REGULAR MEETING OF JULY 11, 2017
The Anaheim Housing Authority regular meeting was called to order at 6:17 P.M. in City Council
Chambers located at 200 S. Anaheim Blvd. for a joint public comment session with the Anaheim
City Council. The meeting notice, agenda, and related materials were duly posted on July 7,
2017.
PRESENT: Chairman Tom Tait and Authority Members James Vanderbilt, Kris Murray, Denise
Barnes, Jose F. Moreno, Lucille Kring, and Stephen Faessel.
STAFF PRESENT: Interim City Manager Linda Andal, Acting City Attorney Kristin Pelletier and
Acting Secretary Theresa Bass.

PUBLIC COMMENTS:
No public comments offered related to the Housing Authority agenda.
CONSENT CALENDAR: At 7:38 P.M., the consent calendar was considered.
MOTION: Authority Member Kring moved to approve the consent calendar as presented,
seconded by Authority Member Faessel. ROLL CALL VOTE: AYES — 6 (Chairman Tait and
Authority Members Murray, Barnes, Moreno, Kring, and Faessel). NOES — 0. ABSTAIN — 1

5:00 P.M. PUBLIC HEARING 7:39 P.M.
AGR- 2• This is a public hearing of the Anaheim Housing Authority to consider a Right of Entry
10640 and License Agreement with Illumination Foundation for property located at 883 South
Anaheim Boulevard for the creation and operation of the Anaheim Service Center for
individuals and families who are at -risk of homelessness.
Approve and authorize the Authority Executive Director to execute and administer a
Right of Entry and License Agreement, in substantial form, with Illumination Foundation,
in the amount of $1 annually, for property located at 883 South Anaheim Boulevard for
the creation and operation of the Anaheim Service Center for individuals and families
who are at -risk of homelessness for a two year term with two one-year optional
renewals.
The public hearing was considered at 7:39 P.M. with John Woodhead, Community and
Economic Development Director, presenting the item.

BACKGROUND: Mr. Woodhead explained the city introduced the "Coming Home Anaheim"
initiative in 2013 to address the needs of homeless residents through a collaborative approach
of bringing together the resources of the city, local service providers, and the faith -based
community. Under the umbrella of Coming Home Anaheim, the city established the Homeless
Assistance Pilot Program (HAPP) for homeless families with children attending Anaheim
schools in 2015 and, more recently, launched the Chronically Homeless Individuals Pilot
Program (CHIPP) to provide rental assistance and supportive services for persons who are
homeless in Anaheim. Mr. Woodhead explained there had been no centralized, Anaheim -
based location to deliver such services and, therefore, staff sought approval to initiate the
operation of the Anaheim Service Center at 883 S. Anaheim Blvd. to be operated by Illumination
Foundation. He continued that Illumination Foundation had worked to break the cycle of
homelessness since July 2008 and was a service provider to the city under both HAPP and
CHIPP. Further, he reported the building had undergone significant rehabilitation, including
accessibility standards, and was ideally configured for intake, case management, and peer
group meeting and would serve as a headquarters and resource center to connect individuals
and families with available services.
DISCUSSION: Vice Chairman Vanderbilt highlighted this action was part of a large repertoire of
services the city provided to address homelessness in a compassionate way.
Chairman Tait expressed the city was doing more than any other to address homelessness
through the Bridges at Kraemer facility, the work of CityNet and other non -profits, and this
agreement with Illumination Foundation.
Chairman Tait opened the public hearing for comments
William Fitzgerald, Anaheim HOME, questioned the mission, finances, and organization of the
Illumination Foundation; questioned payments by the city in restoring the historic property and to
Illumination Foundation to manage the program; and offered his views on Council's actions
pertaining to homelessness.
Victoria Michaels shared her experiences as a social worker, her observations of the work done
by CityNet and the Homeless Task Force, and disagreed with certain comments by Mr.
Fitzgerald.
Paul Cho, Illumination Foundation, stated they were honored to be the service provider for the
HAPP program and shared they had helped approximately 175 families with children in
Anaheim's schools find permanent housing over the past three years, which also contributed to
higher GPAs and increased attendance rates for the students and direct revenue to the school
districts. He reported the HAPP funding from the Department of Housing and Urban
Development (HUD) required matching funds from the non-profit, which they provide, their
similar facility in Stanton had received no complaints over the past six years, and Illumination
Foundation looked forward to serving the residents of Anaheim in this additional capacity.
Bryan Kaye questioned the City's response to his submitted claim and shared his family's
experiences and living situation.
Richard Rodriguez acknowledged the large responsibilities of Council and expressed
appreciation to the Illumination Foundation for providing him food.

The Cameraman addressed the removal of benches at bus stops, disagreed with a previous
assertion that all drug users were homeless, and offered support for portions of the anti -
camping ordinance while disagreeing with the taking of personal property.
With no further comments offered, Chairman Tait closed the public hearing.
DISCUSSION: Chairman Tait thanked the Illumination Foundation for their work providing
housing and wrap-around services and looked forward to continuing to work together in
addressing homelessness.
MOTION: Authority Member Faessel moved to approve and authorize the Authority Executive
Director to execute and administer a Right of Entry and License Agreement, in substantial form,
with Illumination Foundation, in the amount of $1 annually, for property located at 883 South
Anaheim Boulevard for the creation and operation of the Anaheim Service Center for individuals
and families who are at -risk of homelessness for a two year term with two one-year optional
renewals, seconded by Authority Member Kring. APPROVED VOTE: 7-0. Motion carried.
ADJOURNMENT:
There being no further business, without objection, Chairman Tait adjourned the meeting of the
Anaheim Housing Authority at 8:13 P.M.
