Anaheim Blvd., Anaheim, California BOARD MEMBERS PRESENT: Kandee Beas, Chair Earl Kelso, Vice Chair Donna Acevedo -Nelson Lori Farrow Laurie Leonard Arturo Querijero-Ferreras Tierra Wilson AGENDA September 14, 2017 STAFF PRESENT: Joe Perez, Community Services Superintendent Wendy Solorio, Community Services Supervisor Eleanor Granflor, Sr. Secretary ACTION TAKEN 1. CALL TO ORDER: The Community Services Board meeting was called to order at 5:31 p.m. by Chair Beas. 2. PLEDGE OF ALLEGIANCE: Board Member Farrow led the Board in reciting the Pledge of Allegiance. 3. UNSCHEDULED PUBLIC COMMUNICATION: None. SCHEDULED COMMUNICATION: a) PONDEROSA PARK FAMILY RESOURCE CENTER PROJECT: Joe Perez introduced Pamela Galera, Principal Project Planner, of the Community Services Department. Pamela Galera presented a video and slideshow of the Ponderosa Park and Family Resource Center project and answered questions. Joe Perez gave a brief summary of the programs and project timeline. The estimated opening of the facility is mid- December. 5. CORRESPONDENCE: None. 6. APPROVAL OF THE MINUTES: Chair Beas presented the August 10, 2017 Minutes to the Board Members for changes or corrections. Vice Chair Kelso made a motion to approve the August 10, 2017 meeting minutes, seconded by Board Member Leonard. The motion was approved with a unanimous vote; Chair Beas accepted the minutes. UNFINISHED BUSINESS: a) FY2017/2018 CDBG Public Service Funding Process: Joe Perez reported the Community and Economic Development has been in communication with each approved organization to complete an agreement for the funding they are receiving for their service programs. The agencies will begin to present a mid -year update on their proposed projects in November. b) FY2018/2019 CDBG Public Service Agency Funding Process: Joe Perez stated the Public Notifications on the availability of Public Service Funding have been sent out. A mandatory pre -application workshop will be held on September 26th and the application will be provided online the same day for the agencies that attend the workshop. The applications are due October 31 st. Staff will then review the applications to make sure they are all complete and accurate and will forward completed application submissions to Community and Economic Development Department staff for review. The application packets will be provided to the ITEM NO. 04 Community Services Board September 14, 2017 Page 2 Board once they are approved. Joe Perez provided two options for the Board; go dark in October and November or go dark in October and begin mid -year agency presentations in November. Chair Beas took a vote to go dark in October — there was a unanimous vote in favor. Chair Beas then took a vote to go dark in November — there was a unanimous nay vote and CSB will resume on November 9th to start agency mid- year presentations. Joe Perez stated staff will contact the agencies to prepare their mid -year updates. INFORMATIONAL ITEMS: Board Member Wilson shared the Neighborhood District meetings will be in October. Earl Kelso stated the MEU 13th will be having a car wash fundraiser on September 28th at the ARCO gasoline station on Broadway and Anaheim Boulevard. Joe Perez shared promotional flyers for the Library Big Read event at Anaheim Libraries between September 15 - October 15, and the Day of the Dead event that will be held at the Downtown Anaheim Community Center on November 3rd. 9. ADJOURNMENT: Chair Beas adjourned the meeting at 6:13 p.m.
