennis reported the agreement has been extended with the Anaheim Family YMCA for additional hours of public swim at Pearson Park Pool. Staff has also met in regards to future agreements with the YMCA. Brent Dennis reported the camera surveillance project headed by the Anaheim Police Department has a new contract with a new consultant. The project is moving forward. Brookhurst Park will be completed between August 21 - September 5. Maxwell Park will be completed between August 28 - September 18. Twila Reid Park will be completed between September 11 - October 3. Brent Dennis reported the Homeless Task Force had their first meeting. The next meeting will be this Friday, August 251h at 8:30 a.m. at the Gordon Hoyt Meeting Room in the Anaheim West Tower. Brent Dennis reported the Anaheim Accessibility Center had their Open House on August 181h Sjany Larson -Cash stated next meeting with be held at the Oak Canyon Nature Center. A tour will be given before the meeting. Chairman Balius invited the Commission to attend Build Day at Willow Park on September 23rd Brent Dennis reported Mayor Tait is nationally known for the Kindness Initiative. He will speak to all the Parks Directors of Orange County at a meeting hosted by the Community Services Department. Community Kindness Gardens will be opened throughout the City. 10. ADJOURNMENT: Chairman Balius adjourned the meeting at 7:22 p.m.
