UNANIMOUSLY APPROVED Reports and Recommendations ITEM NO. 1A CONDITIONAL USE PERMIT NO. 2016-05887 (DEV2016-00104) Location: 2620 West Orange Avenue Request: The applicant requests a six-month compliance review of a conditional use permit to permit and retain an existing church within a multi-tenant office building. Environmental Determination: The Planning Commission will consider whether the proposed action is Categorically Exempt from the requirements to prepare additional environmental documentation per California Environmental Quality Act (CEQA) Guidelines, Section 15301, Class 1 (Existing Facilities). Approved the request to receive and file a six-month review for the Conditional Use Permit. Environmental Determination: The Planning Commission will consider whether the proposed action is Categorically Exempt from the requirements to prepare additional environmental documentation per California Environmental Quality Act (CEQA) Guidelines, Section 15301, Class 1 (Existing Facilities). Resolution No. PC2018-007 Resolution No. PC2018-008 (White / Keys) Approved VOTE: 7-0 Chairperson Dalati and Commissioners Armstrong, Carbajal, Gillespie, Keys, Lieberman and White voted yes. Project Planner: Joanne Hwang jhwang@anaheim.net OPPOSITION: Staff noted that one phone call was received from the public expressing concerns relating to patrons loitering and littering in the parking lot area, and that the proposed request may intensify existing concerns. Two pieces of written correspondence were received expressing opposition to the subject request. Environmental Determination: The Planning Commission will consider whether the proposed action is Categorically Exempt from the requirements to prepare additional environmental documentation per California Environmental Quality Act (CEQA) Guidelines, Section 15304 (b), Class 4 (Minor Alterations to Land). Resolution No. PC2018-009 (Lieberman / Keys) Approved VOTE: 4-3 Chairperson Dalati and Commissioners Armstrong, Keys and Lieberman voted yes. Commissioners Carbajal, Gillespie and White voted no. Project Planner: Joanne Hwang jhwang@anaheim.net OPPOSITION: A person spoke expressing opposition to the subject request, and also submitted photos showing the condition of the trees prior to removal. Staff noted that three pieces of written correspondence and two phone calls were received from three residents in the neighborhood, expressing opposition and concerns related to the permanent removal of trees, impact to property values, the slope stability, and the types of replacement trees that were planted. IN GENERAL: Two persons spoke expressing concerns related to the subject request. Environmental Determination: The Planning Commission will consider whether the proposed action is Categorically Exempt from the requirements to prepare additional environmental documentation per California Environmental Quality Act (CEQA) Guidelines, Section 15301, Class 1 (Existing Facilities). Environmental Determination: The Planning Commission will consider whether the proposed action is exempt from the requirements to prepare additional environmental documentation per California Environmental Quality Act (CEQA) Guidelines, Section 15060(c)(2).
